(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER P ARKS ADVISORY COMMITTEE MEETING MINUTES OCTOBER 9,1995 The Parks Advisory Committee meeting was called to order by Chairman, Ron Ceminsky, at 7:10 p.m. on Monday, October 9, 1995. Members present were Ron Ceminsky, Pat Heaney, Bob Rykken, and Kathy Smith. Tom Reddinger was absent. Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, and Nancy McGill, Parks and Recreation Secretary. Randy Geister and Mark Schroeder were present also. The minutes were reviewed from the September II, 1995 meeting. BOB RYKKEN MADE A MOTION TO APPROVE THE MINUTES FROM THE SEPTEMBER 11, 1995 MEETING. KATHY SMITH SECONDED MOTION. MOTION WAS APPROVED UNANIMOUSLY. Chairman, Ron Ceminsky asked for Staff Reports. Paul updated the Committee on the status of the Fall park projects. Carriage Hills and Grainwood Crossing are the primary projects; however, due to the wet fall, progress has been difficult. The plan is to dormant seed at Carriage Hills yet this Fall. The Grainwood Crossing project will include a two-stall handicapped parking area, a blacktopped path that circles around the woods and runs next to portable toilets enclosed in a cedar structure, and a small shelter which includes a bench and historical information. There will also be picnic tables and a grill along the path. This is within the $11,000 budget. We are hoping to be able to put in a fishing pier next year and will be pursuing a D.N.R. grant. Basketball Courts will be finished at the Ponds, Sunset, Fish Point, and Sand Point parks this fall. Courts will be installed at two neighborhood parks next year; original plan was to install courts at three parks per year, but we decided to do the Ponds this year because of other blacktop projects occurring in the park, and we were given a good bid. Brooksville Hills & North Shore Oaks will be getting concrete curb around the playground area. Concrete ends up being less expensive than wooden timbers, is more attractive, and long lasting. Bids are due back by October 31 st for the Memorial Park building. Paul gave each member a copy of the "letter of intent" received from the Amateur Baseball Assn. indicating that they plan to donate $10,000 to this project. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. Discussion followed regarding various local organizations and their contribution power. Pat Heaney asked if there are contribution guidelines for gambling proceeds as to percentage to be contributed. Paul was not sure of the percentage but felt that certain local organizations have been very generous. Paul indicated that Paul Bohnsack plans to contribute the excavating. Paul also has some possible leads for cement work contributions. The Memorial Park building will be built Spring, 1996. Bret updated the Committee on recreation programs. The Sunset Boat Tour was a success. Ron Ceminsky & his wife chaperoned the trip and felt that everyone enjoyed themselves. One of the Tot Trips was to Emma Krumbees and we are offering four different youth activities during MEA. Bret also indicated that the dance program is going well; have received positive comments regarding the improvements done at the studio. Bret and Paul attended a South of the River Recreators Meeting. South of the River Recreators is a networking group of area Parks and Recreation Departments, which includes the cities of Burnsville, Farmington, Lakeville, Rosemount, Savage, Apple Valley and Eagan. Bret indicated that we are looking into involving Prior Lake in this, an organization where Departments can pool their resources, help co-sponsor trips/activities, share equipment, etc. The Prior Lake Chamber plans to host a 5-ring Circus in July, 1996. The circus will be held at Lakefront Park, provided the conditions are good. At this time, Ron Ceminsky called for the Open Forum. Nancy McGill relayed a message from Tom Reddinger regarding the work done around the storage building at the Ponds. He wanted to thank Al Friedges and the maintenance department for their support and that they've done a good job. Mark Schroeder was present at the meeting because he was interested In possibly applying for the vacancy available on the Committee. Ron Ceminsky asked for Old Business. Paul updated the Committee on the P.L.A.Y. Storage Building. The building will be finished this fall. To date, two applications have been received for the Parks Advisory Committee member position. There are two vacancies. We will readvertise to see if we can attract additional candidates. PARKS ADVISORY COMMITTEE MINUTES-OCTOBER 9, 1995 2 w..,...., __.~~.~..w>~._..,..,.~--..".____..__...,~~_..~_....~._......_"__.~~_._w....._~..."."..,.,~_....._---...-~_~,__...........,._.,.._"_,,~~_,,___~_,~....._~,~___ -~,_.._--,_._-_.._- Request for plans for the Lakefront Park Master Plan have been sent to five different consulting firms. Proposals are due back by October 31 st. The proposals will be reviewed and consulting firm will be interviewed. Bob Rykken said that he would be interested in helping with the review and interviews. Discussion followed. Interviews will be held on Friday, October 13th for a permanent part-time maintenance person working 32 hours/week. Department is hoping to have an additional full time position available in 1997. The park system has grown and expectations and services are increasing. An additional employee will be needed to keep ahead, and improve our maintenance standards. The Bond Referendum issue was the next item of business. It was indicated that it could possibly take a couple of years to complete the process. Bob Rykken was concerned with the amount of time involved; hoping the process could be faster. Paul indicated that a complete package needs to be put together to be presented to the Council and shouldn't be rushed. The P .L.A. Y. organization needs to present numbers; comparison of kids involved in the programs with facilities needed, and also number of fields available per capita. It was strongly suggested that the different youth organizations should be present at a regular council meeting with their facts and concerns. Ron Ceminsky was concerned with the land values escalating we should move the bond referendum along as soon as possible. Paul reviewed the items listed on the memorandum for future park improvements and amenities. The first item was the land acquisition for a community park at Pike Lake. Paul suggested that this would be a wonderful area for a community park/athletic complex and the Ponds would then be used for youth athletics. The next item was the development of a community park at Pike Lake which would include park/picnic area/trails and softball/athletic complex with lights. The Kop Farm acquisition was listed next (20 acres at $15,000 per acre). This could possibly be developed into a historical area with recreational programming. Lakefront Park development was listed next per Park Master Plan. Accessible playgrounds at Ponds, Memorial, Lakefront and Pike Lake at $35,000 each. PARKS ADVISORY COMMITTEE MINUTES-OCTOBER 9, 1995 3 The Community Band Shell was listed next. Possible sites are Lakefront Park or City Hall. Concerns with the City Hall site would be the traffic on County Road 21, but it would be nice to have a downtown community setting. The Dance Studio was listed next. Suggested that this would be built in conjunction with future library expansion and improvements. This would provide library expansion, accessibility, restrooms, and recreation programming space. Two Double Tennis Courts, lighted at Lakefront and Pike Lake. A 4 Field soccer complex was listed next which would be an expansion of the Ponds with parking lot and additional access road. Natural Resources was listed last which includes interpretive trails, and prame restorations at Lakefront, the Ponds, and Westbury. Randy Geister suggested installing exercise trails. The total proposal is $4,335,000.00. There was some discussion. Pat Heaney suggested breaking this down into three parts which might make it more sellable. The Committee was in agreement that Land Acquisition should be # I, Development of Land #2, and balance of items #3. The PAC plan to have a joint meeting with representatives from the various P.L.A.V. organization next month. Randy Geister stated that the backstops need to be raised at the Ponds; injuries have occurred. Paul agreed that something needed to be done and that we have already pursued quotes for raising the backstops and screening the spectator areas. Paul also informed the Committee that we did not get the grant for the Ponds; but was told that we should reapply next year. There are problems with the wetlands in this area; however, felt that the addition of four soccer fields and parking area is feasible. KATHY SMITH MADE A MOTION TO ADJOURN THE MEETING.
