History The City uses the Five Year Capital Improvement Program and its Pavement Man- agement program to plan its infrastructure improvements and the financing for cap- ital improvements. The Cates Street area including Cates Street, Albany Avenue, Five Hawks Avenue, CJ Circle, and Park Avenue are part of the plan for reconstruc- tion in 2017. At its September 26, 2016 meeting the City Council adopted Resolu- tion 16-118 authorizing staff to prepare a Feasibility Report for the Cates Street Area Trail Improvement Project as outlined in the CIP. The primary purpose for proceed- ing with the project is to upgrade the street condition and utilities. The pavement condition is extremely poor and requires reconstruction in accordance with the city’s desire to maintain high overall condition index (OCI) ratings on its roadways. This is primarily a reconstruction project with Park Avenue being proposed for reclama- tion. The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. Cates Street area is considered in the report and includes improvements to RLS 161, Holly Court, Lakeside Park 1st Addition, CIC 1191 Park Avenue Condomin- ium, Lakeside Estates, Lakeside Estates 1st Addition, Lakeside Estates 2nd Add- tion, Lakeside Estates 3rd Addition, Lakeside Estates 5th Addition, R & C 1st Addi- tion, Condo 1016 Glenview Villa, CIC 1037 Cates Street located in Section 2, Township 114, Range 22. Structures in this area were built between 1946-1999 but most were generally built in the early 1980’s. A map of the project area (Ap- pendix A) is included in the Feasibility Report. The proposed improvements in- clude street reconstruction or reclamation, storm sewer, storm water quality, sani- tary sewer, watermain, concrete curb and gutter, and appurtenant work. At the November 28th, 2016 City Council meeting, the Council accepted the feasi- bility study and scheduled the Public Hearing for January 9th, 2017. The Council also directed staff on the following: 2 1.Remove the roadway east of Albany Avenue on Cates Street 2.Evaluate stormwater connections on Park Avenue 3.Evaluate the roadway section of Park Avenue 4.Remove the proposed hammerhead turn around on Five Hawks 5.Provide trail cost estimates from the St. Michael Parking Lot through this area to the north of Five Hawks school. Current Circumstances The properties deemed to specially benefit from the improvements, in most cases the properties abutting the streets located in the project area, are subject to as- sessment. Each of the affected property owners have been notified in accordance with the statute regarding tonight’s Public Hearing. A Public Informational Meeting was held on December 14, 2016 to provide the prop- erty owners an opportunity to discuss the project in an informal setting prior to the Public Hearing. Meeting notices were sent to all properties located within the Cates Street Area. Staff provided an update on the additional direction of the City Council, proposed improvements, project costs, estimated assessments and answered gen- eral questions regarding the project. Conclusion Staff is prepared to discuss each of the concerns presented at the Public Hearing. If the Council deems the issues that have been brought up need to be addressed in the project plans and specifications, direction could be given to staff. The purpose of this Public Hearing is to determine project elements or whether the project should move forward at all. Completion of plans and specifications is the next step and will provide greater information about expected project cost and, therefore, the assessments associated with the improvements. Once the plans and specifications are completed, they will be submitted to the City Council for ap- proval and authorization to advertise for bids. The Council could decide not to continue with the project upon receipt of bids. A separate Assessment Hearing will be conducted following review of the proposed assessments by the City Coun- cil’s Assessment Review Committee. In summary, the project is feasible from an engineering and economic standpoint. If the project is approved, City staff will continue to work on completion of plans and specifications. ISSUES: The Assessment Review Work Group met on November 16th, 2016, and recom- mended the unit assessment method and assessment in accordance with the City’s Assessment Policy of assessing 40% of the street and storm sewer cost. The Assessment Review Work Group discussed combining the reconstruction and the reclamation assessments. Ultimately, there was not consensus for that ap- proach. Considering the improvements are different between the reclamation and reconstruction areas, Staff believes that separating the assessment is the fairest method for computing the assessments. The City Council should provide direction on this point. 3 Removal of Roadway East of Albany on Cates Street The original feasibility report included removal of Cates Street east of Albany. This segment of roadway does not serve any properties. Park Avenue Stormwater Currently Park Avenue does not include storm sewer. Drainage flows to the south to Green Heights Trail. The City Council directed additional study of drainage on Park Avenue. The attached amendment to the feasibility report includes discussion of the drainage on Park Avenue. Park Avenue Road Section The original feasibility report included reclamation of the existing Park Avenue road- way. The City Council discussed the traffic volumes for Park Avenue serving the nearby restaurant and region. The attached amendment to the feasibility report discusses options and costs for the additional options on Park Avenue. Considering the use of Park Avenue, a wider road reconstructed roadway may be more appro- priate than a reclamation project. Considering potential disruption of traffic flow dur- ing construction and the proposed reconstruction of the Green Heights neighbor- hood in 2018, it may be prudent to delay the Park Avenue construction to occur with the Green Heights project. Further evaluation during 2017 could be performed to determine the most appropriate construction method and roadway section for Park Avenue. Removal of the Proposed Hammerhead on Five Hawks The original feasibility report included construction of a hammerhead turn around for Five Hawks. Currently this dead end roadway does not have a turnaround. The turnaround would be built on Park property. Staff continues to recommend the in- clusion of a small hammerhead turn around at the end of Five Hawks Avenue. Prop- erty owners in attendance at the informational meeting appeared to support the re- moval of the hammerhead. Final direction from the City Council should be provided. Trail and Sidewalk The City Council directed the study of trail and sidewalk along Cates Street to con- nect the St. Michaels area to the trail system north of Five Hawks School. The attached amendment to the feasibility report discusses the costs associated with this work and challenges. One challenge is the connection directed by the City Council connects public trails into a private parking lot. An alternative is the build sidewalk along the east side of Albany Avenue connecting to sidewalk on Pleasant Street. It should be noted that the City’s Trail Gap Analysis did not include trail or sidewalk in this area. At the informational meeting held on December 14, 2016, the property owners in attendance did not appear to support these trail and sidewalk connections. FINANCIAL IMPACT: The Cates Street Area Improvement Project is proposed to be financed by Special Assessments, tax levy, Sewer Fund, Water Fund, and Water Quality Fund. The funding of each option and the corresponding estimated amounts are shown be- low: 4 CATES STREET AREA IMPROVEMENT PROJECT - FUNDING Ad Valorem $712,608 Assessment (40%) $492,256 Utility Fund - Sewer $230,500 Utility Fund - Water $395,420 Water Quality Fund $45,776 Assessment (Per Unit) – Reclamation $4,477 Assessment (Per Unit) – Reconstruction $6,107 Total $1,876,560 The Capital Improvement