NOVEMBER MEETING
Since some of us fortunate government employees will not be working on November II th, I
would appreciate it if we could reschedule our monthly meeting and meet on November
18th. We had talked about meeting on the 12th but I will be attending a Friends of the
Library meeting on that evening and the Architect will be providing information regarding
design options for the Library/Resource Center. You are welcome to attend the meeting on
the 12th if you so desire. It starts at 7:30 at the Library.

The Friends of the Library have suggested that we conduct a joint meeting with them and
have even offered to provide a pizza dinner on the l8th. Our meeting/dinner would start at
6:00 p.m. and would be held at the Maintenance Center. (Another free meal Ron!). By this,
time we should have some exciting info from an Architect concerning the design of the
Library/Resource Center.
Things are happening fast and the Friends are going to be great allies in passing this
referendum, so I hope everyone will be able to attend this meeting so we can get to know one
another. It is crucial to the success of the referendum that we are working together and all
working off the same page. (no pun intended).
I have included a schedule of our upcoming presentations. Unfortunately we were not able
to get on the agenda for the Lion's, however, Bonnie Grapper (Lion's President) said that she
would be willing to hand out the brochures and it may be possible that we could go to their
board meeting for a very short presentation to describe the referendum elements, and
hopefully get their approval.
I have also included a sample resolution which we are providing to the various organizations.

PARKS ADVISORY COMMITTEE
MINUTES
OCTOBER 14, 1996
The Parks Advisory Committee meeting was called to order by Chairman, Ron Ceminsky
at 6:40 p.m. Members present were Ron Ceminsky, Bob Rykken, Tom Schutz, and Thea
Fluhrer. Kathy Smith left at 6:50 p.m. Tom Reddinger and Pat Heaney were absent.
Staff members present were Paul Hokeness, Director of Parks and Recreation, Bret
Woodson, Recreation Supervisor, and Lisa Newling, Parks and Recreation Secretary.
Minutes from September 9, 1996 meetings were reviewed. Thea Fluhrer recommended
that we add Prior Printing in parentheses behind Apple Printing in the minutes. Ron
questioned if there was a snow plow schedule for trails and if a letter to the Cardinal
Ridge residents regarding the parking lot was sent yet. Paul indicated nothing was final
on each issue but are being worked on.
KATHY SMITH MADE A MOTION TO APPROVE THE MINUTES FROM THE
SEPTEMBER 9, 1996 MEETING AS AMENDED. BOB RYKKEN SECONDED
MOTION. MOTION CARRIED UNANIMOUSLY.
Paul reviewed Park projects. Carriage Hills sod is completed, Memorial Park storage
building is being worked on by Eagle Scouts. Carriage Hills picnic shelter is being
worked on by Sentence to Service. They both are doing a great job. Westbury,
Wilderness Pond's, Cardinal Ridge, and Raspberry Ridge trails are currently being
constructed.
Paul indicated that the dedication for Bill Mangan will be at The Pond's (Mangan Fields)
on Friday, October 18th, from 5:30 - 7:00 p.m. The open house for the Maintenance
Facility will be on Monday, October 21, from 5:00 - 7:00 p.m. The PAC was invited to
both functions.
Thea brought to Paul's attention that the road to Lakefront needs to be graded again. It is
very rough. Paul indicated that he would talk to Al Friedges regarding this issue.
A discussion occurred on the quote for lights at Mangan Fields. A quote was submitted
by Musco Lighting, Inc.
Paul presented feedback from the Rotary Meeting on the Referendum presentation.
Future dates for presentation are: October 23rd - Optimists at Hollywood 12:00 p.m.
Tom Schutz, Ron Ceminsky, and Thea Fluhrer stated they could attend. November 20th-
Chamber of Commerce 12:00 at a location to be determined. Bret is going to talk to
VFW, Lions, and School Board about possible dates that would work for them.
Bret discussed the Youth Activities scheduled over MEA break. There is an Art
Adventure Day, a day at Cinema Cafe, and a trip to Grand Slam planned. Next week an

adult trip to the Smithsonian Exhibit is scheduled. For the tots a pumpkin giveaway is
scheduled on October 21st at the Edina Realty parking lot.
The City's Clean-up day was held on Saturday, October 5th. It was a big success, as
over 200 cars passed through the gate.
There was no old business to discuss.
A MOTION TO ADJOURN THE MEETING WAS MADE BY THEA FLUHRER AND
SECONDED BY TOM SCHUTZ. THE MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 8: 10 p.m. to attend the County Library Board Meeting.

RESOLUTION
RESOLUTION OF SUPPORT FOR A PARKS AND LIBRARY REFERENDUM
TO FUND IMPROVEMENTS TO OUR PARKS AND LIBRARY
MOTION BY: SECOND BY:
WHEREAS, has heard the presentation by the Prior Lake
Parks Advisory Committee & The Friends of The Library on their plans
for improved and expanded Parks, Athletics and Library facilities; and
WHEREAS, these ideas and plans include: implementation of the Lakefront Park
Master Plan, a new Library with community meeting space, additional
athletic fields & amenities to our community parks, and attention to our
neighborhood parks; and
WHEREAS, the ideas were generated by the community through public meetings
and public input through the Parks Advisory Council & The Friends of
The Library; and
WHEREAS, the most equitable way to fund such improvements is for the City of
Prior Lake to offer a Parks and Library Referendum to the voters of
Prior Lake; and
WHEREAS, supports well planned and cost effective
programs & plans that benefit the businesses and residents of the City
of Prior Lake, and feels the above mentioned items would benefit
everyone involved in the community of Prior Lake.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE EXECUTIVE BOARD OF
THE , MINNESOTA that we are in support of the plans for a Parks
and Library referendum to fund the improvements and additions to the Prior Lake Park system
and the Prior Lake Library.
