LAKEFRONT MASTER PLAN PUBLIC MEETING
MINUTES
WEDNESDAY, JANUARY 17, 1996
7:00 p.m.
The public meeting for the Lakefront Park Master Plan started at 7:08 p.m. Parks
Advisory Committee members in attendance included Bob Rykken, Pat Heaney, Tom
Reddinger, and new members, Tom Schultz and Thea Fluhrer. Parks and Recreation
Department staff in attendance included Paul Hokeness, Director of Parks and Recreation,
Bret Woodson, Recreation Supervisor, Al Friedges, Parks Supervisor, and Nancy McGill,
Secretary. Jason Amberg and Jeff Schoenbrauer represented the consulting firm, Brauer
& Associates, Ltd. 15 were in attendance from the public.
Paul Hokeness welcomed the public in attendance and introduced representatives from
the consulting fIrm, Brauer & Associates, Jason Amberg and Jeff Shoenbrauer. He
explained that this firm was selected because 90% of the work this firm does relates to
parks (park planning/design work and preserving natural resources).
The purpose of this meeting is to generate thoughts and ideas regarding the final design
elements and facilities which would eventually be included in Lakefront Park. The hope
is that by working together with the residents we will design a park that meets the present
and future needs of our community.
The challenges are to prepare a plan for this park and how to finance the plan.
Community involvement is very important.
At this time, Jeff Schoenbrauer indicated that the attention will be placed on listening to
the concerns, opportunities seen and ideas 'from the public. As consultants, they can
design anything, but importance is that design is appropriate for Prior Lake (facilities
included as well as what City can afford to do - both practical and visionary). The agenda
will include the plarming process and schedule, putting the park in context of the overall
park system, site analysis, and program development or "wish list".
Jeff went over the planning process; overall time frame and meeting schedules. A
handout was available for the public to reference. He encouraged the public to follow the
project through completion. See attachment.
Lakefront Park is a major dominant park within the community and defined as a
community park. A community park serves a multitude of different purposes. Feels this
park would serve active & passive recreation needs, natural resource preservation and
Lakefront access. The 126 acres is well suited for these various uses. A balance of
elements is needed between these uses for it to be successful.

At this time, Jeff reviewed the site analysis. (Public received a handout with this
information). See attachment.
The programming overview (see attachment) includes discussion topics and a list of
possible amenities.
Discussion was open from public at this time.
Question was raised as to what the constraints might be from the DNR.
Consulting fIrm does not anticipate any real problems with the DNR; they have not been
brought into the process at this point; however know that bay area is shallow, a spawning
area, and probably won't be able or would want to infringe on this area.
Issues were raised regarding serious parking problems if a boat launch was put in. Beach
area is seen as of a passive area; possibly putting in a small fishing dock.
General consensus from public was to leave the park in a more natural state.
When the referendum was passed 20 years ago to acquire Lakefront Park land,
neighboring residents understood that the park would be kept in a more natural state; no
boat launch, etc.
There was some discussion. Jeff addressed the above concern by indicating that we must
look at the parks and recreation needs that have evolved over the last 20 years, and feels
that it hasn't changed a lot in respect to the natural amenities; however, can see the need
for some active needs and important to find that balance.
Another serious problem that needs to be addressed is the in/out access to the park;
current access is not functional and current parking lot is not good.
At this time the list of possible amenities were gone over individually. It was the general
consensus of the public to not include the following in the plan:
* Cross Country Ski Trails
* Waterslide
* Public Boat Launch
* Marina
* Disc Golf
* Horseshoes
Would definitely like to see:
* Play Structure
* Better Access to Park

There were no strong opposition indicated either way for the rest of the amenities listed.
(see attachment).
Other miscellaneous items that residents would like to see:
* A tow rope and lighting on the sledding hill
* A natural windbreak (trees/shrubs, etc.) rather than a snow fence parallel
with Ridgemont Avenue.
* Combination of trails, both paved and natural
* Design park to prevent motorized vehicles, snowmobiles, etc. from entering
park
* Gate at entrance of park
* Gazebo area - level off an area for parking and better access to beach
* Cambridge Circle loop area - take the road out and install cul-de-sac's
* Restore low land area south of the gazebo
The possibility of using the Kop property as a historical farm was briefly discussed. Mr.
& Mrs. Kop indicated that they would discuss this between themselves.
The next Parks Advisory Committee meeting will be held on Monday, February 12th.
Residents are encouraged to attend.

