One end of the building will also consist of a covered picnic area. All materials and labor will be coordinated by P.L.A. Y. The Parks Department will be running a water and electricity line to the new building. In addition, Sentence To Serve personnel will be helping with the roof. The city council approved the storage building at their last meeting on May 1st. Staff will be in contact with P.L.A. Y. to solidify all of the details surrounding the project and assure they have appropriate insurance to protect their workers and the city. C. Lakefront Park Master Plan Staff has had a chance to do some research on a master plan for Lakefront Park. One of the ideas suggested at the last PAC meeting was to explore the possibility of a school group at the University of Minnesota designing a plan for the park. The idea behind that suggestion was to avoid high expenditures for a consultant to prepare a plan. - In discussing this idea with the city manager, the following conclusions were made. 1.) The amount of time a college class would take to get up to speed on the park and the various features and uses of the park would be substantial. 2.) By using a consultant who has worked with the city in the past (i.e. Westwood Planning), they will have a better understanding of the proposed projects and be able to create a final document that is both acceptable and completed in a timely fashion. 3.) Lakefront Park is the biggest and potentially best park in the community. It has the potential to be the "crown jewel" of the community park system. The choice to go with an established firm to create a master plan of the park is worth the investment. Listed below is a proposed schedule for completing the Master Plan for Lakefront Park. TIME LINE TASK 5/12 Finalize Request For Proposals. 5/15-5/31 Send & Receive RFP's 6/1-6/8 Evaluate Proposals received and select a finalist. 6/12 Have PAC recommend a firm to the council for completion of the Master Plan. 6/19 City Council approves firm to complete the plan. 6120 Consultant begins work on plan. -- To complete the RFP, staff would like the PAC to brainstorm and come up with a list of possible park uses for the consultant to consider when completing the Master Plan. The uses used back in 1990 included the following: CITY OF PRIOR LAKE PARKS ADVISORY COMMITIEE PUBLIC HEARING MINUTES April 10, 1995 8:00 P.M. The public hearing was called to order by Parks Advisory Committee Chairman, Ron Ceminsky at 8:05 p.m. Parks Advisory Committee members in attendance included Ron Ceminsky, Pat Heaney, and Bob Rykken. Parks and Recreation Department staff members in attendance included Bret Woodson, AI Friedges, and Nancy McGill. No one from the public was in attendance. Ron Ceminsky read the Public Hearing Notice as published in the Prior Lake American on April 8, 1995. Bret Woodson explained to the Committee that Bill Mangan has been working with the State of Minnesota for the expansion of the Pond Athletic Complex. He read the description that Bill had submitted to the State and it reads as follows: "The City of Prior Lake needs to expand athletic facilities for both youths and adults. In 1980 the City received grant funding to purchase and develop the initial 40 acres of the Pond Athletic Complex and the six softball fields, one baseball field, and two football/soccer fields, with parking for 275 cars. In 1982 the City purchased an additional 30 acres of land adjacent to the Pond Athletic Complex for future expansion. It is time to expand. The City will develop additional playfields for softball, football/soccer and also provide parking areas to accommodate the expansion. " The estimated total cost of this improvement is S100,000 which includes grading of the site, S30,000~ seeding, S5,000~ field construction, S30,000 and roads and parking, $35,000. Bret indicated that this improvement is at a preliminary stage. If Council approves the application for this grant and the grant is approved by the State of Minnesota, it then will come back to the Parks Advisory Committee to proceed with the proposed project. The Committee reviewed the proposed project map and Bob Rykken asked if there was a better way to enter the park., or ifthere could be another access to the park. Because of the location of the site and the City boarders, another location is not a realistic possibility at this time. The maximum amount of grant funding that can be received is S50,000. The grant is for the fiscal year 1996 and grant application needs to be submitted by May 1, 1995. Pat Heaney asked if the soccer fields proposed are regulation size. AI Friedges said that he wasn't 100% sure yet. He also asked if anything would be done to the existing nursery at the P ACPH.OOC . ""! Ponds. AI indicated that this is a perfect location for a nursery; the area could not be used for any other development. There is also a trail on the north side of the nursery area. BOB RYKKEN MADE A MOTION TO RECOMMEND TO THE CITY, COUNCIL THAT THE PAC IS IN SUPPORT OF THE STAFF'S RECOMMENDATION TO APPLY FOR A LAWCON GRANT THROUGH THE STATE OF MINNESOTA DEPARTMENT OF NATURAL RESOURCES FOR DEVELOPMENT OF THE 30 ACRES ADJACENT TO THE EXISTING POND'S ATHLETIC COMPLEX. PAT HEANEY SECONDED MOTION. MOTION CARRIED UNANIMOUSLY. PAT HEANEY MADE A MOTION TO CLOSE THE PUBLIC HEARING. BOB RYKKEN SECONDED MOTION. MOTION CARRIED UNANIMOUSLY.
