Attending: Pat Dougherty, Janine Alcorn, Liz Hiele, Woody Spitzmueller, PD Chief Mark Elliott., FD

Absent: Betsy Jader, Gina Gertner, Linda Ringstad
Meeting called to order at 4:15 pm by Pat. Initially the committee did not have a quorum of members in
attendance however Janine Alcorn did arrive shortly after the meeting was convened which did assure a
quorum of members attending.
3. Approval of meeting Agenda: Motion to approve by Janine, 2nd by Woody; approval unanimous.

6. Old Business:
Chief Elliott advised the group that a number of leaders from the Prior Lake Savage School District (ISD
719) will attend the March 9, 2017 CSAC meeting. Those attending will include the district
superintendent and principals from the high school and middle schools, the discussion will be focused on
issues related to safety in the school district. This may include topics that impact student and staff
activities. There was a discussion of potential committee questions for the district staff.
7. New Business
Chief Elliott and the committee welcomed the council liaison assigned to CSAC Kevin Burkhart who was
in attendance. Councilor Burkhart indicated he would like to see a committee initiative relating to safety
of youth on the water. His idea is related to use of Personnel Flotation Devices (PFD). He suggested
creating a poster to be displayed at the boat launch ramps with message the “Kids Don’t Float.” Kevin
stated that he would provide PFDs for boaters to ‘borrow’ at the launch site to ensure that all youth on the
lake are safely wearing life jackets. The MN state law is all youth younger than 10 years of age wear a
PFD at ALL TIMES while boating on MN lakes. State law further requires a PFD be readily accessible on
the boat for all persons. The committee discussion was tabled to be continued at later meetings.
Chief Elliott stated CSAC provided the members with updated version of the CSAC goals for discussion
and update.
The draft Prom Letter was discussed. Committee members were asked to comment by email before the
March meeting at which the letter will be finalized. It will be sent to students when approved. The letter is
intended to reinforce a positive experience at Prom.
8. Other Business
Chief Elliott mentioned that Prior Lake will host the Vikings Winterfest on February 16 – 18; Weather
permitting there will be ice fishing and a concert on the lake at Charlies on Saturday. Also Vikings
players and staff will visit the VFW on Thursday (16 Feb) and Hooligans/Lakers on Friday.
The annual Polar Plunge is planned on Saturday, 18 Feb at Sand Point Beach on Prior Lake.
