Traffic Safety Advisory Committee November 17, 2016 3:30 p.m. – 5:00 p.m. Parkview Conference Room
1. Introductions (Committee Attendees: Annette Thompson, Patrick Heaney, Steve
Paney, Randy Hofstad, Nick Monserud, Katy Gehler, and Larry Poppler)
2. Old Business Update:
• Credit River Road: Speed Study and MN/DOT
MnDOT recommends 30 mph from Fish Point Rd east to the end of the curb and
gutter and 40 mph from the end of curb and gutter east to 170th St.
Committee recommends proceeding with MnDOT recommendations and posting
signage once approved by the District Engineer.
3. New Business
• County Road 21: No left turn at West Ave. between 7-9am
Committee advised staff to make a recommendation to Scott County to limit left
turning movements on CR 21 during peak traffic hours (7-9am and 3-6pm).
• Willow Lane: Speed Study
Speed study from the Engineering Departments was presented.
Committee recommends Police Enforcement and use of digital sign.
• Breezy Point Rd: Park in Turnaround
John Speilman presented his concerns and hardships with the City turnaround
and neighbor.
Committee recommends removing neighbors “turn around in cul-de-sac” sign if
posted within City right-of-way. Also, post no parking signs along lake side of
Breezy Point Rd. Consider possible advisory signs for the narrow dead end road
and provide additional police enforcement of the no parking signs once installed.
• 150th Street: Speed Issues
Speed studies from the Engineering and Police Departments were presented.
Otti Castriotta presented her concerns and experiences with speeding vehicles in
the area.
Committee discussed possible advisory signage and striping. Also, the Committee
requested additional police enforcement in the area and continual monitoring.
• Shady Beach Trail: No Parking Signage
Committee recommends no action.
• Mckenna & North Berens Rd: Stop Signs
Committee recommends that staff verify that properly sized stop signs are
currently in place and placement of a stop bar on the pavement. According to
the MN Manual on Uniform Traffic Control Devices, stop signs should be 30”x30”
minimum.
• Quaker Trail: Move No Parking Signage
Committee recommends moving no parking signs to the opposite side of the
street.

1) Sponsorship of Traffic Control Devices
2) Review Crosswalk Policy Manual
3) Review TSAC guideline document.
4) Increase TSAC education updates to website
