PARKS ADVISORY COMMITTEE
MINUTES
JANUARY 10,1994
The Parks Advisory Committee meeting was called to order by Chairman, Doug Berens,
at 7:10p.m. on Monday, January 10, 1994. Members present were Doug Berens, Ron
Ceminsky, Sam Emond, Robert Rykken, Art Schoot, and Kathy Smith. Staff members
present were Bill Mangan, Director of Parks and Recreation, Bret Woodson, Program
Specialist, and Nancy McGill, Secretary. Pat Heaney was absent.
The minutes were reviewed from the November 8, 1993 meeting.
BOB RYKKEN MADE A MOTION TO ACCEPT THE MINUTES FROM THE
NOVEMBER 8,1993 MEETING. SAM EMOND SECONDED THE MOTION. MOTION
CARRIED UNANIMOUSLY.
Doug Berens asked for Staff Reports.
Bill Mangan asked committee to notethe 1994 meeting dates on their personal
calendars. Agendas will be sent the week prior to the meeting.
The skating rinks were open the Sunday after Christmas; poor ice conditions but we
were one of two communities south of the river that had some kind of ice during
Christmas vacation. We have thirteen (13) rinks; three (3) rinks at Lakefront - two
hockey and one pleasure rink. Lakefront is the only park with a warming house.
Budget highlights for 1994. There was a 25% increase in the parks operation budget.
There will be a new maintenance position starting April 1 st. $7,500/year will be
allocated for vandalism. Parks Recreation Program Specialist position will become a
full time position. It is presently a 32 hour permanent part time position.
The Community Centers grand opening will be in September, 1994. They will have their
own director and staff, but our parks department will be doing some programming
through the Center; Le., winter volleyball leagues, basketball leagues, aerobics, weight
lifting classes, etc.
There was some discussion regarding the Community Center.
Sam Emond asked if the 25% budget increase was a normal percentage.
Bill indicated that it was not. He said that 4-6% is the average on an annual basis, and
usually cut from there, but presently in a position that warranted the larger percentage.
There were concerns with the park growth, and we will be adding parks maintenance
personnel as well as increasing temporary seasonal salaries to keep up with the park
maintenance. Felt very fortunate to get this increase.
There was some discussion.

The next staff report was from Bret Woodson, Program Specialist.
Bret reported that the City newsletter, the Wavelength, and our parks brochure were
combined, and have received compliments on the new format. The spring, summer and
fall dates have been established. The winter highlights are as follows: The Community
Sledding Party on Saturday, January 15th from 10:00-12:00 noon, provided the weather
cooperates. Last year 300+ attended; snow painting, sleigh rides, ice skating, sledding
are all part of the program and cider and cookies will be available. No charge for this.
Other winter offerings were included in the memo that each committee member
received. The E.C.F.E. Family Center and the Parks Department have worked together
to offer Tot activities; thus offering them to the public at a lower cost to Parks Dept. and
E.C.F.E. 25 different classes or trips have been planned for the winter season.
The dance program is moving along; this year the Dance Recital will be held in Lakeville
at the Kenwood Junior High; giving us more seating capacity with three shows. The
program has grown and don't want to have more than three (3) shows. The facility cost
is less than it has been at the Prior Lake Senior High.
Starting with the 1994 Winter programs, a new "Program Evaluation Form" will be used
to solicit input from the users of our programs.
It was suggested that a form be included in the newsletter/program brochure to reach
people not currently using the programs.
Bret also distributed the new updated city maps to the committee.
Doug Berens asked for the Open Forum discussion.
Doug asked how the sledding hill was doing this year. Bill said there has been quite a bit
of activity. $3,000 was spent to comply with the safety guideline requirements. Flexible
fencing, and a sign stating the rules & safety of the hill were installed. Walking path has
to be cleared for walking up the hill. Hill is inspected every day, and recorded.
Ron Ceminsky asked if Prior Lake is planning to annex additional land around Spring
Lake?
Bill indicated that nothing has been pursued at this point.
New Business was the election of officers for 1994.
KATHY SMITH NOMINATED DOUG BERENS FOR THE CHAIR POSITION. SAM
EMOND SECONDED NOMINATION.
THE COMMITTEE VOTED AND IT WAS UNANIMOUS THAT DOUG BERENS
CONTINUE AS CHAIR FOR THE 1994 PARKS ADVISORY COMMITTEE.
BOB RYKKEN MADE A MOTION TO NOMINATE PAT HEANEY AS THE VICE CHAIR.
KATHY SMITH SECONDED THE NOMINATION.
THE COMMITTEE VOTED AND IT WAS UNANIMOUS THAT PAT HEANEY BE VICE
CHAIR FOR THE 1994 PARKS ADVISORY COMMITTEE.