The following program statement is based on the public meeting held on January
17th, meetings with city staff, and input from various user groups. The program
serves as the basis for developing alternative concepts.
Lakefront Park is a key component of the park system. It is classified as a
community park, whereby it serves a wide range of community needs, which
includes the following:
· Active recreation - geared toward infonnal and some programmed uses
(facilities would not be developed to an athletic complex level).
. Passive recreation - provide ample opportunity from passive uses such as
trails and overlooks.
· Natural resource preservation - focuses on preserving and enhancing the
site's natura1 characteristics.
· Lake-front access - provides public access to the lake.
Overall theme/character: Retain natural overall character and community park feel.
Seek a balance between active and passive uses.
Aesthetic qualities: Improve overall aesthetic qualities through interesting/unique
design and improved landscaping.
Natural resources: Protect remaining natural resources and provide framework for
restoration and management of these resources.
Topography: Take advantage of topographical change by creating overlooks and
using the topographic change as a means to separate use areas.
Active versus passive uses: Provide a reasonable balance between active and
passive spaces and seek to achieve an appropriate separation between these areas.
Vehicular Access: Key concerns are to get traffic out of neighborhood, provide
access to key park features, and integrate the entrance drive and parking with the
natural landfonns.
Pedestrian/BicycIe Access: Key concerns are access to internal park amenities and
access from downtown and surrounding areas.
Funding and phasing: Design the park so that it can be phased over time and that
the cost to develop are within the city's ability to. fund it. . .
Maintenance: Seek to minimize overall maintenance costs.
Safety: Consider user safety as it relates to each of the program ideas.
Year-round uses: Seek to maximize the opportunity for year-round use of the park.
Community events: Design the park so that it can accommodate a variety of
community events without compromising day-to-day uses.
Considered a key parcel of property by all participants, with strong support for
acquiring the property for park purposes. The public also expressed a desire to make
sure that the current property owners were dealt with fairly during any negotiations
for the property.

List of Amenities to
Consider
The following list of potential park amenities is based upon expressed public interest
during the January 17th meeting. Each list is in no particular order.
Highest Level of Interest - The majority of participants felt the following list of
amenities had strong merit and would be used extensively:
· Improved beach access (pedestrian and parking issue)
· Reoriented/graded baseball field (high priority sport field)
· Softball field (secondary priority sport field)
· Soccer/football fields (high priority sport field)
· Historic farm (Kop property)
· Sliding hill
· More extensive paved trails, including access from downtown.
· Picnic shelter (small or large)
· Large community play structure
· Satellite play structures
· Amphitheater (consider various seating capacities)
· In-line skating
· Hockey/general skating
· Nature interpretive program
· Overlooks
· Hardcourt games (for children)
· Basketball courts
· Volleyball courts
· Seating areas
· Improved parking/entrance drive (provide gate at main entrance)
· New multipurpose building (restrooms, meeting room, nature interpretation,
concessions, warming house, etc.)
· Restrooms
· Canoe launch (simple structure)
Moderate Level of Interest - The majority of participants felt the following list of
amenities had potential and were worthy of consideration:
· Tennis
· Fishing pier
· Nature center
· Amphitheater
· Tow rope for sledding (although liability issues was raised)
Low Level of Interest - The majority of participants felt the following list of
amenities did not warrant additional consideration:
· Cross country ski trails - regional opportunities make this less necessmy in
this park
· Waterslide - did not seem appropriate for the park
· Public boat launch -- did not want to designate a fair portion of the available
park space for a use that would appeal to those not living in the community.
· Marina - bay is not deep enough for this use and it would also detract from
passive character of this part of the park
. Canoe/paddleboat rental -- seemed excessive given limited size of bay.
· Man-made swimming area -- did not seem appropriate for the park.
· Disc golf -- takes up to much space
. Horseshoes -- demand was not there for this facility
· Shuffleboard -- demand was not there for this facility