Plan estimate for this project was $2,174,932. ALTERNATIVES: 1. The report was presented to the City Council and was accepted at the November 28, 2016 City Council meeting. At that meeting, the City Council passed two Motions directing City staff to explore the feasibility of additional items not considered as part of the original report. The Motions are summarized as follows: A.Remove the roadway east of Albany Avenue on Cates Street. B.Eliminate the proposed turnaround at the south end of Five Hawks Avenue. C.Extend a Trail or Sidewalk Through the Neighborhood. D.Park Avenue a.Reevaluate the current street width b.Reevaluate the proposed pavement section c.Evaluate the addition of storm sewer The additional items are each discussed further in the following sections. A.Remove the Roadway East of Albany Avenue on Cates Street Cates Street, east of Albany Avenue, is a stub street with no driveway accesses. There are no plans to extend the roadway further to the east as there are existing wetlands, stormwater ponds, and private property that would hinder an extension. It was proposed in the original feasibility report to remove the existing pavement and curb on this portion of Cates Street and restore the area with turf. There is existing City watermain and sanitary sewer through this area, therefore the right-of-way is proposed to remain in place. The area will also be reviewed during final design to determine if the area could be used as a stormwater treatment or retention basin. Prior Lake City Council January 4, 2017 Page: 2 B.Eliminate the Proposed Turnaround at the South End of Five Hawks Avenue Five Hawks Avenue, south of Cates Street, is a 300’ long dead end street which serves 12 properties. The end currently has no cul-de-sac or turnaround. The original feasibility report proposed a turnaround at the end of the road to allow vehicles to turn around without using a private driveway or backing down the road. A hammerhead style turnaround was proposed to be constructed on City property. It remains City staff recommendation to construct a turnaround for maintenance activities. The Council directed City staff to remove the turnaround proposed in the report. If the turnaround is removed from the project, the total estimated project costs and assessments would be revised. The estimated project cost of the turnaround was $23,770. C.Extend a Trail or Sidewalk Through the Neighborhood We have reviewed the feasibility and costs to extend a trail or sidewalk through the neighborhood to provide a link from St. Michaels Church parking lot to the area north of Five Hawks School. Currently, there is a paved trail at the south end of Five Hawks Avenue which heads south and eventually curves to the east and connects to the Creekside Commons Apartments at Tranquility Court. There is a worn path spur off of this trail which heads west to a small bridge which crosses the wetland and eventually winds to Five Hawks Elementary School. At the east end of Cates Street, there is a worn path which connects to St. Michaels Church parking lot. Figure A at the end of this memo shows the existing conditions. The proposed trail and sidewalk network through the neighborhood would consist of the following improvements: ·Pave the worn path south of Five Hawks Avenue to the small bridge ·Extend sidewalk along the east side of Five Hawks Avenue and the south side of Cates Street ·Either pave the worn path at the east end of Cates Street to St. Michaels Church, or extend sidewalk along the east side of Albany Avenue to Pleasant Street The proposed improvements are shown on Figure B at the end of this memo. A brief description of each of the proposed trail and sidewalk improvements are presented below. Pave the worn path south of Five Hawks Avenue to the small bridge A path has been worn into the ground from people walking or biking through the woods. The path leads to a small bridge which crosses a wetland. The bridge would likely not support construction traffic and therefore the improvements would end at the bridge. Tree removal would need to be performed to widen the trail and provide room for construction equipment. The wetland boundary would also need to be determined to mitigate any impacts. Extend sidewalk along the east side of Five Hawks Avenue and the south side of Cates Street Sidewalk would be located along the east side of Five Hawks Avenue and the south side of Cates Street. This location would minimize the amount of street and driveway crossings. A sidewalk is proposed versus a trail due to the limited amount of right of way available. The sidewalk would need to be constructed immediately behind the new curb to minimize grading needed along the adjacent properties. Easements or retaining walls may be needed along the adjacent properties due to the Prior Lake City Council January 4, 2017 Page: 3 grading required to construct the sidewalk. No costs for these items have been included as the impacts would need to be determined during final design. Landscaping items and trees (albeit in the right of way) would need to be removed. A retaining wall would also be needed along the wetland on the east end of Cates Street. Either pave the worn path at the east end of Cates Street to St. Michaels Church, or extend sidewalk along the east side of Albany Avenue to Pleasant Street Paving the worn path at the east end of Cates Street to St. Michaels Church poses a few problems. First, there is a stormwater pond on the north side of the path which appears to drain south across the path and into the wetland. A culvert would likely need to be installed under the trail to convey this stormwater. Further evaluation and study of this scenario would need to occur. A hydraulic model would need to be developed to analyze if constructing the trail has any adverse effect on the pond and wetland functionality. The wetland boundary would also need to be determined to mitigate any impacts. Second, St. Michaels Church is private property. The trail would be a public improvement which directs the public onto private property. The City would need to obtain an easement from the Church to construct and maintain the trail. This likely would include an easement through or around the parking lot to Duluth Avenue. Another option would be to extend sidewalk from Cates Street along Albany Avenue to Pleasant Street. This would provide a connection to the existing sidewalk along the south side of Pleasant Street. The sidewalk would be proposed on the east side of Albany Avenue as it would require less grading than the west side and would not have any street crossings. The estimated project cost to pave the path south of Five Hawks Avenue, extend sidewalk along Five Hawks Avenue and Cates Street, and pave the path to St. Michaels Church would be $291,500. The estimated project cost to pave the path south of Five Hawks Avenue, and extend sidewalk along Five Hawks Avenue, Cates Street, and Albany Avenue would be $289,300. Costs to obtain easements from adjacent properties and from St. Michaels Church, if needed, would be additional. Per the City’s assessment policy, these costs would not be assessed and the costs would be funded by the City’s general fund or bonds. The City Staff’s recommendation is to not construct the trail and/or sidewalk through the neighborhood. The City performed a study to determine the gaps within the City’s network of trails and sidewalks. As part of that study, no trails or sidewalks were determined to be needed in this neighborhood. D.Park Avenue Street Width Park Avenue is a narrow roadway at 26’ wide from back of curb to back of curb. Green Heights Trail is also 26’ wide. This is too narrow to allow on-street parking on both sides of the street and should only be used for streets with limited access and traffic. In past reconstruction projects, certain streets have been reconstructed at 28’ wide with parking allowed on both sides. Pleasant Street adjacent to Park Avenue is 32’ wide, which is the City standard width. Pleasant Street, Park