PARKS ADVISORY COMMITTEE MEETING
MINUTES
SEPTEMBER 11, 1995
The Parks Advisory Committee meeting was called to order by Chairman, Ron Ceminsky, at
7:10 p.m. on Monday, September II, 1995. Members present were Ron Ceminsky, Bob Rykken,
Pat Heaney, Tom Reddinger and Kathy Smith. Staff members present included Paul Hokeness,
Parks and Recreation Director, Bret Woodson, Recreation Supervisor, Al Friedges, Parks
Supervisor, and Lynn Lake, Parks and Recreation Secretary.
The minutes were reviewed from the August 14, 1995 meeting.
BOB RYKKEN MADE A MOTION TO APPROVE THE MINUTES FROM THE AUGUST
14, 1995 MEETING. TOM REDDINGER SECONDED MOTION. MOTION WAS
APPROVED UNANIMOUSL Y.
Chairman, Ron Ceminsky asked for Staff Reports.
Paul updated the Committee on the park projects that we are currently working on.
We are working on grading and seeding at Carriage Hills. This park should be developed by next
June, 1996.
We have signed an agreement with the developer of Wilderness Ponds. We exchanged some
land with the developer providing that he would supply certain items at no expense to the City.
These items included trails, sidewalks, picnic shelter/rest area, basketball court, $5,000.00 for
playground equipment, as well as providing trees for the landscaping.
There was discussion in regards to this land exchange as well as the possibility of putting fencing
or trees in the park next to the busy road, to protect the children.
We are building a concession stand and bathroom at Memorial Park, with a pressbox on the top
floor. The field itself will be dedicated to Bill Mangan, "Mangan Field". A dedication ceremony
will take place next summer. The Committee discussed the naming of the field and agreed that it
would be a nice tribute to Bill. The building is a necessity and a nice addition to the park.
There was discussion in regards to the continued problem of vandalism in our parks, and the
possibility of hiring a Park Patrol Officer in the future to patrol the parks and on evenings and
weekends. Paul will talk to Dick Powell regarding this program. Many communities have this
type of program and it works well in reducing vandalism and improving public relations.

The expansion of Watzl's Point Beach would be difficult due to the water depth. Once you're
outside the buoyed perimeters the water is too deep. We could lengthen the buoyed area to keep
boats further away from the swimming area and will investigate this for next summer.
We are conducting an RFP for the Lakefront Park Master Plan. Basically, consultants will
submit proposals to do a Master Plan for Lakefront Park. This will not obligate Prior Lake to
complete this project. We would meet with Lakefront Park user groups and members of the
community to see what the needs are. We can advertise these public meetings, as well as send
out notices to the neighborhood and user groups.
Ron asked Bret for any updates.
Bret updated the committee on the numbers we had for the Summer activities. For the Tot Lot
Program we had 164 participants, which was an increase of 54 from last year and our Summer
Playground Program for the older kids increased by 83 people from last year up to 292
participants. Other popular activities were the Theater Camp, Day Camp at Cleary Lake Park,
Pre-Dance and Tumbling.
There were games for children at Lakefront Days, charged .25 per game and had over 500
quarters. Lakefront Days as a whole is gaining more momentum.
Fall Registration started today. The events run from now through the holidays.
The Dance Program started this week as well. We put a new dance floor in the main studio as
well as carpet in entry, all walls and ceilings are redone. We have over 200 students with six
instructors.
The Seventh Annual Clean-Up/Bridging Day is Saturday, October 14 from 8:00-12:00 Noon at
Hidden Oaks Middle School. We have been involved for the last few years, and volunteers from
the office staff help.
The Community Business Info-Expo will be Monday, September 18, from 6:30-8:30. The City
will have a table there and you are all welcome to stop by.
Ron asked for an update from Al on Park Maintenance, Fall Projects.
We have prioritized the Fall schedule. First priority is Memorial Park bathrooms. The Carriage
Hills Park, W oodridge and Main Street will be graded and seeded. Grainwood Crossing will
have a shelter and trails.
The Playground equipment at Brooksville and Northshore Oaks will be surrounded by a concrete
border versus railroad ties. The Basketball Courts will be finished within the next few weeks.
We will also have shelters completed. We have an ad in the paper for more part-time help as
well as a permanent 32 hour part-time person.

Ron Ceminsky called for the Open Forum.
Tom Reddinger directed comments to Al and Bret. First of all to Al from PLAY Football.
Thank You for the quick response in striping our fields. The games began this past Saturday,
everyone was real happy to see the fields nicely laid out and ready. Thanks to Bret for working
with Jean Foskett in regards to selling us the concessions left over from summer programs at
PLAY events.
Ron asked about the status on the Kopp Farm and if there was anything to report.
Ron also suggested that we invite a group in to next month's meeting to start working with them
in regards to discussing the mutual benefit of a referendum. We should use this Fall and Winter
to work with other groups and see where we are at in regards to a referendum and the support we
have. Paul handed out a list of potential referendum items.
We also have to decide about the telephone survey. Paul commented that he would have to talk
to Frank in regards to this. Whether or not this will be in-house or a community wide survey in
regards to all services.
There was some discussion in regards to the Mudcats and the Jays using the new concession
stand at Memorial and if they should be charged or not for using this facility. Paul commented
that they will be asked for a donation for the new building.
Ron asked for Old Business.
Tom commented on the PLAY Football storage building at the Ponds. They will be putting up
the walls by the end of the week and by the end of October we should be done.
Ron asked that Paul clarify the terms of all the PAC Members and that we should advertise for
the two open positions.
Paul stated that this Saturday, we will have an advertisement in the paper and by the next
meeting we will have a handle on the terms for the PAC Members.
Paul commented that the By Laws stated that we should meet on Tuesday nights but for some
reason it changed to Monday night because it was better for all committee members. It would be
a good idea to move our meetings to the Fire Station so we have more room when we invite other
groups and also be able to conduct Open Forums.
We will start meeting at the Fire Hall for our next meeting in October.
The next meeting is set for Monday, October 9, 1995.
