PARKS ADVISORY COMMITTEE
MEETING
APRIL 11,1994
The Parks Advisory Committee Meeting was called to order by Doug Berens, Chairman,
at 7:06 p.m. on Monday, April 11, 1994. Members present were Doug f3erens, Ron
Ceminsky, Sam Emond, Pat Heaney, Bob Rykken, Art Schoot, and Kathy Smith. Staff
present included Bill Mangan, Director of Parks and Recreation, Bret Woodson,
Recreation Program Supervisor, and Nancy McGill, Parks and Recreation Secretary.
The minutes were reviewed from the March 14, 1994 meeting.
BOB RYKKEN MADE A MOTION TO ACCEPT THE MINUTES FROM THE MARCH
14, 1994 MEETING. SAM EMOND SECONDED MOTION. MOTION CARRIED
UNANIMOUSLY.
Doug Berens asked for Old Business. Bill Mangan indicated he still has some follow-up
from the last meeting concerning the 2010 Comprehensive Plan. The revisions (first
draft) are back from the landscape consultant for the Parks & Recreation portion.
Projections need to be made on numbers, size, and approximate cost at time of
acquisition of the parks. The maps and text are included in the first draft and will be
reviewed by Mangan and Westwood Planning & Engineering. The Planning
Department will be working on their area in May.
Doug Berens asked for Other Business. Bob Rykken asked Bill Mangan if the new
community center director would be making a presentation at one of our meetings. Bill
indicated that Chuck Pappas has been out of town and hopefully can schedule him to
come to the May meeting. Bill also indicated that a 24 hour drop-in daycare will be
provided at the community center - this is a new addition.
Some discussion followed regarding what the community center will be offering.
Art Schoot asked the status of the McDonald property. Bill Mangan indicated that this is
a three year project. There's no funding for it this year, but will be addressed in the CIP
for funding in 1995.
There was some discussion on Heritage Park, and the Cement company area near
Prior Manor.
Chair, Berens asked for Staff Update from Bill Mangan.
Mangan reviewed the spring maintenance schedule; including' getting softball, baseball
fields ready for the season. Upgrading is being done at the Ponds Athletic complex;
warning tracks along outside of softball fields, and cutting the infields to 75 foot depth
for 5th-6th grade girls and boys softball and baseball. Adult leagues start beginning
Sunday, April 24th. There will be five open-air picnic shelters going up in the
neighborhood parks. New playground equipment has been ordered for North Shore

Oaks Park and Brooksville Hills Park. Next year, Carriage Hills, Woodridge Estates and
Cardninal Heights will get new playground equipment. Also continuing on the tree work.
There was some discussion regarding the new park areas being developed.
Ron Ceminsky asked if we could get some "litter" signs in the parks indicating that there
is a penalty for littering.
Mangan said he would look into getting some signs.
Bill Mangan informed the committee that an additional secretary has been hired for the
Parks and Recreation Department. Lynn Lake will start effective Thursday, April 21 st.
She and Nancy McGill will be job sharing; each working 2 V2 days weekly.
Mangan attended a workshop (sponsored by Ramsey County) on the ADA
requirements and guidelines. It included requirements for 1) employment, 2) facilities
and 3) programs. It is required that we be in substantial compliance by July 26, 1994.
Approximately $50,000 is being spent on ADA compatible compliance; $25,000 which
will be put into the parks.
Bret Woodson, Recreation Program Specialist, then updated the committee on the
winter, spring and dance recital status.
608 people participated in the winter programs offered. The spring brochure came out
April 1. This is a shorter season, but offering a variety of activities for all ages. An
evening registration was held from 7-9 PM, and again at 7:00 AM the following morning
to accommodate those that could not register during regular business hours. This will
be a procedure that will be followed for future registrations.
Bret updated the committee on the dance program and the upcoming Dance Recital to
be held on Saturday, April 30 and Sunday, May 1. The recital will be held in Lakeville
this year to accommodate more people. An awards banquet is planned for Sunday,
April 17 to recognize 5, 8, 10 year students as well as some special awards.
The summer brochure will be mailed out on Friday, June 3, and currently in process of
staffing for the summer programs.
Questions were raised regarding non-resident fee, and also status of dance instructors
for next years program. Would like to only have two, possibly three instructors.
Berens asked for New Business from Bill Mangan.
A memorandum was given to PAC members regarding the Capital Park Improvements
for 1995-99. Mangans recommendation was to go with what was listed in the CIP, in
addition to a couple of other items included in the memo. Need PAC recommendation.
The committee reviewed items listed with some discussion.