Avenue, and Green Heights Trail serve as the neighborhood throughway and also serve as one route to the popular restaurant, Charlies on Prior, located off of Green Heights Trail. The existing street widths for Park Avenue and Prior Lake City Council January 4, 2017 Page: 4 Green Heights Trail appear to be too narrow for their use. However, Park Avenue was proposed to be a reclamation project as part of the feasibility study. The width was proposed to remain the same as the curb will remain in place. If Park Avenue is changed to a reconstruction project, Park Avenue and Green Heights Trail should be widened to better match their use. Pavement Section Park Avenue is proposed to be a pavement reclamation project. This means the existing pavement and a portion of the underlying gravel base will be ground up and blended together resulting in a recycled gravel base that will be reused in the pavement section. The street has existing concrete curb and gutter, of which the damaged curb panels will be removed and replaced, with the undamaged curb remaining in place. Based on field measurements taken this fall, approximately 27% of the overall length of curb on Park Avenue is damaged. This percentage is within the typical range acceptable for a street reclamation project. However, it is approaching the upper limit in which it makes sense from a constructability and engineering standpoint to replace all of the curb. This range varies from city to city, but is usually in the 33% to 50% range. From a cost perspective only, it makes sense to perform spot repairs of the curb until the percentage of damaged curb is significantly higher. Since the existing concrete curb will remain in place, this limits the depth of the recommended pavement section. For the reconstruction areas adjacent to Park Avenue, the pavement section is proposed to be 2 feet thick consisting of 4” of pavement, 8” of gravel base, and 12” of sand. The sand layer is used to control water that enters the pavement section and therefore requires drain tile to be installed to remove the water. Drain tile needs to be connected to a storm sewer system or daylighted to a ditch. The pavement section is also constructed across the full width of the roadway to about 1 foot behind the curbs. This provides uniformity to the roadway which helps prevent differential settlement, cracking, and premature failure of the pavement section. The proposed pavement section for the reclamation area is 1 foot thick consisting of 4” of pavement and 8” of gravel base. This pavement section would meet a 7-ton design based on the anticipated traffic levels. There are three main reasons why the pavement section is thinner in the reclamation area than in the reconstruction areas. The first is the extra depth immediately adjacent to the curb greatly increases the risk of the curb moving or falling into the street subcut during construction. If it rains when the street is being excavated adjacent to the curb, gravel may wash out from underneath the curb, and the curb may settle or fall into the subcut. The same may happen without any rain if the soils under the curb are not very stable and the excavation is too deep. The second reason is the addition of a sand section would require the use of drain tile as described above. Since there is no storm sewer or ditches along Park Avenue, there would be no place for the water collected in the sand section or drain tile to go. The third reason is placing a thicker pavement section under the roadway than what exists under the adjacent curb, may cause differential settlement between these two areas and cracking may occur at that transition point. Cracking in pavement leads to water intrusion into the pavement structure and early deterioration of the pavement. Based on these reasons, if Park Avenue is to remain a reclamation project, it is recommended to keep the pavement section as was originally presented in the feasibility report. If a thicker pavement section is still desired, we would recommend the gravel section be increased from 8” to 12” thick. The estimated project cost to increase the gravel section to 12” thick would be $15,480 of which 40% of the costs Prior Lake City Council January 4, 2017 Page: 5 would be assessed. If Park Avenue is changed to a reconstruction project, the pavement section would match the adjacent reconstruction area streets. Storm Sewer Currently, no storm sewer exists along Park Avenue from Pleasant Street south to the intersection of Green Heights Trail and Dutch Avenue. The only drainage issue the City is aware of is at the northeast corner of Park Avenue and Cates Street. Stormwater collects in this corner of the intersection and does not drain to the south as it should. This drainage issue can be easily fixed, as was proposed in the original feasibility report, by reconstructing the street grades and curb correctly. Costs presented in the original feasibility report included this fix by the installation of a concrete valley gutter across the intersection. The overall drainage patterns and areas were also reviewed. Approximately 1 acre of land drains down the west side of Park Avenue and north side of Green Heights Trail. The low point is located at the intersection of Green Heights Trail and Dutch Avenue. Most of the lots on the west side of Park Avenue drain away from the street towards the lake which decreases the amount of drainage which would normally be collected in the street. Although it is a long distance from the high point to the low point, the amount of drainage area and flow for the west side of Park Avenue would not warrant the addition of storm sewer in this area. Approximately 4 acres drains down the east side of Park Avenue and the south side of Green Heights Trail. The low point is located at the intersection of Green Heights Trail and Dutch Avenue. This is a large area and a long distance for the stormwater to travel without any catch basins to remove the stormwater from the street surface. From an engineering standpoint, storm sewer should be extended to this area. If storm sewer was extended to this area it should be extended to the intersection of Cates Street and Park Avenue. Since a new inlet to Upper Prior Lake between lots on the west side of Park Avenue to this intersection does not appear to be readily feasible, storm sewer would need to be extended along the street, preferably from an existing system. The nearest storm sewer systems are at the intersection of Cates Street and CJ Circle, and the intersection of Green Heights Trail and Dutch Avenue. Extending storm sewer to the intersection of Cates Street and Park Avenue from CJ Circle is not feasible. The storm sewer system at CJ Circle is at too high of an elevation to be extended over to Park Avenue. Extending storm sewer from Green Heights Trail and Dutch Avenue is feasible, but one of the curb lines along Green Heights Trail and Park Avenue would need to be entirely removed and replaced. In addition, the low point at Green Heights Trail and Dutch Avenue is about 100 feet outside of the proposed project limits, so the street would need to be patched in this area. See Figure C attached to this memo for the proposed storm sewer route labeled as Option 1. The estimated project costs for extending storm sewer to Cates Street and Park Avenue from the low point at Green Heights Trail and Dutch Avenue is $76,620 of which 40% would be assessed. A third option to extend storm sewer to the intersection of Park Avenue and Cates Street is along Five Hawks Avenue. See Figure C attached to this memo for the proposed storm sewer route labeled as Option 2. Five Hawks Avenue currently drains to the south and overland into Cates Creek. A new inlet to the creek would need to be constructed. Storm sewer would then be extended north along Five Hawks Avenue and then west along Cates Street to Park Avenue. Since this storm sewer would be placed in the reconstruction area, removal and replacement of the street is already included in the project