This meeting will begin at 7:00 p.m. as Paul has to attend a Budget Meeting at 5:00 p.m. to present the Parks and
Recreation Budget to the Council.

P ARKS ADVISORY COMMITTEE MEETING
MINUTES
JULY 8, 1996
The Parks Advisory Committee meeting was called to order by Chairman, Ron Ceminsky
at 6:32 p.m. The members present were Ron Ceminsky, Thea Fluhrer, Pat Heaney, Tom
Reddinger, Bob Rykken, Tom Schutz, and Kathy Smith. Staff present were Paul
Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, and
Nancy McGill, Parks and Recreation Secretary.
The minutes from the June 10, 1996 meeting were reviewed.
TOM REDDINGER MADE A MOTION TO ACCEPT THE MINUTES FROM THE
JUNE 10, 1996 MEETING. THEA FLUHRER SECONDED MOTION. MOTION
WAS CARRIED UNANIMOUSLY.
Ron Ceminsky asked for Staff Reports.

Paul Hokeness updated committee on the park projects. Carriage Hills is the largest
project at this time. The path is in, black top is in for the basketball court and the sand
volleyball court will be ready shortly. The playground equipment has been ordered and
should be in around the first of August. The neighborhood raised $2,000+ to donate to
the City to put electric and water into the picnic shelter. The Department, with the
assistance of the Sentence to Serve Program, plan to start work on the picnic shelter
within next few weeks.
There was some discussion about the bidding process for the playground equipment.
Ron Ceminsky asked what the life expectancy was on the new playground equipment.
Paul stated that life expectancy is 15+ years.
Playground equipment will be installed at Carriage Hills, Woodridge, Indian Ridge, Green
Oaks, and Northwood this year.
The parking lot by the soccer field at Cardinal Ridge was discussed. The Parks
Department received a petition signed by seven families in the area stating that they are
opposed to the proposed parking lot on Fish Point Road at Cardinal Ridge development.
Tom Schutz suggested holding a public hearing at the next meeting to get neighborhood
input.
PAC members agreed that they wanted to look at the proposed parking lot area before
making a motion as to what action should be taken. They also agreed that a letter should

AND GET COST ESTIMATES FOR LIGHTS AT THE PONDS ATHLETIC FIELDS.
TOM REDDINGER SECONDED THE MOTION. MOTION WAS APPROVED
UNANIMOUSLY.
Tom Reddinger suggested that committee and staff should get together with Mike Simon
and the adult softball user groups to brainstorm ideas.
M.R.P.A. Executive Director, John Gurban is scheduled to be present at the August
P.A.C. meeting to share referendum information through a slide show.
Ron Ceminsky stated that we need to keep up on our timeline for implementation of the
referendum.
At this time there was some discussion concerning Fall soccer and football registration and
that we should have representation and a form to distribute informing public of the
referendum and to solicit support. Football registration will be held August 13-15 and
soccer registration July lIth and July 16th. The P.L.A.Y. meeting will be held the second
Wednesday in August and it was suggested that all PAC members try to attend.
Bob Rykken suggested that we should add a phone number on the referendum form and
also to recruit volunteers to help with the phone bank.
Ron Ceminsky asked for staff reports from Bret Woodson, Recreation Supervisor.
Bret informed the committee that he has received a grant from the M.R.P,A. for $2500.00
to be used for summer playground and tot lot program enhancements. This will be used to
buy more crafts, athletic supplies for the kids in the program. We will continue to apply
for this grant on an annual basis.
Bret reviewed the summer special event activities.
The P.L.A.Y. Tournament of Champions marathon was held on June 22-23 and had a
good feedback from the users, coaches, concession stand, etc. that the fields were in good
shape and the staff did a good job.
At this time, Tom Reddinger thanked the Parks Department for the use of the concession
stand this year and also for installing electricity at the football building.
The Boone, Iowa baseball tournament (involving 13-15 year olds) was held June 28-30.
This event has been happening for the past 20+ years between the two cities and was
another success.

The circus, sponsored by the Chamber of Commerce, was held on Saturday, July 6th.
1100 were in attendance at the first show, 800+ at the second show. There were no
complaints about the parking, but there was quite a bit of turf damage due to the rain.
The Parks and Recreation Dept is responsible for the Play'in in Prior Lake on Thursday,
August 1 st. The Windjammers Community Band will be performing. The PAC members
will be responsible for grilling from 5:45-7:00 p.m. and ice cream/cake will be served after
the concert.
Thea suggested that the committee members wear name tags or have some type of
identification such as aT-shirt.
The Parks and Recreation Department will also have a booth on Saturday, August 3rd for
Lakefront Days. It was suggested that committee members take 2 hour shifts beginning at
10:00 a.m.. The following are tentative shifts:
1st Shift 10:00-12:00 Tom Schutz/Thea Fluhrer
2nd Shift 1 :00-3 :00 Pat Heaney/Ron Ceminsky
3rd Shift 3:00-5:00 Kathy Smith ??/Tom R.??/Bret/Paul
We will to have information available to the public about the referendum. i.e poster, etc.
Also to have sign-up sheets for support. Display the Lakefront Master Plan, Library
Design, and Community Park conceptual drawing.
Tom Schutz suggested having laminated sheets available to committee members so all
members have the same facts and information.
It was also suggested to have things to either sell or give away from the Parks
Department.
Tom Schutz indicated that Grainwood Crossing is becoming a main concern of many
residents regarding the fishing/parking situation.
There was some' discussion.
Ron Ceminsky suggested we have more signage in the area.
The next meeting date is set for Monday, August l2, 1996

SECONDED MOTION. MOTION CARRIED UNANIMOUSLY.