The next item of business was to review the 1994 Capital Improvements. Each of the
members had received a copy of the program prior to the meeting.
CIP-2 Trails - Westbury Ponds ($30,000 - Capital Park Fund)
CIP-3 Park Shelters - Neighborhood Parks
($25,000 - 5 open air shelters)
CIP-4 Parks & Recreation Neighborhood Park Development
(1994 prospective projects for new playground equipment; i.e. Brooksville
Hills Park, Island View Park, Raspberry Ridge park, and Sunset Hills Park)
- $30,000 - Capital Park Fund
CIP-5 Trails - Carriage Hills Subdivision
($30,000 - Capital Park Fund)
CIP-6 Trails - Knob Hill Subdivision
($12,000 - Capital Park Fund)
CIP-7 Park Paving
(Sand Point - 1994 - $50,000 funded by City.

There was some discussion with each area.
The next item of business that Bill wanted to discuss with the committee was the
preliminary draft of the 1994 Goals & Objectives of the Parks Advisory Committee. A
copy was given to each member present. The Council Workshop (council members and
department heads) is going to be held on Friday & Saturday, January 21 st & 22nd at
which time Bill would like to present these goals & objectives to the Council.
Item #I-B: Committee felt that should expand on this by stating that "members will
adhere to the bylaws in accordance to meetings missed, and member may be asked to
be removed from the committee if more are missed."
Item V-B: Take out "To make" and replace with "To recommend".
VII-A: Committee members would like to receive copies of the parks and open space
ordinances in order to have a better handle on what they are.
VIII: Joint tour would be our park tour; usually in June.
Bill asked members to review this again, and if find other changes that need to be
made, to contact him.
The next item was to review the Park Dedication formula.
Under 6-6-8: (E) Park Dedication. Some development areas are unique natural
features and would to like to see area kept as open space; however, one of the
problems we have i.e. Jeffers Ridge some of it is over 25% slope and some heavily
treed - telling developers that we want it preserved it as a natural amenity but can only
be credited 25% land value. Would like flexibility to give developer full credit if we want
to preserve it.

ACQUISmON OF THE BANG PROPERTY FOR PARKLAND.

This item was on the agenda previously to determine if there
should be a grant application for the property. At that time, the
Bang's were looking at subdividing the property and there was
some interest on the part of developers to determine if this could be
done. At that time, the PAC considered the property for grant
eligibility but decided not to pursue the property.
Since this property was considered by private developers, it has
become apparent that the topography is simply too difficult to
subdivide and make a profit. For this reason, the Bang's have
made an offer to the City of Prior Lake for purchase. The City
does need a portion of the property for storm water retention in
addition to Scott County also needing a storm water pond. In
addition, the property is included in the Parks Comprehensive Plan
for acquisition, primarily because Markley Lake is considered a
recreational lake by the DNR.
Since the last time this item was on the agenda, circumstances have
changed to the point of this parcel becoming an important
acquisition for the City of Prior Lake. Not only will the property
selVe as a storm water management pond for storm water, but it
does have important value to the park system. In addition, there is
a willing seller in that the Bang's have approached the City to offer
their property.
Staff would recommend that the PAC support a grant application
for the purchase of the Bang property. At this time, the amount
requested by the Bang's is somewhere around $170,000. At
minimum, the matching grant would be for 50% of that amount.
Motion to support staWs recommendation to apply for a
LAWCON Grant for the Bang property.