LISTED ON THE MEMORANDUM BUT RANK ACCORDING TO PAC PRIORITY ON
THE CIP.

There was some discussion from Doug Berens and Art Schoot, suggesting that #6 be
amended (under 429 Bonding with asterisk) to indicate that this project should be held
off until Lakefront is fully developed. This project is contingent on the 429 Improvement
Project.

THE COMMITTEE VOTED ON THE ABOVE AMENDMENT TO PREVIOUS MOTION.
MOTION CARRIED UNANIMOUSLY.
The next item of business was the discussion and recommendation on proposed bylaws
as proposed by Councilmember Greenfield and City Manager Frank Boyles.
Committee decided to go through bylaws and the following changes were requested to
be made:
Article 2. Officers (Section B).
1. Change City Council to read Parks Advisory Committee
2. September 1 to read January 1
3. Eliminate #3.
4. #5 - Annual reporting rather than semiannual
(Section E)

Seven (7) members rather than five
satisfactory attendance and participation rather than annual performance
evaluation
(Section F)
7. If the office of Chair becomes vacant the committee rather than City
Council shall select a replacement
(Section G)
8. Eliminate Annually the Chair will meet with each committee member to
discuss among other things
9. Eliminate #1 as stated
10. #1 should read: Quarterly review of Goals & Objectives
11. Eliminate second paragraph entirely.

The Spring Brochure / Wavelength was mailed out to the residents of Prior Lake on
Saturday, March 26th. The spring season is only two months long, covering the months
of April and May. Although the season is short, we are still offering a variety of
programs. Below is a list of the programs being offered through the month of May.

Spring program registration began on Monday evening, March 28th from 7:00 - 9:00 p.m.
on the second floor of city hall. Registration then resumed at 7 :00 a.m. the next morning.
This was the fIrst time that we offered evening and early morning registration for our

seasonal offerings (other than mass registration in the summer). This will be a practice
that will continue as long as there is a demand for it.
By offering extended registration periods, it allows people who work during the day an
opportunity to register for our programs. We had about 25 people come in for the evening
registration, and a handful that came in for early morning registration.

We are gearing up for our final month of the dance season. All of the costumes have
arrived and the recital is just around the corner. Class pictures will be taken the week of
April 11 - 15th. Dress rehearsals for the recital will take place on April 26-28, from 4:00
- 8:00 p.m. at Kenwood Trail Junior High School in Lakeville.
There will be three recitals this year with 500 tickets available for each show. The first
show will be Saturday, April 30th at 7:00 p.m. The second show will be Sunday, May 1st
at 2:00 p.m., and the last show will be Sunday, May 1 st at 6:00 p.m. The theme for this
year's recital is "Baby, I'm a Star".
An awards day banquet has also been planned to honor this years five, eight, and ten year
dancers. In addition to those honors, awards will be given out for the following: Dancer
of the Year, Performer of the year, and Most Improved Dancer of the Year. The awards
banquet will be held at the dance studio in Priordale Mall on Sunday, April 17th at 7 :00
p.m.

The summer brochure will be completed in May and be mailed out to the residents on
Friday, June 3rd. A lot of work will be put in to this season and the programs that are
offered. The extra work is required due to the fact that extra staff is needed, and also
because our programs continue to grow. It is important to make sure that we have
enough staff in the parks to accommodate this expansion. I will provide a complete
preview of the summer season at the May 9th Parks Advisory Committee meeting.
