PARKS ADVISORY COMMITTEE MEETING MINUTES AUGUST 12, 1996 The Parks Advisory Committee meeting was called to order by Chairman, Ron Ceminsky at 6:45 p.m. The members present were Ron Ceminsky, Thea Fluhrer, Pat Heaney, Bob Rykken, Tom Schutz, and Kathy Smith. Staff present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, and Lisa Newling, Parks and Recreation Secretary. Committee member Tom Reddinger arrived at 8:45 p.m. The minutes from the July 8, 1996 meeting were reviewed. THEA FLUHRER MADE A MOTION TO ACCEPT THE MINUTES FROM THE JULY 8,1996 MEETING. BOB RYKKEN SECONDED MOTION. MOTION WAS CARRIED UNANIMOUSLY. Ron Ceminsky asked for Staff Reports. Paul Hokeness updated the committee on current park projects. The dock was finished at Grainwood. It looks great and seems to be used on a regular basis. The Carriage Hills playground equipment installation will begin within the next two days. This is a week earlier then originally scheduled. The Maintenance Center was landscaped by the Park and Recreation employees, because the original landscaper fell through. W oodridge and Indian Ridge Parks will be graded in the next week. 6:50 - 9:00 p.m. Jon Gurban, from the M.R.P.A., made a presentation to the Committee regarding preparation for a referendum. Bret informed the committee that the Summer activities went well. This weeks Daycamp, Theater Camp, and Adult Trips are finishing out the activities for this summer. Lakefront Days went very well. Their were 164 "ground pounders" who participated in the Fun Run. This was a joint venture with S.O.R.R. The City Store went over well with area residents and about $400.00 in revenue were collected. The Fall Activities guide will be mailed the First week of September. Registration will start at 7:00 a.m. on Monday, September 9th. Discussion on the referendum time line was looked at. Paul indicated that it seems that we are right on track. This months groups to be approached are P.L.A.Y., Rotary, and Fall Fest (Info/Expo). P.L.A.Y.'s next meeting is August 21st at 7:30 in the Conference Room at Prior Lake State Bank. Fall Fest will be held on September 16th at the Prior Lake High School. Pat Heaney suggested that we send out a letter to the people in Parkview Circle and Crossandra Street inviting them to the next Park Advisory Committee meeting, to discuss a parking lot to accommodate some of the street parking when the Soccer Field is in use. Thea Fluhrer indicated that there are people that are in favor of the the Parking Lot and we need to hear from them. TO 12:00 NOON PRIOR LAKE HIGH SCHOOL ResIdents of Pnor Lake: Dispose of Unwanted Recyclable Material at Considerable Cost Savings. The City is accepting these five different recyclable items: 1. Tires (10 tire limit) 2. Major Appliances (i.e. refrigerator, dryers) Limit 2. 3. Motor Vehicle Batteries 4. Heavy Metals (scrap iron) 5. Yard Waste (grass clippings, Leaves, 6' lengths ofbrush) Prior Lake Rotary's "Bridging" representatives will be on hand to collect or arr:mge a time to pick-up any usable household goods (i.e. furniture, etc.) that will in turn be distributed to needy families. (Reminder: Not all citizens with Prior Luke addresses reside in the CITY LIMITS). Residents wishing to dispose of tires, batteries, appli:mces, yard waste, and heavy metals will be required to provide proof of residency. An on-duty police officer will be on site to assist in checking drivers licenses for proof of residency and to ensure only the five prescribed items are brought to the drop off site. Here are a few simple rules that will be enforced at the recycling site: 1. Television sets, stereos, water softeners and plumbing fi:,<:tures are not considered Major Appliances and will not be accepted. 2. Only prescribed items will be accepted. 3. Heavy Metals does not include fencing, springs, or any wire type material. 4. All leaves :mci grass clippings must be bagged. 5. Brush must not be longer than 6 feet and no stumps or logs over 3" diameter will be accepted. The drop off site will be located at the Prior Lake Senior High School parking lot, located at 15860 Fish Point Road. The site will open at 8:00 a.m. and close promptly at 12:00 noon. The City's Fall Clean-up this year is emphasizing recycling, therefore, we will not be able to include items that do not meet the advertised list of five different recyclable material mentioned above in the $5.00 fee. MEMORANDUM TO: Paul Hokeness, Parks and Recreation Department FROM: Bret Woodson, Recreation Supervisor RE: Requested Information for Bond Referendum DATE: August 29, 1996 Over the last month the PAC has requested that we gather some information for them in regards to the anticipated Parks, Athletics, & Library bond referendum. Listed below is the following information: (1) when tax statements are mailed to residents; (2) when the Prior Lake Soccer Club has it's board meetings; (3) the past school & city bond referendum results; (4) and the schedule we discussed involving the council resolution and vote date. (1) Scott County mails out the valuation notices to residents sometime between early March and mid-April. The county explained that whenever the statements get finished they are mailed. Over the past fifteen years, this has been between early March and mid-April. (2) The Prior Lake Soccer Club does not meet during the summer months. According to Barry Stock, Club President, their Board usually meets on the first Thursday of the month at 6:30 p.m. at St. Paul's Lutheran Church. These meetings occur during the months of November through April. (3) I have been able to dig up the results of four previous bond referendums put to the Prior Lake voters. The results include a city referendum for the new fire station (1993), and three school referendums (1-1993, 2-1995). I have attached a breakdown of the yes / no votes for each of the four. In the most recent election (9/26/95), there were an average of 1,356 no votes for each of the five school bond questions. This compares with 1,923 average yes votes. (PLEASE SEE ATTACHED SHEET). Pat Heaney came at 7:05 p.m. Kathy Smith was absent. Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, and Nancy McGill, Parks and Recreation Secretary. The minutes from the August 12, 1996 meeting were reviewed. Thea questioned if a letter had been sent to the Cardinal Ridge residents yet regarding the proposed parking lot by the soccer field. Paul indicated that it had not, but would do so. TOM SCHUTZ MADE A MOTION TO APPROVE THE MINUTES FROM THE AUGUST 12, 1996 MEETING. THEA FLUHRER SECONDED MOTION. MOTION CARRIED UNANIMOUSL Y. Paul reviewed the Park Project updates with the committee. Projects are currently in progress at: Cardinal Ridge, Westbury Ponds, W oodridge, Raspberry Ridge, Green Oaks, Wilderness Ponds, and Carriage Hills. A concern was voiced about who was responsible for shoveling the sidewalks and trails. There was some discussion on certain areas within the City. Paul indicated that he and Al Friedges were going to research this as to how much time is spent and which trails would be considered as city trails vs. residential sidewalks. . Paul indicated that most all of the seasonal employees are finished for the summer. The sentence to Serve program will start on September lO, 1996 at Carriage Hills to construct the picnic shelter. The referendum schedule was reviewed. Tom Reddinger reminded Paul that he will need approximately 400 referendum flyers on Saturday, September 14th for football parents. Also, soccer games stated Saturday, September 7th at Lakefront park. The Fall Community Fest (previously referred to as Info-Expo) will be held on Monday, September 16th at the Senior High School. It was suggested that PAC members meet prior to this meeting to prepare for it. A meeting date was set for Monday, September 30th from 6:30-7:30 p.m. Ron Ceminsky will be responsible for information on the library, Tom Schutz, on Lakefront Park, and Thea Fluhrer on Community Park. An outline of the presentation will be prepared for the members to use. The presentation to the Optimists will be on the fourth Wednesday of October at the Hollywood. There was some discussion on land purchase i.e. location, cost, etc. for the new Athletic Complex. January and February will be months to finalize everything, i.e. phone banks, putting a banner on the library, etc. since the referendum vote is scheduled to take place in February. Paul reviewed the 1997 Budget Items. he indicated that the budget did include 1 new permanent position in the Park Maintenance Department, a temporary Park Patrol Officer, a new mower, and additional portable toilets in a number of the parks. P.L.A.y. Basketball donated $5,000.00 towards basketball courts. A full court will be installed at Memorial Park, and requests for 1/2 courts are being considered for Green Oaks Park and Indian Ridge. Bret Woodson, Recreation Supervisor reviewed the Fall Programs. Registration began on Monday, September 9th. Activities are planned through mid December. The dance program starts the week of September 16th. We currently have 220 students registered with 34 classes. He indicated that according to the survey sent out after the 1995-96 program, the main concern was the lack of room in the small studio to accommodate dance classes. We have reduced the number of classes held in the small studio this year from nine to five. Clean-up Day will be held on Saturday, October 5th at the Senior High School from 8:00 a.m. - 12:00 noon. The Fall Community Fest will be held on Monday, September 16, 1996 from 6:30-8:30 p.m. Many local groups will be represented here. At this time the referendum flyer was reviewed by the Committee. Thea Fluhrer suggested that something catchy be incorporated into the PAL (front cover) i.e., a tree for Parks, a ball field for Athletics, and a book of Library. It was also suggested that some specific information be boxed in to draw attention. Some members felt it was to wordy. Population statistics are going to be incorporated. Paul and Bret will be meeting with Apple Printing to finalized the referendum flyer, and it will be completed and printed by Friday, September 13th. Dear Paul, It was nice meeting with you to review the proposed lighting for the softball, football and baseball field lighting. I am certain that the product and technology that ~{usco Lighting has developed offer substantial values. The ~{usco lighting system would provide you with a first class lighting system that would not effect the neigh- horing homes. I suggest using the ~ight-Structure system with pre-stressed concrete base, galvanized steel pole, remote electrical components, pole wire harness and pole top luminaire assembly using metal halide lighting with Level-8 glare control on half of the fixtures. The cost of lighting the four softball fields is estimated at $170,667 including the Light-Structure system, underground electrical system and installation. The two football fields will cost $77,897 for the lighting, electrical and installation. The two softball fields will cost $94,603 installed and the baseball field $95,155. The costs assume that soils are a standard 2000 psi strength and that free-boring techniques are used. It also assumes that the project will have two different transformer locations.