costs. The Prior Lake City Council January 4, 2017 Page: 6 estimated project costs to extend storm sewer to Cates Street and Park Avenue from the creek south of Five Hawks Avenue is $60,430 of which 40% would be assessed. Park Avenue Conclusions If Park Avenue is to remain a reclamation project, the existing street width would remain the same. It is recommended to keep the pavement section as was originally presented in the feasibility report. It is also recommended to extend storm sewer to the intersection of Park Avenue and Cates Street from Five Hawks Avenue as discussed above. However, the neighborhood to the west of Park Avenue, including the remaining part of Green Heights Trail, is slated for reconstruction in 2018. This means Park Avenue would be under construction in 2017 and Green Heights Trail in 2018. Rather than impact the neighborhood and restaurant for 2 consecutive summers, it may make sense to delay construction on Park Avenue until 2018. This would also allow City staff time to further evaluate the appropriate width for Park Avenue and Green Heights Trail and determine if the project scope should include a full reconstruction of the street versus a reclamation project. If Park Avenue were changed from a reclamation to a reconstruction project, the estimated street project costs would increase from $192,530 to $334,000. Estimated project costs to extend storm sewer to Park Avenue and Cates Street from Green Heights Trail would be reduced from $76,620 as presented above, to $50,000, since the street removals would be included as part of the street reconstruction. Conclusion At the November 28, 2016 City Council meeting, the City Council directed City Staff to explore the feasibility of additional items not considered as part of the original report. The additional items and recommended actions are summarized as follows: A.Remove the roadway east of Albany Avenue on Cates Street. ·This option was recommended in original feasibility report. B.Eliminate the proposed turnaround at the south end of Five Hawks Avenue. ·The City Staff recommendation is to construct a hammerhead style turnaround at the end of Five Hawks Avenue so City maintenance vehicles, garbage trucks, delivery trucks, etc. can turn around without backing out. The estimated project cost of the turnaround is $23,770. C.Extend a Trail or Sidewalk Through the Neighborhood. ·The City Staff recommendation is to not construct the trails and/or sidewalks through the neighborhood. The City performed a study to determine the gaps within the City’s network of trails and sidewalks. As part of that study, no trails or sidewalks were determined to be needed in this neighborhood. D.Park Avenue Options ·If Park Avenue is to remain a reclamation project, it is recommended to keep the pavement section as was originally presented in the feasibility report. It is also recommended to extend storm sewer to the intersection of Park Avenue and Cates Street from Five Hawks Avenue. Prior Lake City Council January 4, 2017 Page: 7 ·Rather than impact Park Avenue and Green Heights Trail for 2 consecutive summers, it may make sense to delay construction on Park Avenue until 2018. This would also allow City staff time to further evaluate the appropriate width for Park Avenue and Green Heights Trail and determine if the project scope should include a full reconstruction of the street versus a reclamation project. Further analysis and discussions can also occur to determine if it would be beneficial to extend storm sewer along Park Avenue. It would be most cost effective to extend storm sewer along Park Avenue instead of along Five Hawks Avenue. In addition to these directives from the City Council, the Project Funding Table presented within the original feasibility report was updated. The storm sewer costs were being shown to be funded by the Ad Valerum instead of from the Water Quality Fund. The corrected funding table was presented to the City Council during the presentation at the November 28, 2016 City Council meeting. See Figure 1 in Appendix A for the proposed project location map. This report will review the existing conditions in the project area and discuss, in detail, the proposed improvements. The proposed improvements will consist of two methods: complete street and utility reconstruction, and pavement reclamation with minor utility repairs. The complete utility reconstruction will consist of water main replacement, sanitary sewer main replacement, water and sanitary sewer service replacement, and storm sewer upgrades. The minor utility repairs will consist of removal and replacement of structure castings and rings, addition of hydrants to meet coverage standards, and any other general utility maintenance items. The report will also provide preliminary cost estimates for the proposed improvements with financing for the project coming from a combination of special assessments, the City’s general tax levy, and the City’s sewer and water utility funds. See Figure 2 in Appendix A for the proposed street improvements map. See Figure 3 in Appendix A for the existing City owned utilities. If the City decides to proceed with the proposed street and utility improvements described in this report, it is anticipated construction would begin in 2017 as shown in the detailed project schedule found on page 10. II.BACKGROUND The City has a Capital Improvement Program (CIP) which prioritizes the infrastructure improvement needs within the City and has identified the above listed project area as requiring improvement during the 2017 calendar year. The deteriorated bituminous surface and aging utility infrastructure resulted in the selection of these neighborhood areas. The City of Prior Lake utilizes a Pavement Management Program to rate an existing public street’s pavement condition. Each street segment is reviewed in the field and this information is then used to determine an Overall Condition Index (OCI) for each street section. The OCI is a tool for comparing streets when considering where roadway improvements are most needed within the City. The street OCI is a number between 0-100, with 100 being the best or signifying a newly paved street and 0 being the worst. In the pavement industry, it’s generally agreed that streets with an OCI ≤ 65 need some improvement. Streets in need of a mill and overlay generally have an OCI in Prepared by: Bolton & Menk, Inc.FULL STREET RECONSTRUCTION AREA 2017 Street Reconstruction Project ǀ T18.112541 Page 2 the range of 45-65, while streets with an OCI in the range of 35-45 usually require a full depth reclamation. When the OCI reaches a range of 0-35 or when a need for utility repair is determined, the street usually requires full reconstruction. A neighborhood meeting was held on October 19, 2016. The purpose of the meeting was to inform the property owners located within the project area of the improvements being considered, to gather input from the impacted residents, and to answer any questions that the property owners had. Successful projects incorporate a very proactive public process in order to provide information and awareness of the project, as well as to provide comments on potential design options. To facilitate this public input a project questionnaire has been developed, informational pamphlets were distributed (explaining typical infrastructure projects and detailing the MN Statue 429 Assessment Process), and a project website is available with up-to-date project information. Copies of the completed questionnaires already returned to the City can be found in Appendix D. III.FULL STREET RECONSTRUCTION AREA Albany Avenue, Cates Street, CJ Circle, Five Hawks Avenue Existing Conditions The following are local residential roads in Prior Lake serving residential single family homes, townhomes, and duplexes with direct access and have been determined to require complete street and utility reconstruction: ·Albany Avenue – between Cates Street and Pleasant Street ·Cates Street – between Park Avenue and Albany Avenue ·CJ Circle – between Cates Street and northern end ·Five Hawks Avenue –between Cates Street and southern end The streets within the reconstruct project area are all bituminous surfaced with low bituminous curb except on Cates Street between CJ Circle and the east end which has concrete curb and gutter. The following table shows the existing street widths and approximate right-of-way widths. There are no sidewalks or trails along the roadway but a trail exists at the southern end of Five Hawks Avenue. There are 4 existing street lights located at mid-block of Albany Avenue and at the intersections of Cates Street and CJ Circle, Cates Street and Albany Avenue, Cates Street and Park Avenue. There is no cul-de-sac or turnaround at the end of Five Hawks Avenue. City records show the roadway, water main, sanitary sewer, and storm sewer were constructed in the early 1970’s. The OCI of the pavement for this area is 23, making the area a candidate for reconstruction. The Prepared by: Bolton & Menk, Inc.FULL STREET RECONSTRUCTION AREA 2017 Street Reconstruction Project ǀ T18.112541 Page 3 bituminous pavement within the study area exhibits wear and distress due to traffic loading as well as typical weathering effects experienced with aged asphalt pavement. Significant roadway patching is visible and the existing pavement contains large transverse cracking (cracks running perpendicular across the roadway) and significant alligator- type cracking. Alligator cracking in pavement is an indicator of potential subgrade problems. Soil borings were completed in the area by Northern Technologies to determine the existing roadway section and the report is included in Appendix E. The existing bituminous pavement thickness ranges from 2.0 to 5.5 inches with a gravel aggregate base thickness range of 1.5 to 12.0 inches. Existing subgrade soils found beneath the aggregate base consist of a clayey sand and silty sand fill material. There is an existing 8-inch diameter ductile iron pipe (DIP) water main which runs the entire length of Cates Street with 6-inch diameter DIP water main on Albany Avenue, Five Hawks Avenue and CJ Circle. Service lines to lots within the project area are anticipated to be 1-inch, 1.5-inch, and 4- inch diameter. There is an existing 24-inch reinforced concrete pipe (RCP) sanitary sewer main which flows from east to west along Cates Street. This main receives flow from existing 8-inch vitrified clay pipe (VCP) mains located on Five Hawks Avenue, CJ Circle, and Albany Avenue. The existing condition of the sanitary sewer system was documented by televising of the sewer main. The televising revealed the presence of sags and cracks in the 8-inch pipes. Pipe cracks can lead to pipe collapse and groundwater infiltration. The groundwater infiltration adds to the volume of wastewater being treated. Both pipe cracks and sags can lead to sewage backup. The 24-inch truck pipe was determined to be in good condition. Service laterals to the lots within the project area are anticipated to be 4” and 6” VCP. There is an existing storm sewer system on Cates Street consisting of catch basin structures at the intersections of CJ Circle and Albany Avenue. The collected stormwater is piped by RCP to the south at the intersection of Cates Street and CJ Circle which empties into a creek. There is also a catch basin structure located within the intersection of Cates Street and Albany Avenue which outlets into the pond area south of the intersection. Local residents have noted Cates Street experiences flooding during large rain events. Proposed Street Improvements Based on the roadway age, surface deterioration, OCI rating, and sub-soils, the proposed improvement for Albany Avenue, Cates Street, CJ Circle and Five Hawks Avenue is a complete reconstruction of the existing road section. The new roadway is proposed to be constructed with new B618 concrete curb and gutter to improve drainage and support the edge of pavement. B618 concrete curb and gutter is the current City standard curb style. It has better water conveyance properties and is better suited to keep snow plows within the roadway during snow removal operations than surmountable curb styles. Cates Street, CJ Circle, and Five Hawks Avenue are proposed to be constructed at 30’ from back of curb to back of curb. Albany Avenue is proposed to be constructed at 28’ wide. The proposed width would be narrower than the City’s standard residential street width of 32 feet but will closely match the existing widths. The benefits of the narrower street width from the City standard include additional green space or front yard, reduction in impervious area, reduction of assessments to benefiting properties, and reduction of natural resources required for construction of the roadway. Even though the City standard street width is 32 feet, numerous roadways within the City limits are Existing Pavement on Albany Avenue Prepared by: Bolton & Menk, Inc.FULL STREET RECONSTRUCTION AREA 2017 Street Reconstruction Project ǀ T18.112541 Page 4 less than 32 feet wide. In an effort to reduce impervious surface and long term infrastructure replacement costs, the City has begun utilizing narrower street widths where appropriate. In general, street widths of 28’-30’ have been used but the City has also utilized street widths as narrow as 24’ in the past. These streets are usually located in older residential neighborhoods or if they are located within a new residential development, environmental sensitivity necessitated their approval. Due to the narrower width, on street parking on both sides of the street can create a situation that disrupts the free flow of traffic. Vehicles may encounter one another in an area that has cars parked on both sides of the roadway. In those cases, one car must wait while the other car proceeds through the area. For low volume roadways, typically this would not be an issue. As shown in the picture to the left, emergency vehicle travel is not prohibited by a 28’ wide street. If a neighborhood agrees that one side of the roadway should be signed “No Parking”, the neighborhood can petition the City for this signage. Typical 28’ wide street with parking on both sides The new roadway horizontal alignment and vertical profile is expected to remain similar to the existing roadway. There is no turnaround or cul-de-sac at the end of Five Hawks Avenue. Per City Ordinance, dead end roadways in excess of 500’ require a turnaround. Five Hawks Avenue is approximately 300’ long. Although this roadway is less than the required length for construction of a turnaround, it is recommended to construct one so City maintenance vehicles have a place to turn around. Costs for a hammer head style turnaround have been included in the cost estimate. A hammer head is the preferred turnaround style in comparison to a cul-de sac due to the smaller footprint and to minimize impacts to the trees. The street will be reconstructed to a minimum 7-ton design requirement, which holds up to garbage trucks, school buses, and infrequent contractor truck loading. Based on geotechnical recommendations the proposed road section will include: 1.5” Bituminous Wearing Course 2.5” Bituminous Non-Wearing Course 8” Class 5 Aggregate Base 12” Select Granular Borrow Additionally, subsurface drain tile will be installed at the bottom of the street section under the curb line to help ensure the new roadway section will remain free draining. This helps to reduce stress on pavement from freeze thaw action. During construction if areas of poorer soil conditions than what the soil borings have shown are discovered, additional subgrade excavation and replacement material will be required. The east end of Cates Street is a dead end with no turnaround and no driveways. During final design, the team will look into removing this portion of street and restoring the area with turf. This end of Cates Street and other parts of the street have reports of street flooding due to the nearby pond on the south side of the roadway. Raising of