Trail Corridor /. scarr COUNfY REGIONAL 1RAIL CORRIDOR TRAIL CORRIDOR OBJECIlVES The Scott County Regional Trail Corridor will fonn a linear route through the northeastern part of the county. It is within the cities of Shakopee and Prior Lake, and the townships of Spring Lake and Credit River. The trail corridor extends from the Minnesota River in Shakopee to Mwphy-Hanrehan Park Reserve. The total length is approximately 13.0 miles. This trail corridor has been planned with several purposes in mind: 1) It connects the park reserve, regional parks and city parks with each other; 2) it connects these parks with the Minnesota River Valley trail; and 3) it connects the cities of Shakopee and Prior Lake to those recreational facilities for safe access. The entire trail corridor length would be developed primarily as a bike/hike trail with cross-country skiing on sections where conditions would be conducive to this use. 1RAIL CORRIDOR SEGMENTS MINNESOTA RIVER TO SPRING LAKE REGIONAL PARK - 7.9 MTl.PS This segment would serve to connect the Minnesota River Valley, the City of Shakopee, the O'Dowd Lake Park and Spring Lake Regional Park. This portion of the trail begins at the Shakopee municipal parking lot at the City Hall. This parking lot would serve as a trailhead node for what would be the intersection of this trail with the Minnesota River Valley Trail. The section through downtown Shakopee from this trailhead parking lot would utilize Lewis St. for a distance of 1.1 miles, or 10 city blocks to the Shakopee High School. This would be an on-street trail for biking and walking. There would be ten at-grade city street crossings as well as the crossing of First Street (State Highway 101) which would be an at-grade crossing at an existing traffic signal. From the Shakopee High School area, the trail corridor would follow County Road 79 to the O'Dowd Lake area at the intersection of County Road 14. This section of trail would be a 30 foot extension of the road right-of-way on the east side. There are no existing road crossings in this section; however, there would be a crossing of the future State Highway 101 (Shakopee By-Pass). This crossing is currently planned to be a below-grade crossing whereby the trail would pass beneath the proposed roadway. There is also a proposed east-west municipal trail being planned in the general area south of the Shakopee High School. This would intersect the regional trail and provide additional local access to the regional trail. From this O'Dowd Lake area, the trail would go eaSterly along County Roads 14, 17 and 81 into Spring Lake Regional Park. The County Road 14 section of the trail corridor would be on the north side of the road. It would be a 30-foot wide extension of the road "__.,._..__~__'_ _ ___d. . right-of-way, except at the west end by O'Dowd Lake. The location of two ponds close to the roadway would necessitate additional acquisition. The trail would cross County Road 14 at-grade at the intersection of County Roads 14 and 17, and follow County Road 17 on the southwest side. The acquisition would be a 30-foot extension to the road right-of-way. The trail would cross County Road 17 at the intersection of County Roads 17 and 81 and then follow County Road 81 into Spring Lake Regional Park. The west half of this section would be 30-feet wide on the south side of the road, and the east half would be 50-feet wide on the north side of the road. SPRING LAKE REGIONAL PARK- TO n .RARY LAKE REGIONAL PARK- - 4.1 MTT .R~ The fust portion of this segment (1/4 mile) is an overland corridor trail of l00-foot width from the northeast comer of the Spring Lake Regional Park to County Road 83. It then crosses County Road 83 at-grade and follows along the north side of the road for a distance of 1.2 miles. This again would generally be a 30 foot acquisition adjacent to the County Road. The section from CSAH 21 to Highway 13 which is 1.3 miles in length, goes through downtown Prior Lake and it is part of the County Road project. 1brough this downtown area the trail has been developed as a part of the road project and is a sidewalk-type trail separated from the road by a boulevard. The section from State Highway 13 to Cleary Lake Regional Park is a distance of 1.4 miles. This section of trail will also share the abandoned railroad right-of-way with the County Road. Th~ railro~d righ!-of-way is 100 feet in width and the trail will use 67 feet, while the County Road will use 33 feet of the railroad right-of-way. This section of the trail could have biking, hiking (jogging) and snowmobiling. n .RARY LAKE REGIONAL PARK TO MURPHY-HANREHAN PARK-RESERVE 1.0MTT.R This last segment of the trail would be an overland corridor of 50 foot width. It is located to follow an existing power line to minimize the severance and disturbance of the fannland. The trail corridor would be developed with one treadway, that of an 8-foot wide paved bike/hike trail that, where designated, would accommodate cross-country skiing on the grass shoulder. The corridor would be of sufficient width (30 foot minimum) with this one treadway to allow for buffering between the trail and private land. Development will emphasize use of natural vegetation, augmented as needed, to provide separation and buffering. The plant material screens the treadway from adjacent land uses, enhances the visual experience and provides cover and food sources to attract wildlife. Fencing and access gates will be used, as necessary, to minimize inappropriate trail use, minimize conflict with adjacent land uses and protect trail users.
