(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MEETING MINUTES JUNE 10, 1996 The Parks Advisory Committee meeting was called to order by Vice Chairwomen, Kathy Smith at 6:45 p.m. The members present were Kathy Smith, Thea Fluhrer, Tom Reddinger, and Bob Rykken. Ron Ceminsky, Pat Heaney, and Tom Schutz were absent. Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary. THEA FLUHRER MADE A MOTION TO ACCEPT THE MINUTES FROM THE MAY l3, 1996 MEETING. TOM REDDINGER SECONDED MOTION. MOTION APPROVED UNANIMOUSL Y WITH BOB RYKKEN ABSTAINED. Kathy Smith asked for Staff Reports. Paul Hokeness reviewed the draft of the proposed new Park Dedication Ordinance that he would be presenting to the Planning Commission. Changes from the existing ordinance were noted in the Planning Commission Agenda Report and included: l.) Establish a schedule of dedication credit from O-lOO% of the required 10% park dedication based upon the characteristics of the land to be dedicated; 2.) Require developers to grade, provide topsoil, and establish turf to dedicated lands; and 3.) Reserve the right of the city to accept or reject land for park purposes based upon the expected cost of making such lands useable for public purposes. The PAC meeting adjourned at 7:00 p.m. to attend the Planning Commission meeting where the presentation would be made by Paul Hokeness on changing the Park Dedication Ordinance. (Please see 6/10/96 Planning Commission Minutes) The PAC reconvened at 7:50 p.m.. Discussion continued on the Park Dedication Ordinance. Upon completion of the discussion the following motion was made: TOM REDDINGER MADE MOTION TO RECOMMEND TO THE CITY COUNCIL THE PROPOSED NEW PARK DEDICATION ORDINANCE AS PRESENTED BY STAFF AND AMENDED BY THE PLANNING COMMISSION. THEA FLUHRER SECONDED MOTION. MOTION APPROVED UNANIMOUSLY. Paul reviewed the playground equipment bids and designs. He reviewed with the committee the process that was used to solicit the bids. Three bids were submitted. They included: Earl F. Anderson, Miracle, and Iron Mountain Forge. Paul explained each of the plans in detail with the PAC. Tom Reddinger asked which one Paul felt was the best value for the money. Paul explained that the Earl F. Anderson bid consisted of Landscape Structure playground equipment and that he had had great success with their products in the past and that they had the fewest deviations from the specifications. Tom then asked which one had the best warranty. Paul indicated that the Earl F. Anderson proposal had the best warranty. Finally, 16200 ~896Jooek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. Paul responded again that it was Landscape Structure equipment at Miller Park in Eden Prairie. Further discussion occurred. Upon completion, the following motion was made: TOM REDDINGER MADE A MOTION TO ACCEPT THE RECOMMENDATION BY STAPP AND RECOMMEND TO THE CITY COUNCIL THAT THE EARL P. ANDERSON PROPOSAL BE USED TO PURCHASE LANDSCAPE STRUCTURE PLAYGROUND EQUIPMENT. THEA FLUHRER SECONDED MOTION. MOTION APPROVED UNANIMOUSLY. Paul Hokeness then updated the PAC on a few park construction projects. Carriage Hills - seeding, tree work and trail work were progressing as scheduled. W oodridge - dirt work, and grading were beginning to occur. Ponds Athletic Complex - Fencing between the lower four softball fields is being installed to protect spectators from foul balls from other fields. P.L.A.Y. funded this addition to the athletic complex. Paul Hokeness also informed the PAC that the Park Maintenance Staff has been helping with the clean-up from the storm damage for the last two weeks. Bret Woodson, Recreation Supervisor, gave a review of the summer program registration held at the Priordale Mall Dance Studio. The Tot Lot and Summer Playground programs are almost full. The Prior Lake Fire Department's Safety Camp is also full. Day Camp, Theater Camp, Dance classes, Adult Trips and Swimming lessons are all seeing steady registration numbers. Thea Fluhrer suggested that a better location was needed for the registration process. People were confused as to where to go and where to sign-in. Bret recorded her comments and indicated that he is always trying to improve the registration process. He said that next year he hopes to hold the registration at the new Maintenance Center which should help the congestion problem. Bret reported on the city beaches. Both beaches are open and the new rules signs are installed giving beach users more guidance as to what is or is not permitted on city beaches. A copy of the Beach rules were handed out to the members. Bret also informed the PAC that the Playin' in Prior Lake committee donated a gas grill to the Parks and Recreation Department. This grill will be used for the summer concert series and any additional events sponsored by the Parks and Recreation Department. The June 6th concert had to be canceled due to inclement weather. August 1st is Parks and Recreation night, which includes an ice cream social. Paul and Bret thought it would be a good idea for the Parks Advisory Committee to help serve cake and ice cream. A schedule for Playin' in Prior Lake was distributed to the members. Paul Hokeness distributed a time line for Future Park Improvements. A brief discussion occurred on this item. We also are opposed to the soccer field. We were told this would be a neighborhood park not an athletic field. None of us were ever told by our builders that this would be a soccer field. Yesterday, we took a group of 140 children and playground leaders to the Twins game. Although the Twins lost, the kids had a great time at the Metrodome. They even showed our group on the big scoreboard screen. Tomorrow, we have 110 children signed up for our annual "Bike Hike" to Cleary Lake. We will bike from the Pond Athletic Complex to Cleary Lake Park for a day full of games, activities and a cook out picnic lunch. There a lot of other fun activities coming up this summer.
