(612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PARKS ADVISORY COMMITTEE MINUTES MA Y 12, 1997 The Parks Advisory Committee meeting was called to order at 6:40 p.m. by Chairman, Ron Ceminsky. Members present were Tom Reddinger, Pat Heaney, Kathy Smith, Ron Ceminsky, Tom Schutz, Thea Fluhrer, and Bob Rykken. Staff present were Paul Hokeness, Parks and Recreation Director, Bret Woodson, Recreation Supervisor, and Nancy McGill, Parks and Recreation Secretary. The minutes from April 14, 1997 were reviewed. TOM SCHUTZ MADE A MOTION TO ACCEPT THE APRIL 14, 1997 MINUTES. KATHY SMITH SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. At this time, we went to Agenda Item #3 - Staff Reports. Paul briefly touched on the Pond's improvements. Kathy Smith asked if there were going to be bog walk areas. Paul indicated that these were proposed but found that most areas were too wet, but we will do what can be done to preserve these areas. He also indicated that an archery range was a part of the plan. A new scoreboard has been donated to Memorial Park by the Prior Lake High School. The P.L.A.Y. Storage building is close to completion. Money has been appropriated in the 1998 CIP to reconfigure the parking lot area and add 40 new parking spaces. A basketball court will also be added to the park this year. Bret gave the dance recital review. Both of the recital shows were sold out this year (500 per show). An evaluation form will be mailed out to all dance parents. Summer Program registration will be held on Tuesday, May 20th from 6:00-8:00 p.m. at the Maintenance Center. At this time we returned to Agenda Item #2B - the Open Forum for the Pond's Park improvements (a neighborhood informational meeting). Two residents from the neighborhood were in attendance, as well as three representatives from Adult Softball, and Frank Boyles, City Manager. Paul outlined on a map the Pond's Park Improvements. There will be an additional road access, new playground equipment, archery range, additional soccer fields, additional softball/football field, new irrigation system on existing fields, field lighting, and a trail system throughout the park. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER Paul Hokeness stated that the Rotary plans to contribute between $50,000-$75,000 to the Outdoor Performing Arts Theatre at Lakefront Park. The Boy & Girls Scouts would like to build a Troop House by the upper parking lot area of Lakefront Park. Staff recommends that the City manage the building. The Pond's Park improvements scheduled for this spring and summer were reviewed. A short discussion occurred. Wes Mader indicated that he has had some feedback concerning our new park signage. He has had many negative comments about the blue signs He also heard some complaints regarding safety concerns with the "biff's" in neighborhood parks. There was some discussion concerning both of these issues. It was the general consensus that signage is necessary to acknowledge our "new look" park system but that the size could be varied from park to park. The biffs are necessary in the neighborhood parks since parks are used by the P.L.A.Y. and by our summer playground program. TOM SCHUTZ MADE A MOTION TO ADJOURN THE MEETING. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER JOINT CITY COUNCIL PARKS ADVISORY COMMITTEE MEETING MAY 12, 1997 The Joint City Council Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:20 p.m. on Monday, May 12, 1997. Councilmembers present were Mayor, Lee Andren, Pete Schenck, Wes Mader, and Tom Kedrowski. Parks Advisory Committee members present were Tom Reddinger, Pat Heaney, Kathy Smith, Ron Ceminsky, Tom Schutz, Thea Fluhrer, and Bob Rykken. Staff present included Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor, Nancy McGill, Parks and Recreation Secretary, and Frank Boyles, City Manager. Susean Pace, City Attorney was also present. Ron Ceminsky gave a brief report to the group regarding the past years work on the Parks and Library Referendum. He thanked the Council for their support and also commended the PAC and Staff for all of the work put into passing the referendum. Tom Schutz outlined the Goals & Objectives of the Parks Advisory Committee for 1997. Pete Schenck questioned the liability of Adopt-A-Park participants as well as if the City is legally covered. There was some discussion. Suesan Pace indicated that she didn't feel that this was a serious concern but suggested having a disclaimer in the Adopt-A- Park agreement to cover these concerns. Paul said he would take care of this. Lee Andren was pleased that the non-resident fees for all programs would be evaluated to make sure that Prior Lake residents were not paying the bill for non-residents. Tom Kedrowski mentioned that the City Council, at their last meeting, directed staff to look at all of the wetland areas accepted as park dedication be looked at to see if it serves a public purpose. This should be another goal for the Parks Advisory Committee. He felt there were areas that are not of any use to the City. It was suggested that the D.N.R., U.S. Fish and Wildlife, or Ducks Unlimited might have a better use for these areas. Paul Hokeness informed the group that Lani Lechty from the Lakes Advisory Committee has been working with him on this; i.e. reclassification, etc. and a recommendation will be made to the Council. Wes Mader felt that we should proceed cautiously as to what wetlands be given away. It was agreed that a comprehensive wetland evaluation be done with recommendations to the Council. Paul Hokeness reviewed the Parks & Library Referendum construction schedule. Architectural firms will be selected in June. We are currently looking for land acquisition for the Community Park. Recommendations will be made at a later date. There was discussion concerning the Kop Farm acquisition. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER Craig Gallop, representative from Musco Lighting, gave a presentation of their lighting system and showed a film making light comparisons and how his proposal would reduce spill and glare light on nearby neighborhoods while improving playability on fields. There was some discussion and a few questions. The life expectancy question was asked. This system should successfully function for 25- 40 years. The amount of light and uniformity of light was questioned and answered. A "Level 8" is recommended for our softball fields. A vandalism question was raised. Paul indicated that he felt vandalism was cut 80% at Sand Point Beach due to security lights, as well as having a patrol officer on duty. A resident was questioning if the lights would be on all night. The field lights would only be on until 11 :00 p.m. or earlier if no games are being played. The parking lot lighting would probably remain on for the night. Another question was the noise factor. There will more than likely be more noise due to the usage of the fields for a longer period of time. Installation of the lights are scheduled for August, 1997. At this time, we moved to Agenda Item #4 - Old Business. LeAnne Weyrauch was present during this item. Paul indicated that the letter being sent to the Kop's will outline the benefits to them to sell their property to the City. (i.e. benefits of the Life Estate, flexibility of payment terms, no real estate commissions to them, all legal fees would be covered by the City totaling a savings of approximately $72,000 to them). Some discussion followed. The Park Tour held on Thursday, May 8th was well received by the PAC members that attended. Everyone was in agreement that Miller Park in Eden Prairie had the most impressive playground equipment. The committee members were in agreement that playground equipment should satisfy the needs of all age groups. We have a total of $300,000 in the budget to be used for playground equipment this year. It was felt that the modular systems and the pirate ship be bid separately. The modular system will be placed in most of the parks; the pirate ship, perhaps, at Lakefront Park. We will have five presentations made to the committee by playground equipment vendors. A MOTION WAS MADE BY KATHY SMITH TO ADJOURN THE MEETING. THE MOTION WAS SECONDED BY THEA FLUHRER. MOTION CARRIED UNANIMOUSLY.
