Please review attached staff report from the last meeting. Discussion will continue on this item. 6. New Business A. Review and discuss the Lake Access Study as prepared by the Lake Advisory Committee (LAC). 7. Establish next meeting date. A. The next meeting is scheduled for Monday, November 14, 1994. 7. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES SEPTEMBER 12, 1994 The Parks Advisory Committee meeting was called to order by Chairman, Doug Berens, at 7:05 p.m. on Monday, September 12, 1994. Members present were Ron Ceminsky, Sam Emond, Art Schoot, Kathy Smith, Doug Berens and Bob Rykken. Staff present included Bill Mangan, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, Lynn Lake, Parks and Recreation Secretary. Members absent were Pat Heaney. The minutes were reviewed from the August 8, 1994 meeting. Sam asked since we had tabled Item 4 and 6 from the August Meeting if we will be discussing them during this meeting. Bill said we are going to continue with Item 4 which is the Sidewalk Policy. We had started working on this at the August Meeting and tonight we will be working on prioritizing links and funding. Item 6, which is in regards to Future Land Acquisitions, we will discuss for a couple of minutes. SAM EMOND MADE A MOTION TO ACCEPT THE MINUTES FROM THE AUGUST 8, 1994 MEETING. RON CEMINSKY SECONDED THE MOTION. THE MOTION WAS CARRIED UNANIMOUSLY. Doug Berens asked for Staff Reports. With school starting the Fall Football and Soccer Leagues have started. We have also started a girls 16 and under Softball League. There was some discussion in regards to more soccer fields. Bill mentioned that we would have to have a referendum to get the funds needed to have more fields. Mangan updated the Parks personnel status. We filled the position last week for Parks Maintenance II. We made the offer to Tim Borchardt who is a local resident with a lot of experience in this field as well as running his own landscaping business. He will be starting on Thursday, September 15. Bret updated us on his Summer Report. The summer brochure is the biggest brochure we have. We had 2,349 participants. Bret is a council member of the Prior Lake-Savage Area Community Schools Advisory Council and we are in charge of planning the Info portion of the Info-Business Expo which will be held on Monday, September 26, 1994. The City Council will have a table there as well as the Parks and Recreation Department. This is FREE to the public. Today was the fIrst day of registration for all Fall activities There are family, adult, youth and tot activities. These activities will run from now through December. This is the fIrst night of dance classes which will run from September thru May. Doug Berens asked for Other Business. Doug questioned the term of PAC members and asked for an updated list for all members. Doug Berens asked for Old Business. Mangan stated that we will be discussing the Sidewalk Policy. The PAC needs to prioritize the future links, especially for the funding. Staff would like to prioritize these on the basis of sometime within the next fIve years, fIve-ten years and ten years plus. A HIGH priority sidewalk segment would be installed in 1-5 years; a MEDIUM priority segment would be installed in 5-10 years; and a LOW priority segment would be installed in 10 plus years. Bill mentioned that there has been some discussion on this but it is still premature. They have not made any decisions but we can discuss this more during the next meeting or when we learn more about the situation.