CONSIDER INCREASING THE PARKING FEE FOR BOAT
TRAILERS AT SAND POINT BEACH

This item is on the agenda at the request of the City Council. For
1994, the parking lot at Sand Point Beach is scheduled for paving.
Staff has been directed to research methods of financing this
improvement. As part of this research, the parking fees for boat
trailers has not been increased for two years and currently is at
$7.00 per trailer.
While the paving project will be combined with other bonding
projects of the city, staff still needs to research methods for funding
this project. Staff will be in touch with the Lion's Club to
determine their interest in a contribution. However, the parking
fee for boat trailers at Sand Point Beach does need to be addressed.
Parking boat trailers on an overflow basis' is not the primary use of
Sand Point Beach---it is a swimming beach with picnic facilities.
While parking at the DNR lot is free, we have no obligation to
provide free or reduced parking at Sand Point Beach.
Since the parking fee for overflow boat trailers at Sand Point
Beach has not been raised for two years, staff would recommend
that the fee for this service be increased. The reason for the
increase is twofold:
1. To charge a reasonable fee for providing this service, and,
2. To generate revenue that will offset the cost of capital
improvements.
Staff would recommend that the PAC support an increase in the
parking fee for boat trailers at Sand Point Beach from the current
$7.00 per trailer to $10.00 per trailer which is consistent with
private boat access charges to put a boat on the lake.
Motion to recommend to the City Council that the parking fee
for boat trailers for Sand Point Beach be increased to $10.00
per trailer.

REVIEW PARK FEE POLICY TO DETERMINE FUNDING
FOR COMMUNITY PARKS

This item is on the agenda at the request of the City Council. The
Park Fee Policy provides for funding for neighborhood parks as
well as trails within the parks linking up to the Community Trail
System. However, for the actual Community Parks or the
Community Trail System, there is no funding mechanism in place.
As a result, some of the improvements are linked with City
improvement projects, or some are funded from LA WCON grants
which are matched by the City from Capital Park Funds.
An example of funding a community park would be the Bang
property. If successful, the matching portion of the grant would
come from Capital Park Funds. The money in the Capital Park
Fund, in most instances, comes from building permit fees. Those
fees are earmarked for nei~hborhood park development. not
community park funding. In the future, when it is time to develop
a new neighborhood park with the $450 paid on each building
permit, there may not be adequate funds in the Capital Park Fund
to build the neighborhood park.
Staff need to have the Parks Advisory Committee research funding
methods that would fund the community parks in Prior Lake be it
acquisition or development. Several examples of funding sources
may include: referendum, franchise fees, user fees, admission fees,
a city wide tax for park purposes, bonding, and the general fund.
Staff brings this item to the PAC for discussion and research. The
PAC will need to make a recommendation to the City Council for
future funding of Community Parks.
Staff bring this item to the PAC as a discussion item and a research
item. At this time, there is no recommendation and no action
required. However, once research is completed, the PAC will need
to make a recommendation to the City Council.

DETERMINE IF MAINTENANCE COSTS ARE COVERED.

This item is on the agenda at the request of the City Council. This
will become part of the annual review of our fee policies for
participation in recreation programs. The City Council wants to
review these policies to make sure the City is charging
appropriate I y.
Staff polled several of the surrounding communities to determine
what their maintenance fees were for leagues, youth and adults, as
well as lighted fields. Most of the cities surveyed do as the City of
Prior Lake does--build a fee into the administration of the various
leagues. Shakopee, Eagan, Burnsville, Lakeville, and
Bloomington all provide field maintenance and field lighting at no
additional cost to the teams. None of the communities surveyed
charge youth organizations for maintenance or lighting with the
exception of weekend tournaments (similar to Prior Lake). Out ot
town teams are charged for field useage from $20-$40 per field.
At this point in time, staff is comfortable with the current policies
for field useage. We currently charge $35/fieldlday for tournaments
for adult athletics. Most of the communities surveyed pay for the
cost of lights for fields with the exception of Eagan which charges
$30 per hour for baseball but nothing for softball. If we were to
look at doing something, staff would propose that field lighting
may be an item to research in regard to who pays. Staff is not
recommending this at this time.
Staff would recommend that the current fee structure remain for
this year but that the fees be reviewed annually to make certain that
Prior Lake is in line with other communities. Of the communities
surveyed, athletic field maintenance and field lighting has been
incorporated into operating budgets as part of providing service to
the residents.
At this time, staff would recommend a motion that the PAC
recommends that no change be made in the fee structure but that
the fees be reviewed annually for updating.

There was some discussion among Committee but Committee felt that it should be
recommended to the Council that another category needs to be added to the ordinance
for unique natural amenities to allow 25-100% credit.
Doug Berens asked for Old Business.
Bill reviewed the City Trail System. The map included existing parks, existing trails,
proposed trails, and proposed future parkland. This map will be part of the 2010
comprehensive plan. This is being worked on for the Council Workshop.
The next meeting date will be on Monday, February 14, 1994.