the roadway will be analyzed during final design to determine if any street flooding can be minimized or improved. The removed portion of Cates Street to the east of Albany Ave may be a good area to construct a feature to mitigate the flooding of the street and adjacent properties. Overflow parking for Charlie’s On Prior was looked at during the preliminary design process. During the summer peak season, the limited parking on site has led to vehicles parking on the Prepared by: Bolton & Menk, Inc.FULL STREET RECONSTRUCTION AREA 2017 Street Reconstruction Project ǀ T18.112541 Page 5 surrounding neighborhood streets, including the Albany/Cates neighborhood. The narrow right-of- way does not provide enough room to widen the streets for dedicated on street parking. The proposed street width is wide enough to allow for parking on both sides of the street while maintaining one drive lane. No improvements to provide additional parking beyond what currently exists for on street parking is proposed at this time. All driveways will be replaced with new in kind material within the City Right-of-Way, from the new back of curb to edge of Right-of-Way. All disturbed boulevard areas will be restored with 5.0- inches of topsoil and new sod. According to the sidewalk and trails gap analysis performed by the City, no gaps are present in the project area, and therefore no sidewalk or trail is proposed to be added to any of these streets. Proposed Sanitary Sewer Improvements Based on the sewer pipe age, material type, and televising results, the proposed improvement for the existing sanitary sewer is full replacement of the existing 8-inch VCP with new 8-inch polyvinyl chloride (PVC) pipe. Sanitary sewer manholes on the 8-inch line are proposed for replacement with new precast concrete structures and new castings that meet City standards. The existing manholes on the RCP main will stay in place but will get new rings and castings. The front yard sewer on Cates Street between CJ Circle and Albany Avenue will be removed or abandoned. The services to this main will then be connected to the existing 24” RCP main on Cates Street. All sewer services are proposed for replacement from the new main to the property line (City Right-of-Way) with new PVC wyes and PVC pipe. Where services connect to the existing RCP, the services will be replaced with new PVC pipe from the existing main to the property line (City Right-of-Way. Proposed Watermain Improvements Based on the watermain pipe age, corrosive soils and break history, the proposed improvement for the existing watermain is full replacement with new 8-inch PVC pipe. All hydrants, valves, and fittings will also be replaced along with the mainline pipe. All water service lines to individual residences are proposed for replacement from the new main to the property line (City Right-of-Way) with new 1-inch copper lines and curb stop and box or 4-inch PVC pipe with a 4-inch gate valve and box. Proposed Storm Sewer Improvements The existing catch basins are recommended to be removed and replaced with new catch basins meeting current City standards. The existing storm sewer pipe network will be analyzed based on hydraulic performance and structural condition during final design. For the purposes of this report, the storm sewer system within the roadway is anticipated to be replaced due to its proximity to the sanitary sewer and water mains that will be replaced. Additionally, stormwater quality improvements will be analyzed to help remove sediments and pollutant loads to the downstream system. See Figure 3 in Appendix A for the existing sanitary sewer, watermain and storm sewer utilities. Prepared by: Bolton & Menk, Inc.FULL DEPTH RECLAMATION AREA 2017 Street Reconstruction Project ǀ T18.112541 Page 6 IV.FULL DEPTH RECLAMATION AREA Park Avenue Existing Conditions Park Avenue, between Pleasant Street and Green Heights Trail, is a local residential road in Prior Lake serving residential single family homes and multiple family homes with direct access and has been determined to require a pavement rehabilitation. Park Avenue exists as an approximately 26-foot wide bituminous roadway with mountable concrete curb and gutter on both sides. The roadway width is measured from back of curb to back of curb. There are no sidewalks or trails in place along Park Avenue and Right-of-Way encroachments are found within the boulevard on both sides of the street. There is one existing street light located at the south end at the curve. City records show the roadway, water main, sanitary sewer, and storm sewer were constructed in 1985. The OCI for Park Avenue is 24, making it a candidate for a full reconstruction. Due to the presence of concrete curb and gutter as well as the age and condition of the existing utilities, it was determined this area would receive a pavement rehabilitation method of reclamation. The bituminous pavement within the study area is beginning to exhibit wear and distress due to traffic loading as well as typical weathering effects experienced with aging asphalt pavement. The existing pavement contains large transverse cracking (cracks running perpendicular across the roadway), localized random cracking around existing manhole structures, and visible edge cracking typically located within 12 to 18-inches of the gutter edge. Soil borings were completed in the area by Northern Technologies to determine the existing roadway section and the report is included in Appendix E. The existing bituminous pavement thickness ranges from 5.5 to 8.0 inches with a gravel aggregate base thickness range of 2.0 to 7.0 inches. Existing subgrade soils found beneath the aggregate base consist of a clayey sand and silty sand fill material. There is an existing 16-inch diameter DIP water main which runs the entire length of Park Avenue. Service lines to individual homes within the project area are anticipated to be 1-inch diameter copper pipe. There is an existing 27-inch and 30-inch RCP sanitary sewer main which runs the entire length of Park Avenue starting upstream at the manhole at Green Heights Trail and ending downstream at the manhole at Pleasant Street. The existing condition of the sanitary sewer system was documented by videotaping of the sewer main and televising revealed the presence of no existing physical defects. Service lines to individual homes within the project area are anticipated to be 4-inch diameter PVC pipe. No existing storm sewer is located on Park Avenue. Proposed Street Improvements Based on the roadway age, surface deterioration, OCI rating, and assumed sub-soils, the proposed improvement for Park Avenue is a full depth reclamation of the existing road section. The existing pavement thickness and underlying aggregate base is proposed to be ground up (reclaimed) to a depth of about 8 inches. The process effectively removes all existing cracking in the pavement and improves the upper portions of the aggregate base by combining the existing aggregate base and bituminous pavement into a new aggregate base. After grinding and blending these layers, the resultant material is then salvaged and stockpiled. The street is then excavated to the depth needed for the full pavement section. Once the street subgrade is prepared, the salvaged reclaimed material is hauled back and placed as aggregate base. The proposed street will match the existing concrete curb and gutter, making the horizontal and vertical alignments of the roadway the same as the existing roadway. Spot curb and gutter repairs will be completed where required. The proposed road section will include: 1.5” Bituminous Wearing Course 2.5” Bituminous Non-Wearing Course 8” Compacted Reclaim Material Proposed Sanitary Sewer Improvements Based on the sewer pipe age, material type, and televising results, it was determined no replacement is necessary for the existing sanitary sewer along Park Avenue as part of the proposed project. Any leaking pipe connections to manholes will be sealed as part of the proposed project. All existing