PARKS ADVISORY COMMITTEE
AUGUST 18, 1997
MINUTES
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:30 p.m. on Monday, July 14,
1997. Members present were Ron Ceminsky, Pat Heaney, Tom Reddinger, Kathy Smith, Bob Rykken, and
Thea Fluher. Tom Schutz arrived at 6:40 p.m. Staff members present were Paul Hokeness, Director of Parks
and Recreation, Chris Esser, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary.
The minutes from the July 14, 1997 meeting were reviewed.
PAT HEANEY MADE A MOTION TO ACCEPT THE JULY 14, 1997 MINUTES. KATHY SMITH
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Paul Hokeness gave project updates.
Kop's Farm. He indicated that the Kop's requested that the City pay for another appraisal. Paul is thinking
about paying for it but, would give the new appraisal firm a copy of the existing appraisal in an effort to save
some money. The Kop's also have a new attorney. We are planning on the new entrance road starting next
- Spring. This road is critical to starting the project.
Library/Dance Studio. The building committee met last week. There were discussions on whether it is more
feasible. The first thing will be to select an architect ural firm to work with them. There were 11 proposals to
the R.F.Q. Hope to make a decision by September 4 or 5th.
New Playground Equipment. The PAC will be meeting with 5 playground vendors on September 8th at 4:00 _
7:30 p.m. Jeff Schoenbauer, consultant, will be conducting the presentations.
Lakefront Park. We will be sending out 3 or 4 RFQ's. We should keep the water playground in mind when
developing the park, but not actually build it. This is something that we would do with a revenue bond.
Ponds Lighting. Bids are due and will be opened on August 26th. Will present to council on September 2nd.
Hope to have them up and running by November 1st. The committee is willing to spend the extra money now
for quality, life span, and a good lighting system that will minimize spill and glare. That is the commitment we
made to the neighbors.
Trail bidding. Al Freidges is putting the specifications together. The bids are due on August 29th. The parks
maintenance crew is clearing and grubbing the new trail system, which will save a lot of money.
Park Improvement. The Wilderness Ponds developer (Mike Giles) needs erosion control on the hill along trail.
The hill is washing on the existing trail. Raspberry Ridge Park, Carriage Hills, and W oodview trails and parks
are coming together. The plan is to put a full court basketball at Memorial this fall. Next year there are plans
for a Picnic shelter and parking lot next to the new P.L.A.Y. storage building. P.L.A.Y. will be notified as soon
that the storage building is completed. Thinking about a basketball court at Raspberry Ridge next year. There is
a new double Volleyball court at Sand Point Beach. Al has started to seed the expansion area at the Ponds.

Community Park Land. Paul talked seriously to John O'Loughlin about selling his property on County Road 42.
lohn said he would talk it over with his boy's. Paul will talk again to John in a couple of weeks.
Chris Esser updated the committee on the Playground Program. This years program went well. Lakefront
Day's was a huge success. The Windjammer's and Ice Cream Social had a little rain but a big crowd, Prior
Lake Open had 80 golfers, and the Lakefront Pacer had 172 runners. The beaches will be closed on August
24th. The lifeguards are heading back to school after that. There will be a Fall One Pitch Men's Softball
League starting on August 26th and running through September 23rd. There are 7 teams playing doubleheaders
at the Ponds.
Old Business
Paul indicated that they are putting in parking bays along Fish Point Road at Cardinal Ridge to provide parking
for the park.
New Business
Paul asked the Committee if they thought, that the city should purchase a lot adjacent to the Pond's park for a
trail access. Discussion followed.
TOM REDDINGER MADE A MOTION NOT TO PURCHASE THE VACANT LOT ADJACENT TO THE
PONDS PARK FOR A TRAIL ACCESS. TOM SCHUTZ SECONDED. MOTION CARRIED
UNANIMOUSL Y.
Tom Schutz indicated that there was a problem at Sand Point Beach with kids tearing off the shakes on the
Pavilion with the fireplace. Tom did get the a name of one of the kids. Tom called police and it took 1/2 hour
before a policeman showed up and the kids were gone by then. The kids had stacked up the picnic tables to get
on top of the roof. Tom also noticed that the bathrooms were open at 9:20 p.m. on Sunday night.
TOM SCHUTZ MADE A MOTION TO ADJOURN THE MEETING. KATHY SMITH SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 8:30 p.m.
The next meeting was scheduled for Tuesday, September 2 but was been moved to Monday, September 8, 1997
at 4:00 p.m. at the Maintenance Center. This meeting will be the presentations by the playground equipment
vendors.

