MINUTES
JULY 14, 1997
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 7:05 p.m. on Monday, July 14,
1997. Members present were Ron Ceminsky, Pat Heaney, Tom Reddinger, Kathy Smith and Bob Rykken. Thea
Fluher and Tom Schutz were absent. Staff members present were Paul Hokeness, Director of Parks and
Recreation, Chris Esser, Recreation Supervisor and Nancy McGill, Parks and Recreation Secretary.
The minutes from the June9, 1997 meeting were reviewed.
PAT HEANEY MADE A MOTION TO ACCEPT THE JUNE 9, 1997 MINUTES. RON CEMINSKY
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Paul introduced our new Recreation Supervisor, Chris Esser. Chris was recently employed by the Mendota
Heights Parks and Recreation Department.
Paul Hokeness updated the committee on the Pond's lighting project. He informed the committee that the two
bids received have been rejected. An equipment supplier advised us that they had not seen the bid advertisement
in the Construction Bulletin or Dodge Reports and that they didn't have enough time to provide specifications to
- ~e electrical contractors that were bidding the project. The City received a letter from an attorney expressing
concerns and alleging improper bidding procedures. Paul will need to take this to the July 21, 1997 City council
meeting for the Council to authorize the rejection of bids for athletic field lighting at the Pond's Park and
authorize the rebidding of the projects. The consultant engineer believed we would have more competitive bids
in the Fall. The anticipated completion date of this project is November, 1997.
Paul gave an update on our park maintenance projects. The maintenance staff have been working on the
finishing touches of projects currently in progress; 20 barbecue grills are being installed at various park
locations, new picnic tables, plantings, signs, toilet enclosures and trails. The staff is also installing new
volleyball courts at some locations. The fields that were seeded are looking good.
Kathy Smith stated that she has heard complaints concerning the mowing job at Lakefront Park. Paul indicated
that he was aware of this problem and steps have been taken to take care of it.
Old Business consisted of the current land search. The committee reviewed the map showing various locations
of property that are possibilities. After reviewing these locations, the committee felt that the O'Loughlin
property would be the best choice. There was some discussion. Paul Hokeness suggested the PAC Committee
make a recommendation that we make an offer to O'Loughlin and, if this is not successful, then the next step
would be condemnation.
TOM REDDINGER MADE A MOTION TO RECOMMEND THAT STAFF PURSUE MAKING AN OFFER
-TO O'LOUGHLIN TO PURCHASE PROPERTY AND THAT IF THIS IS NOT SUCCESSFUL, THE NEXT
"TEP WOULD BE TO START THE CONDEMNATION PROCESS. PAT HEANEY SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.

- There was some discussion as to whether the Busse property should also be pursued and if the motion would
need to be amended. Paul said that the motion starts the process and if we decide to pursue a different avenue,
we can. He indicated that he would give the map listing of all properties to the City Council and that the Busse
property could also be a consideration.
The timeframe is that we would purchase property this winter (1997-98) and start moving dirt in the Spring of
1998.
The Youth Center was the next item of discussion. Brauer and Associates will be doing a conceptual plan to be
available during Lakefront Days.
There was some discussion on the Kop farm. The committee felt we definitely need to pursue this more
strongly and act soon.
The Rotary has stated that they will contribute $50,000 to the Outdoor Performing Arts at Lakefront Park. Ron
asked if we had any idea what the cost would be and at this time, we do not. Brauer and Associates will do a
conceptual plan for us.
The Prior Lake Library and Dance Studio Building Committee met on Thursday, July 10th. Pat Heaney
represented the PAC. Paul will prepare the RFQ's and request that these be returned by the middle of August;
at which time the committee will review and evaluate. The timeframe to choose a firm will be by the end of
September.
There was some discussion about the blue building downtown Prior Lake. Tom Reddinger said that he knows
someone who could research the possibility of the purchase of this building.
There was no New Business.
TOM REDDINGER MADE A MOTION TO ADJOURN THE MEETING. BOB RYKKEN SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 8:30 p.m.
The next meeting will be held on Monday, August 14, 1997.

I am writing to advise you that I have been retained by John and Meda Kop to
represent them in the matter involving the City's attempts to acquire their farmstead
property. I would greatly appreciate it if you would direct all further contacts you, or other
City officials wish to make on this matter to the undersigned.
Weare in the process of identifying an appraisal expert to assist the Kops in this
matter. I will be in touch with you once we have identified an expert.

Dear Mr. Hokeness:
We have identified C. E. "Pete" LaSalle as an appraisal expert to assist Mr. and Mrs.
Kop in this matter. Since we understand that RALPH funds are not available because this is
not a MnDOT right-of-way acquisition, we request that the City of Prior Lake pay the
appraisal fees of Mr. LaSalle in his appraisal of the property for Mr. and Mrs. Kop. If there
are other funds available, we would be more than willing to investigate their applicability.
My clients are willing to cooperate with the City and try to resolve this matter, but
they need expert advice in making the difficult decisions necessar'j in tht:: sale of tI'1eir
homestead for the last 60 years.
Please advise me if the City is able to assist the Kops by paying for this appraisal
servIce.
