PARKS ADVISORY COMMITrEE
MINUTES
JUNE 14, 1993
The Parks Advisory Committee meeting was called to order by Chairman, Doug
Berens, at 8:20 p.m. on Monday, June 14, 1993. This meeting followed the Park Thur
which started at 6:30 p.m. Members present were Doug Berens, Ron Ceminsky, Sam
Emond, Pat Heaney, Robert Rykken. Staff members present were Bill Mangan,
Director of Parks and Recreation, Bret Woodson, Program Specialist, and Nancy
McGill, Parks and Recreation Secretary. Art Schoot and Kathy Smith were absent.
The minutes were reviewed from the May 24, 1993 meeting.
PAT HEANEY MADE A MOTION TO ACCEPT THE MINUTES FROM THE MAY
24, 1993 MEETING. RON CEMINSKY SECONDED THE MOTION. MOTION
CARRIED UNANIMOUSLY.
Doug Berens asked for Staff Reports.
Bill Mangan indicated that the Parks Department have a few projects that need to
be accomplished this summer. At Sand Point Beach, projects that need finishing are
the play structure, the garden area for the Lion's Club monument, and completion
of the fishing dock as soon as permit is received from the DNR.
Heritage Park will need grading and landscaping, as the Centennial Committee are
anxious to complete this area so the additional pavers can be installed.
The trails all need finishing touches in Lakefront Park and also the new trails that
were put in at Oakland .Beach, 150th Street and Fish Point and Main Avenue.
Sam Emond asked if signs could be installed on the trails to direct people.
Mangan indicated that there are direction signs but they have not yet been
installed due to the restoration along side the paths.
Mangan also indicated that our summer seasonal staff is light this year as two
employees have left and will be difficult to replace. He said that he would be looking
for support from the PAC committee for additional recommendations for personnel
for 1994.
The Windjammer's (our community band) has been resurrected for the summer
months. Performances will be at Memorial Park, Carefree Living in Burnsville,
Minnesota Zoo, and Lakefront parade. Ken Ziemann, the high school band director
is the coordinator.

At this time, Doug Berens asked for staff reports from Bret Woodson.
Bret indicated that the summer registration on Tuesday evening, June 8th went
very well; there were lines of people but had everyone registered by 8:00 PM. In
addition to the summer playground and tot lot programs, tennis lessons and Day
Camp were other popular activities. He highlighted the tot lot and summer
playground and the staffing for these programs.
Sam Emond asked if the leaders have had first aid training.
Bill Mangan said that the leaders get very little first aid training because of the
liability. If the park does not have a phone, the leaders make contact with a
neighbor, and in case of an emergency, 911 is called. The leaders have a lot of
responsibility.
Doug Berens asked for New Business.
Bill Mangan informed the committee that the city has a Development Review
Committee made up of department heads from Planning, Engineering, Parks and
Recreation, City Manager, and Economic Development which meet each Thursday.
Bill pointed out a parcel of land that is owned by Jo Bang, located next to Cardinal
Heights plat, that they would like to sell. Bill's request of the PAC committee was
to see if this is a parcel that we might be interested in purchasing through
application of a grant fund. This has not yet been addressed in the Development
Review Committee.
This parcel is 32 acres less Markley Lake of 7 1/2 acres, 6 acres wetland, and 5 1/2
acres of steep slopes leaving a total of 18 natural acres. Approximately 60% is
undevelopable. Bill asked direction of the committee if this is something we should
pursue through a grant application.
Discussion followed.
Someone asked the value of the property. Bill indicated it was approximately
$5,750 per acre based on property value in the Industrial Park.
September 1, 1993 is the deadline for grant applications.
Mangan's preference would be to buy the property as he felt it would be a beautiful
park area left in its natural state; however also found it hard to justify. Any lake
activity would be from the Sienna Corporation. Perhaps it would be best addressed
in the Comp plan first and then future acquisition could be discussed at that time.
This also could be identified in the CIP.
The PAC committee felt that this was not workable at this time. The committee felt
that, based on the community survey, our priority is trails and trail development
and youth athletic facilities.
The next item that Bill introduced for discussion was the Apple Valley Redi-mix site
next to Prior Manor. This 1.2 acre property was appraised at $45,000 a year ago.
The Scott County HRA have initiated negotiations with the City of Prior Lake to

possibly purchase this property. The proposal would be to clean up area; make it
parks and open space and flower gardens for the seniors to enjoy. The cost of land
acquisition would be split between the HRA and the City and would become part of
the parks system. Apple Valley Redi-mix has accepted the $45,000 appraisal figure.
Bill has asked the Lion's Club and the VFW for funding; neither of which have
shown an interest.
There was some discussion and concem.s presented.
The property is zoned R-3 (multi-resident) but Redi-mix had a conditional use
permit.
This will be on the City Council Agenda for June 21; therefore, needed PAC input.
Doug Berens suggested that the City could offer some assistance; maintaining it
and offering programs.
The general consensus of the PAC committee was that it has value for cleaning it up
but not necessarily important to our parks system.
SAM EMOND MADE A MOTION THAT THE PARKS ADVISORY COMMITrEE
WOULD LIKE TO RECOMMEND TO THE CITY COUNCIL THAT THE
COMMITTEE WOULD BE WILLING TO ASSIST IN THE CLEANING UP OF
THIS SITE; LEVELING, PLANTING TREES AND SHRUBBERY BUT NOT
INTERESTED IN INCORPORATING IT INTO OUR PARK SYSTEM.
BOB RYKKEN SECONDED THE MOTION.
UNANIMOUSLY.
MOTION CARRIED
Doug Berens then asked for Old Business.
Bill Mangan reviewed the trail completion status at Oakland Beach, Main Avenue
and 150th Street.
The next meeting date will be on Monday, July 12, 1993.
