Introductions (Committee Attendees: Bruce Loney, Jake Theisen, Kate Miner, Larry Poppler, Mark Elliott, Nick Monserud, Patrick Heaney, Rick Steinhaus, Steve Paney) 2. Old Business None 3. New Business • Crosswalk Presentation Bruce Loney presented Pedestrian Crossings: Uncontrolled Locations by Minnesota Local Road Research Board. The presentation went over different methods for pedestrian crossings and evaluating a potential site for a pedestrian crossing. • Dawn Schulberg, Premiere Dance Studio, Traffic Safety Issues Dawn presented issues they are having with children crossing at the crosswalk on Colorado St. in front of Premiere Dance Studio. They are having a number of close calls. She presented photos of visibility issues and close calls. The Engineering Department discussed traffic counts and speed data collected. TSAC Resolution: Provide no parking signage on both sides of Colorado St. around the crosswalk. Also, install loading zone only signage in the loading zone in front of the dance studio. The problem is visibility. Discourage parents picking up kids from idling along the street. Work with Xcel to convert existing street light to an LED light and focus it on the crosswalk. • Arcadia Ave. & Colorado St. – Crosswalk and Stop Sign Marcia Diers presented her concerns with no crosswalk at Colorado St and Arcadia St. She also requested a stop sign at Arcadia and Colorado. TSAC Resolution: Study the intersection area and apply the MnDOT and FHWA flow chart criteria to determine if a crosswalk is justified. TSAC does not recommend a stop sign at Arcadia and Colorado since there is a concern for stacking traffic back to CSAH 21. • City Hall: Paint Curb yellow and add one “No Parking” sign G\Streets-Transportation\Traffic Safety Committee\2017 Concerns were brought up regarding the crosswalk at the corner of Dakota St. and Arcadia St. Visibility is reduced for the pedestrians when cars park along the curb in front of City Hall. TSAC Resolution: Paint the curb yellow between the parking spots in front of City Hall and west to the parking lot entrance. Also, provide a no parking sign. • City Project Updates:  TH 13 Overlay  TH 13 & CSAH 21 Intersection  TH 13 & CSAH 42  Additional future projects: TRN17-000002, TRN17-000004; TRN17- 000003, TRN17-000005 I. Cates St. Area (Albany Ave, Cates St., CJ Circle, Five Hawks Ave) II. Franklin Trail III. Sycamore Trail IV. Balsam St. Area (Balsam St., Sunrise Ave., Spruce Trail, Spruce Court) Current City projects were reviewed and status updates were given. • New Developments Larry and Nick went over developments currently under review within the City. Meeting Adjourned Item 4 will be discussed at the next TSAC meeting. 4. Additional Traffic Safety Announcements or Issues (2017 Goals) • Review Crosswalk Policy Manual • Review progress of TSAC Manual Update • Increase TSAC education updates to website • Increase sponsorship of Traffic Control Devices 5.
