HomeMy WebLinkAbout10A Advisory Goals and Objectives Report 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 09, 2017 AGENDA #: 10A PREPARED BY: FRANK BOYLES, CITY MANAGER PRESENTED BY: FRANK BOYLES AGENDA ITEM: CONSIDER APPROVAL OF THE 2017 GOALS AND OBJECTIVES FOR CITY ADVISORY COMMITTEES DISCUSSION: Introduction City advisory committees assist the City Council and staff to implement the 2040 Vision and Strategic Plan. The purpose of this agenda item is to formally approve the 2017 goals and objectives of the advisory bodies. History On Monday, November 28, 2016, as part of the recognition of our volunteers and advisory committees, the 2016 accomplishments and 2017 goals and objectives were shared with the City Council. The understanding at that time was that the staff would review the 2017 goals and objectives for consistency with the 2040 Vision and recommend them in original or modified form for City Council adoption at the annual meeting. Current Circumstances The staff has reviewed each of the advisory committee 2017 goals and objectives for the following: 1. Are they within the purview of the body as set forth by the bylaws? 2. Are they consistent with the 2040 Vision and Strategic Plan? 3. Is there duplication or an opportunity for the goal or objective to be pursued or achieved collaboratively? The Council should examine the committee goals against these criteria or any other they believe appropriate for the purpose at hand. ISSUES: Attached is the matrix comparing each goal and objective for all advisory committees to the criteria set forth above. From a staff perspective it appears that each of the goals proposed for 2017 are both within the purview of the committee proposing them and are consistent with the 2040 Vision and Strategic Plan. FINANCIAL IMPACT: Support of the City and EDA committees is an extensive and time consuming undertaking. However, the work accomplished by the committees is valuable to our final product and our efforts to accomplish the 2040 Vision and Strategic Plan. ALTERNATIVES: 1. Motion and second to approve 2017 advisory committee goals as proposed. 2. Motion and second to approve 2017 advisory committee goals with amendments. RECOMMENDED MOTION: Alternative #1 ADVISORY BODY GOALS FOR 2017 1/09/2017 1 | P a g e Goal Committee Purview Vision Duplicative Planning Commission PC1 Complete the bulk of the 2040 Comprehensive Plan update, working with the City’s land use consultant throughout the process. Publicize a process and timeline which is inclusionary with respect to the city council, advisory bodies and general public. PC2 Tour additional cities in the metro area as ongoing learning experiences to facilitate appropriate community development. PC3 Continue to make decisions and recommendations on subdivision and zoning applications throughout the year bring high quality and necessary businesses and residential dwelling units to the city. PC4 Evaluate and update various ordinances, including the Subdivision Ordinance and the Low Density Residential lot dimensional standards to keep them consistent with the current statutes, comparable to other communities, and customer friendly. EDA1 Continue to guide the Economic Development Advisory Committee and support the Technology Village Board of Directors as they implement the recommendations of the Technology Village program analysis and expansion plans, including expansion opportunities within Scott County. EDA2 Establish a task force of downtown residents and businesses to develop an integrated road network plan that supports future traffic volumes, a downtown vision, and a targeted redevelopment plan. EDA3 Establish a process and plan to target resources to economic opportunities that provide significant benefits to Prior Lake, including those that may include property acquisition and direct support to commercial and industrial development. Economic Development Advisory Committee EDAC1 Expand upon the Commercial Area Liaison program with increased outreach by scheduling small group discussions or workshops with targeted areas of the business community to; (i) clearly communicate information to business owners; (ii) ensure material about planned or proposed projects is easily accessible; (iii) listen and report on business concerns; and (iv) provide an ADVISORY BODY GOALS FOR 2017 1/09/2017 2 | P a g e opportunity for business owners to engage in a constructive conversation about the future of Prior Lake. EDAC2 Focus on building collaboration between businesses, advise businesses regarding outside support organizations such as the First Stop Shop, Open to Business or RiverSouth and be prepared to work cooperatively and collaboratively to support newly elected and appointed officials. EDAC3 Create an EDAC subcommittee to establish goals and develop implementation strategies to encourage and promote the business climate, collaboration opportunities and business expansion in Prior Lake with the use of technology and social media. Technology Village Board of Directors TV1 Continue to implement the recommendations of the Technology Village Phase III Program Analysis, primarily related to program expansion within Scott County. TV2 Identify additional program participants, both virtual and physical, to increase the number of Technology Village related employees working in Prior Lake. TV3 Identify creative approaches to promote the Technology Village program and its participant businesses. Lakes Advisory Committee LAC1 Increase public awareness of water resources issues and help the City meet certain state education and outreach requirements related to stormwater. LAC2 Work collaboratively with other City committees and local stakeholder groups to provide input on shared topics and accomplish any similar goals. LAC3 Advise staff and Council on various issues related to water quality and surface water use. LAC4 In conjunction with PAC representation investigate the appropriateness of merging the LAC and PAC including revised bylaws and objectives for the proposed committee. Communication Technology Advisory Committee CTAC1 Research ways Council Meetings can be more interactive with the public. CTAC2 Replace City Council Audio/Video Equipment on a three- year plan maximum. CTAC3 Develop an annual calendar that identifies communication priorities and strategies for departments and committees. Parks Advisory Committee PAC1 Assist staff and Council on prioritization of park development plans: • Trail maintenance/replacement plans ADVISORY BODY GOALS FOR 2017 1/09/2017 3 | P a g e • Comprehensive Park Plan • 2018 construction projects PAC2 Continue semi-annual meetings with athletic associations and surrounding communities on 2017 goals, needs & opportunities for cooperation. PAC3 Assist in Building stronger neighborhoods: • Continue to refine Neighborhood Park Parties • Participate and volunteer in community events PAC4 Provide education and promotion of park resources and programs • Connect with & engage residents with park & trail planning • Encourage sponsorship for community events • Improve communications with residents on PAC, parks programs (i.e. Adopt-a-Project/Park) • Improve outreach efforts •In conjunction with (CTAC) Improve communications with residents on PAC, Parks and Recreation programs like adopt-a-project/park; improve outreach efforts; bus tour of parks PAC5 In conjunction with LAC representation investigate the appropriateness of merging the LAC and PAC including revised bylaws and objectives for the proposed committee. Traffic Safety Advisory Committee TSAC1 Promptly and completely address Traffic Safety Requests. TSAC2 Encourage and Acknowledge Sponsorship and Donations of Traffic Control Devices. TSAC3 Review Updated Crosswalk Policy/Manual. TSAC4 Review TSAC Guidelines/Bylaws to recommend improvements. TSAC5 Work with (CTAS) to enhance TSAC Education (Website, Wavelength). Community Safety Advisory Committee CSAC1 Implement Annual Calendar of objectives; including public safety initiatives such as domestic violence prevention, safe driving, etc. CSAC2 Seek input from the public, (CTAC), and offer education at tables at community events such as the Farmer’s and Veterans Market, Community Fest and other opportunities. CSAC3 Support police department safety initiatives such as distracted driving, speed, and DWI reduction.