sanitary sewer manholes castings are proposed for replacement with new concrete adjustments rings and new castings that meet current City standards. No improvements are proposed for the existing sewer services based on no proposed improvements to the existing sewer main line. Proposed Watermain Improvements Based on the watermain pipe age, material type, and lack of break history, it was determined no mainline replacement is necessary for the existing watermain along Park Avenue. All existing hydrants and valves will be replaced as part of the project. No improvements are proposed for the existing water services based on no proposed watermain replacement. Proposed Storm Sewer Improvements There is no existing storm sewer therefore no improvements are proposed. The drainage issue at the northeast corner of Park Avenue and Cates Street is proposed to be addressed with a concrete valley gutter across the intersection since no storm sewer exists close to this intersection. See Figure 3 in Appendix A for the existing sanitary sewer, watermain and storm sewer utilities. V.DRIVEWAY RECONSTRUCTION PROGRAM Starting in 2008, the City introduced a Driveway Reconstruction Program as part of reconstruction projects. Residents within the reconstruction project area could reconstruct their driveway using the City’s Contractor. The driveway work was bid through the large City contract allowing for the potential of reduced pricing on the driveway work. Residents were required to pay the costs up front prior to construction based on the calculation and letter from the City’s Engineering Department. In 2013, the City revised the program in order to streamline the process. Private driveway bid items were still included in the project bids but estimates and payments for the private driveway was between the property owner and contractor. The City was not involved in the transaction except for auditing of the contractor’s quotes when requested by the property owner. This program in the revised form is proposed to be continued for the 2017 Improvement Project. While the driveway program is a good service for property owners, it introduces the city into private property improvements. This results in additional city staff time and involvement. The replacement of existing street lights and the addition of new street lights, especially at intersections has been standard practice on past improvements projects within the City and is expected to be incorporated into this project as well. The actual number and location of the new proposed street lights will be determined during final design. For the purposes of this report, street light costs for both the reconstruction and reclamation areas have been estimated based upon the addition of street lights at the roadway intersections only. This appeared to be the preference of the property owners as shown in the project questionnaires. VII.ESTIMATED COST/FINANCING Assessments are proposed for the benefited properties per the City’s Assessment Policy for Public and Development-Initiated Improvements. The proposed assessments are broken down into two different areas as shown on Figure 4 – Cates-Albany-Park-CJ-Five Hawks Assessment Map found in Appendix C. For all proposed full street reconstruction and street rehabilitation areas, all identified properties are proposed to be assessed at a calculated unit assessment rate of 40% of the total street and storm sewer project costs for that area. The property tax levy will be used to finance the costs of the remaining 60% of the street and storm sewer project costs. The project costs for the sanitary sewer and water main improvements are considered general maintenance and supported by utility fees under the City sewer and water utilities funds and will not be assessed. The proposed project assessments and funding summary are based on preliminary estimated project costs. These costs may be revised at the time of the final assessment hearing depending on final design of the project, required easements and/or right-of-way, soil conditions, bids received, and actual work performed. The unit assessment rates are proposed to be assessed over a 10-year period at a rate equal to 2.0% higher than the net interest cost of the bonds to be sold for the project. For this estimate, the interest rate is assumed to be 4.0% based upon the previous 2 years of bond sales. The estimated project cost to complete the improvements proposed herein are presented below. These costs include estimated construction costs, a 10% contingency, and 20% project support cost: financial (2.5%), legal (2.5%), administrative (5%), and engineering (10%). Nill, P.E. 2035 County Road D East Maplewood, MN 55109-5314 Subject : Geotechnical Exploration and Engineering Review City of Prior Lake – 2017 Street Rehabilitation Prior Lake, Minnesota NTI Project No. 16.61746.100 In accordance with your request and subsequent authorization, Northern LLC. (NTI) conducted a Geotechnical Exploration for the above referenced project. Our services included advancement of exploration borings and preparation of an engineering report with recommendations developed from our geotechnical services. Our work was performed in general accordance with our proposal dated September 8, 2016. Soil samples obtained at the site will be held for 60 days at which time they will be discarded. Please advise us in writing if you wish to have us retain them for a longer period. Y ou will be assessed an additional fee if soil samples are retained beyond 60 days. PROJECT AND SITE DESCRIPTION The proposed project consists of improvements to a number of different streets within the City of Prior Lake, Minnesota. The proposed roadways include Albany Avenue, Cate Street, CJ Circle, Five Hawks Avenue, Park Avenue, Balsam Street, Sunrise Avenue, Sunrise Circle, Spruce Trail, Sycamore Trail and Franklin Avenue from CSAH 21 to TH13. City of Prior Lake–Street Rehabilitation Prior Lake, Minnesota NTI Project No. 16.61746.100 Page 2 of 7 SCOPE OF SERVICES Explore the project subsurface by means of 28 standard penetration test (SPT) borings extending to depths ranging from 5 and 15 feet below existing grade, and conduct laboratory test(s) on representative samples for characterizing the index and engineering properties of the soils at the project site. The scope of services also included determining existing subsurface conditions, and providing recommendations for site preparation, excavations, engineered fill and compaction, groundwater management and potential difficulties during construction. SUBSURFACE EXPLORATION SUMMARY Northern LLC. (NTI) performed the subsurface exploration program between Oct ober 25 and 31, 2016 with a two-person crew using an ATV -mounted CME -750 drill rig . Samples were generally collected in accordance with ASTM D 1586 “Standard Test Method for Standard Penetration Testing (SPT) and Split - Barrel Sampling of Soils.” The boring locations, depths, and elevations were determined and staked in the field by a representative of the client . Please refer to the Boring Location Diagram and the Boring Logs in Appendix C. Table 1 summarizes the encountered subsurface conditions at the boring locations. They may not reflect variations in subsurface strata occurring on site between boring locations. The general geologic origin of retained soil samples is listed on the boring logs. 2. Apparent aggregate base thickness, at time of our fieldwork, by visual inspection only and is not meant to confer conformance with DOT specifications. GROUNDWATER AND GROUNDWATER CONTROL The drill crew observed the borings for groundwater (if any) during and at the completion of drilling activities. Groundwater was observed at depths ranging between 7 ½ feet and 12 feet in seven of the borings. NTI did not observe groundwater in the remaining borings at the time of our field exploration. However, the on-site clay and silt laden soils along with the underlying apparent bedrock have the potential to be somewhat impervious and conducive to the