for parking on both sides •Pleasant Street, Park Avenue, and Green Heights Trail appear to serve as neighborhood throughway •If a wider roadway is desired, recommend project is changed from a reclamation to a reconstruction project •Reconstruction project increases project costs from $192,530 to $334,000 (+$141,470) Council Directives Park Avenue –Pavement Section •Proposed pavement section meets a 7-ton design roadway which is typical for a local street •If a higher factor of safety is desired, recommend increasing gravel section from 8” to 12”. Estimated project cost increase of $15,480 •If a sand section is desired, recommend project is changed from a reclamation to a reconstruction project Council Directives Park Avenue –Storm Sewer •No storm sewer exists on Park Avenue •Only drainage issue the City is aware of is at the intersection of Park Ave and Cates St •Drainage issue can be fixed without storm sewer •Based on drainage area, storm sewer should be added to the street •Storm Sewer is feasible from 2 locations •Extend from Five Hawks Ave ($60,430) •Extend from Dutch Ave –reclaim project ($76,620) •Extend from Dutch Ave –reconstruction project ($50,000) Council Directives Park Avenue –Storm Sewer Options Council Directives Park Avenue Recommendations •If Project Remains a Reclamation Project: •Keep existing width •Keep pavement section as proposed (8” gravel) •Do not extend storm sewer •If Project Changes to a Reconstruction Project: •Delay construction until 2018 •Further evaluate street width, pavement section, and storm sewer needs •Less impacts to the neighborhoods with construction of Park Avenue and Green Heights Trail during the same year Next Steps •City Council Initial Questions •Open Public Hearing •End Public Testimony •Answer Questions from the Pubic Hearing •City Council Discussion •Consider Approval of a Resolution Ordering the Project with Direction on Specific Elements of the Project City Council Direction Needed •Direction on the Addition of Sidewalk and Trails •Direction on Turnaround for Five Hawks Avenue •Direction on Park Avenue Storm Sewer •Direction on Park Avenue Street Width and Inclusion in 2017 Project as a Reclamation Project •Other Direction Based on Public Testimony Questions/Comments