MINUTES
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 4: 10
p.m. on Tuesday, September 8th, 1997. Members present were Ron Ceminsky, Pat
Heaney, Tom Reddinger, Kathy Smith, Tom Schutz, and Thea Fluher. Bob Rykken
arrived at 6:20 p.m. Jeff Schoenbauer, Brauer and Assoc., was the meeting facilitator.
Staff members present were Paul Hokeness, Director of Parks and Recreation, Chris
Esser, Recreation Supervisor and Lisa Newling, Parks and Recreation Secretary.
The committee heard 20 minute presentations from each of the following companies:

There was further discussion and review of the proposals by the committee. The
committee members were going to go out on their own and look at the playground
equipment which would be provided by the vendors. Jeff Schoenbauer will also do a
more in-depth review of each company and their proposals and will present his findings
to the committee at the October 13th meeting.
Based upon their findings and information provided by Jeff Schoenbauer the committee
will make its final selection and recommendation to the City Council at the October 20th
meeting.
Meeting adjourned at 8: 10 p.m.
Next meeting will be on Monday, October 13th.

Below is a list of the various locations which we toured last spring as a reminder of the equipment that was
at each site. I have also indicated the name of the salesperson and the company which they represented at
their presentations.

The only equipment we didn't get a chance to look at last spring was Game Time. There is a set of their
equipment at Playworld, next to the Dakota Swim and Fitness.
There is a recent installation of a Little Tikes (Flannagan Sales) equipment at Pearson Elementary School
in Shakopee. See attached memo from Bill Johnson.
There is an older set of Miracle Equipment behind Grainwood Elementary in Prior Lake. I have also
attached a list of their playground locations. As a reminder the Miracle equipment we looked at in
Shakopee last spring was by Bret's house.
There is a Playworld System behind Westwood Elementary in Prior Lake as well as a new system at
Glendale Elementary in Savage (6601 Connelly Parkway).
The most recent installations of Landscape Structures equipment would be our own parks at Northwood,
Carraige Hills, Woodridge, Indian Ridge, or Green Oaks.
You are familiar with the Kompan system at Miller Park (their design hasn't changed).

CITY OF PRIOR LAKE
PROPOSED POLICY FOR THE NAMING OF PARKS,
STREETS WITmN PARKS, AND PUBLIC PLACES
I. INTRODUCTION:
The selection of a proper name for a park, street within a park, or public place is a
thoughtful process that requires careful analysis. For this reason, the proposed procedure
and guidelines for naming parks, streets within parks, and public places in Prior Lake will
ensure consistency and creativity.
II. RESPONSIBILITY:
The naming or renaming of a park, street within a park, or public place is the
responsibility of the City Council. The City Council may act after a recommendation has
been considered and made by the Parks Advisory Committee.
III. TIMING:
Prior to the completion of a park development or comprehensive redevelopment, a
working name may be used to label a park, street within a park, or public space for
identification and reference purposes. Any park, street within a park, or public place
named prior to the approval of this policy shall retain the name previously given, unless
renamed in accordance with this policy. Parks, streets within parks, and public places
shall be permanently named or renamed in accordance with this policy.
IV. PROCEDURE:
The following procedure will be followed for the naming of parks, streets within parks,
and public places:
1. Staff will prepare a list of potential names by soliciting input from neighborhood
groups and other residents. This list will be formulated based on the criteria
contained in section V. of this policy.
2. The Parks Advisory Committee will review the list of potential names. The
Committee will discuss each name and its relative merits. Potential names may be
added or eliminated from the list at this time. No formal recommendation will be
made at this point.
3. At the next Parks Advisory Committee meeting, staff will provide any
information requested by the Committee. The Committee is then responsible to
narrow the list to no more than three (3) names for consideration. No formal
recommendation will be made at this point.

4. At the next Parks Advisory Committee meeting the three remaining names will be
debated and a selection by vote will be made. The name selected by the majority
vote will be recommended to the City Council along with the other two finalist
names. A rationale will be provided in the staff report regarding the finalists
rejected and the name recommended.
5. The recommended name will be placed on the next City Council agenda for
consideration. If the City Council does not approve the recommendation, the
process for choosing an alternate name will be turned back to the Parks Advisory
Council.
v. PARK, STREET WITHIN A PARK, AND PUBLIC PLACE NAMING CRITERIA:
Listed below are the criteria which should be used to generate a list of potential names for
parks, streets within parks, and public places to be considered during the aforementioned
procedure.
1. Consideration may be given to naming a park, street within a park, or public place
after the major subdivision in which the park or public place is contained, or
which it is intended to serve.
2. Name selection may acknowledge local historical or significant benefactor
regarding property ownership.
3. If a park, street within a park, or public place is to be named after an individual,
the person shall have obtained local or national prominence via significant
contribution in any field of endeavor, living or deceased.
4. Consideration of a name may acknowledge major financial contributions which
made acquisition of property and/or development possible.
The City Council reserves all rights in the naming or renaming of all parks, streets within
parks, and public places.
