MINUTES
JUNE 9, 1997
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:40 p.m. on Monday, June 9,
1997. Members present were Ron Ceminsky, Pat Heaney, Tom Schutz, Thea Fluhrer. Tom Reddinger, Kathy
Smith and Bob Rykken were absent. Tom Schutz left the meeting at 7:50 p.m. Staff members present were
Paul Hokeness, Director of Parks and Recreation, Bret Woodson, Recreation Supervisor and Lisa Newling,
Parks and Recreation Secretary.
The minutes from the May 12, 1997 meeting were reviewed.
TOM SCHUTZ MADE A MOTION TO ACCEPT THE MAY 12, 1997 MINUTES. THEA FLUHRER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Paul Hokeness updated the committee on the park projects. There has been no reply from the Kop Family. The
final grading at the Ponds is completed. The scoreboard at Memorial Park will be up and running this weekend.
The playground bids will go out this month. Carriage Hills has a full color coating on its basketball court. The
coating is expected to last 3 to 5 years. Reservation boxes are up at the Parks. The Raspberry Woods trail is in
the works as well as all other blacktop projects.
Paul indicated that there were nine fully qualified interviewees for the Recreation Supervisor position. Paul
Hokeness, Bret Woodson, and Al Friedges narrowed the field down to three. Paul is hoping to offer the position
to one of the three this week. The Park Patrol Officer position is open. Our previous Park Patrol Officer is now
the Community Service Officer.
Paul is working on getting the playground equipment process organized. Boudins is the park that is waiting
very patiently. The bids are out for the Ponds lighting. Hope to award the bid at the July 7 City Council
meeting. The lights should be up and running by Labor Day. There will be an added cost of approximately
$20,000 for auxiliary lights on the poles for the trails and parking lot, as requested by the residents. The football
and softball fields will have just one switch to turn on the lighting at each group of fields.
Paul handed out a map that he and Mary Gores put together to show the possible options for the Community
Park land. The best spots currently are the O'Loughlin and Peterson property. Paul stated that we need to
acquire land by this Fall so that we can start developing by Spring.
Bret Woodson stated that the beaches are now open 7 days a week from 11:00 a.m. - 7:00 p.m. as of Saturday,
June 7. There are 15 lifeguards and 4 beach attendants.
Summer program registration was held on Tuesday, May 20th at the Maintenance Center. This location worked
out well. People moved through the line quickly without too much hassle. Most all of the programs are filling
_ up with Summer Playgrounds, Tot Lot, and other Youth Activities being the most popular.
Ron Ceminsky brought up the problem at the boat launch with people getting in fights and taking to much time.
It was questioned if the Park Patrol officer could be down there more during the weekend. Ron also asked about

the Adopt-A-Park program and if a neighborhood is interested in adding amenities to the park, could they, (i.e. a
water fountain). Paul indicated they could by submitting a proposal to him and they would work out the details.
The next meeting will be held on Monday, July 14, 1997 at 6:30 p.m. at the Maintenance Facility.
A MOTION WAS MADE BY PAT HEANEY TO ADJOURN THE MEETING. THEA FLUHRER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 8: 15 p.m. to go watch a video on water parks.

The City of Prior Lake is planning to construct a branch library of the Scott County Library system
within Prior Lake. The Library is currently being housed in an old bank building which is located on the
corner of Main Street and County Road 21 in downtown Prior Lake. The project includes the
construction of a new Library building on this downtown City owned property and the remodeling of the
existing Library facility which would be utilized as community space/dance studio. The City envisions
that the library/dance studio will be the cornerstone of the future redevelopment of the City's downtown
business district. The Library facility will be approximately 14,000 square feet and will include meeting
rooms, Library staff offices, storage space, and parking. The remodeling project consists of
approximately 4,500 sq. ft. main floor dance studio and same size basement for storage and meeting
space. The successful architect will be one who can blend vision, ingenuity and imagination to create
focal point for the downtown business district and City Hall campus. A desirable time line would
include: design - Winter/Spring 1997-98; construction - Summer/Winter 1998-99; and occupancy -
Spring 1999.
This letter constitutes an invitation for submission of request for qualifications. The goal of this Request
For Qualifications is to provide an opportunity for the submission of basic information and an expression
of interest in the project. The City of Prior Lake will select an architect based upon the following
criteria:
. Information submitted by the firm in response to this RFQ and other requests by the City;
. Recommendations from owners/managers of previous projects of the firm and the project architect;
. Visits to one or more of the firm's or the architect's projects of similar nature and size;
. Interviews/personal contacts with the architect or firm;
. The proposed cost of professional services submitted by the architect/firm; and
. The scope of services proposed to be provided by the architect/firm.
You are asked to submit the following information for use in a preliminary screening by the library/dance
studio building committee. This committee consists of representatives from the City of Prior Lake, Scott
County, Library Staff, Parks Advisory Committee, and Friends of the Library.

The City of Prior Lake will use the following process for selection of a qualified architect. First, we will
review responses to this Request for Qualifications. A short list of qualifying firms/individuals should
emerge from the process. Second, interview will be held with firms/individuals on the short list, and a
firm/individual will be selected. Once there has been preliminary selection of all architect/firm, the
scope of the project and required professional services will be specifically defined and negotiated with
the selected firm/individuals. Finally, the firm/individual will be retained on the basis of an acceptable
fee proposal.