development of zones of perc hed water at varying elevations and locations across the project site. Overall, the site soils are conducive to movement of groundwater both laterally and vertically. The moisture content of such soils can vary annually and per recent precipitation. Such soils and other regional dependent conditions may produce groundwater entry of project excavations. City of Prior Lake–Street Rehabilitation Prior Lake, Minnesota NTI Project No. 16.61746.100 Page 4 of 7 LABORATORY TEST PROG RAM Our analysis and recommendations within this report are based upon our interpretation of the standard penetration test resistance determined while sampling soils, laboratory test results and experience with similar soils from other sites near the project. The results of such tests are summarized on the boring log or laboratory test reports. UTILITIES Utility trenches should be backfilled in 6-inch maximum depth loose lifts. It is especially important that you compact trench backfill of underground utilities to minimize future settlement of green space, walkways, and pavement areas. Please refer to Appendix B for compact ion specifications. The stability of embankments along utility excavations is dependent on soil strength, site geometry, moisture content, and any surcharge load for excavated soils and equipment. Cautionary comment on excavation stability is provided within other report sections. Groundwater will likely be encountered in some of the utility trenches, in particular the wate r and sanitary sewers. Groundwater encountered in trenches within sandy lean clay soils can typically be controlled through the use of sump pits and pumps, although there may be significant discharge from sand seams. Excavations within a foot or two of the groundwater surface in clayey sands may also be controlled through sump pits and pumps, deeper excavations will likely require dewatering ahead of the excavation. Contract provisions should be made for dewatering in the event that heavier groundwater flow conditions are encountered. We herein note that the Contractor is solely responsible for assessing the stability of and executing underground utility and project excavations using safe methods. Contractor is also responsible for naming the “competent individual” as per Subpart P of 29 CFR 1926.6 (Federal Register - OSHA). PAVEMENT SUBGRADE R-VALUE RECOMMENDATIONS The performance of stabilometer or similar tests, were beyond the scope of this report; however, they may be performed, upon request, for an additional fee. Based on the encountered soil conditions, we estimate that a properly prepared subgrade would have an average stabilometer R -value of 20 for the predominantly sandy clay soil conditions encountered at the boring locations, and an R -value of 30 for the silty sand soil conditions. City of Prior Lake–Street Rehabilitation Prior Lake, Minnesota NTI Project No. 16.61746.100 Page 5 of 7 PAVEMENT THICKNESS RECOMMENDATIONS We assume project traffic will be separated into two distinct classes; State Aid Highway (Franklin Trail) and Residential feeder streets. It is our understanding that the current year Average Annual Daily Traffic (AADT) count for Franklin Trail is 4600. For a 20 year performance life, this would correspond to approximately 1.1 million 18-kip Equivalent Single Axle Loads (ESALS), assuming a standard metro area traffic distribution and MnDOT’s standard load factors. The remaining residential streets are assumed to have 500 or less AADT, resulting in minimum pavement sections. Our pavement recommendations are predicated on separation of this traffic. The resulting subgrade following site grading should first be scarified and re-compacted to a depth of 12 inc hes. A proof roll test should then be performed to determine soft or unstable subgrade areas. If rutting or localized unstable subgrade areas are observed, those areas should be subcut, moisture - conditioned, and re-compacted or removed to a stable depth. Excavations for soil corrections (if any) in paved areas should allow for a 2 foot oversize beyond the edges of the pavement. The proof roll should be performed with a tandem axle dump truck loaded to gross capacity (at least 20 tons). Acceptance criteria of the proof roll shall be limited to rut formation no more than one inch (1”) depth (front or rear axles) and no pumping (rolling) observed during the visual inspection. Proof roll tests should be observed by an experienced technician or geotechnical engineer prior to placement of the aggregate base course to verify the subgrade will provide adequate pavement support. If fill is required in paved areas, we recommend that it consist of soils similar in composition to the existing subgrade soils. Individual lifts of engineered fill in proposed paved areas should be tempered for moisture content, placed and compacted as listed in the Compaction Guidelines table in Appendix B. Lack of surface and subsurface drainage will significantly reduce the capacity and longevity of the pavement systems indicated above. We recommend pavements receive annual maintenance, as a minimum, to correct damages to the pavement structure, clea n and infill cracks which develop, and repair or resurface areas which exhibit reduced subgrade performance. The lack of maintenance can lead to moisture infiltration of the pavement structure and softening of the subgrade soils. This, in turn, can degrade the performance of the pavement system and result in poorly performing pavements with shortened life expectancy. We then classified the soils according using the Unified Soil Classification System (ASTM D2488). A chart describing this classification system and general notes explaining soil sampling procedures are presented within appendices attachments. The stratification depth lines between soil types on the logs are estimated based on the available data. In-situ, the transition between type(s) may be distinct or gradual in either the horizontal or vertical directions. The soil conditions have been established at our specific boring locations only. Variations in the soil stratigraphy may occur between and around the borings, with the nature and extent of such change not readily evident until exposed by excavation. These variations must be properly assessed when utilizing information presented on the boring logs. We request that you, your design team or contractors contact NTI immediately if local conditions differ from those assumed by this report, as we would need to review how such changes impact our recommendations. Such contact would also allow us to revise our recommendations as necessary to account for the changed site conditions. FIELD EXPLORATION PROCEDURES Soil Sampling – Standard Penetration Boring: Soil sampling was performed according to the procedures described by ASTM D -1586. Using this procedure, a 2 inch O.D. split barrel sampler is driven into the soil by a 140 pound weight falling 30 inches. After an initial set of six inches, the number of blows required to drive the sampler an additional 12 inches is recorded (known as the penetration resistance (i.e. “N-value”) of the soil at the point of sampling. The N -value is an index of the relative density of cohesionless soils and an approximation of the consistency of cohesive soils. Soil Sampling – Power Auger Boring: The boring(s) was/were advanced with a 6 inch nominal diameter continuous flight auger. As a result, samples recovered from the boring are disturbed, and our determination of the depth, extend of various stratum and layers, and relative density or consistency of the soils is approximate. Soil Classification: Soil samples were visually and manually classified in general conformance with ASTM D -2488 as they were removed from the sampler(s). Representative fractions of soil samples were then sealed within respective containers and returned to the laboratory for further examination and verification of the field classification. In addition, select samples were submitted for laboratory tests.
