I realize that thlS is a very busy schedule, however, there is a lot of work that needs to be completed in order to continue on certain deadlines. MONDAY, JUNE 17, Joint PAC and City Council picnic and park tour. There will be a picnic at Memorial Park @ 5:00 P.M. This will be followed by a park tour and then back to City Hall for the Council meeting at 7:30. The Trail Feasibility report will be presented to the Council for the first time. This will be referred back to the PAC for their recommendations to be brought back to the Council at their meeting on July 1st. I WOULD LIKE TO HAVE ALL OF THE MEMBERS AT THIS MEETING BECAUSE OF THE JOINT TOUR! If we don't have a quorum, then it will be just a city Council tour. WEDNESDAY, JUNE 19 PAC meeting to make recommendations based on the feasibility report. This meeting is very important as it will establish the work plan for construction this year! WE NEED EVERYONE'S INPUT! THIS IS WHAT WE HAVE BEEN WORKING SO HARD ON! SATURDAY, JUNE 22 First "MEET-IN-THE-PARK". Please see attached flyer for locations and times. SATURDAY, JUNE 29 Second "MEET-IN-THE-PARK". Check the flyer for the locations and times. While I realize that this is an aggressive schedule, we really do need everyone to participate fully. (612) 447-4230 / Fax (612) 447-4245 The meeting on Wednesday, June 19, is critical because we will be establishing the work plan for this year for trail construction. the feasibility report is broken down well enough so that we will be able to separate out segments of the trail for construction. BUT-we have to bring our recommendation back to the Council on July 1 so that we can bid the construction for 1991! So your attendance is very necessary at this meeting. For the joint Park Tour this Monday, June 17, it would be extremely embarrassing to have a joint meeting and not have the PAC there. This is an opportunity to share our ideas with the City Council and generate support for our park system. As I mentioned previously, if we can't get a quorum for the tour, then it will become just a Council tour and a tremendous opportunity will have been lost. So there you have it! I really appreciate all of your hard work to date but some very exciting times lie ahead! We need you now more than ever before because now we start getting into what we are all about---CREATING A PARK SYSTEM FOR THE CITY OF PRIOR LAKE! AGENDA NUMBER: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: DISCUSSION: HERITAGE 1891 COMMUNITY 1991 1m:;v~ ,1 ' 2Q!)1 9 BILL MANGAN, PARKS AND RECREATION DIRECTOR CONSIDER FEASIBILITY STUDY FOR TRAILS JUNE 17, 1991 The Feasibility Study for Trails was initiated by the Parks Advisorr Committee to determine the cost and feasibllity of an asphalt trail within Lakefront Park and connectin~ C.R. 44 south to Highway 13 via Franklin Trall. The Parks Advisory Committee has been meeting for three months in order to plan for prioritized park improvements. The first priority of the Parks Advisory Committee (PAC) was to begin the trail segment connecting the high school to Highway 13 along C.R. 44. When staff found out that C.R. 44 was scheduled for reconstruction in 1993, the PAC then decided to wait on that segment until the road was reconstructed. The PAC then recommended a feasibilitr study for trails in Lakefront Park for thlS year including a trail from C.R. 44 south to Highway 13. The Engineering plans and drawings were done "in house" to maximize dollars. The City Council authorized a feasibility study to be completed by staff and returned to the Council in June. Engineering staff has completed the feasibilitr study and it is attached to this report. Hlghlights of the study include: 1. Trail construction, a bridge, and trail lighting costs of $351,000 for Lakefront Park. 2. Trail construction costs of $96,000 for Franklin Trail from Highway 13 south to Highway 13. HERITAGE 1891 COMMUNITY 1991 18J:50A ~ 2Q91 PRELIMINARY REPORT AND ESTIMATE OF COST FOR THE CITY OF PRIOR LAKE PUBLIC IMPROVEMENT PROJECT NO. 91-14 BIKEWAY, BRIDGE, LIGHTING AND APPURTENANT WORK JUNE 17, 1991 I. TYPE OF WORK The general nature of the improvement project is for the installation of bituminous surfacing for trails in Lakefront Park and along Franklin Trail from Trunk Highway 13 (South Terminus) to Trunk Highway 13 (North Terminus). Included in this feasibility study is the installation of a pedestrian bridge over the pond in Lakefront Park and lighting of a portlon of the trail system in Lakefront Park and appurtenant work such as landscaping, restoration, and drainage pipe. II. LOCATION OF THE PROJECT The project area is located in the Southerly half of Section 35, Township 115 North, Range 22 West and Northerly half of Section 2, Township 114 North, Range 22 West, Scott County, Minnesota for the Lakefront Park trail system improvements. The trail s~stem improvements along Franklin Trail (CSAH 39) is located ln the Easterly half of Section 2 and the Westerly half of Section 1, Township 114 North, Range 22 West, and in the Southwesterly quarter of Section 36, Township 115 North, Range 22 West, Scott County, Minnesota. III. DESCRIPTION OF PROJECT The improvement will construct a trail system within Lakefront Park and connect the trail to CSAH 21 near the downtown area. This improvement project will also construct an asphalt trail along Franklin Trail from Trunk Highway 13 by the EZ Stop Stores to the intersection of Trunk Highway 13 by the Metropolitan Federal Bank building. The Lakefront Park trail system improvements include: aggregate base, bituminous surfacing, excavation, clearing and grubbing, restoration, a bridge over the pond, and lighting of the interior looped trail within the park. The Franklin Trail system improvements include: excavation, aggregate base, bituminous surfacing, landscaping, retaining walls and restoration work. Cost estimates were based on the trail being located on the east side of Franklin Trail. The actual location of the trail either east or west side of Franklin Trail will be determined in the design phase, if the project is approved. excavation and the remaining IV: LENGTH OF PROJECT This proposed project consists of approximately 11,000 lineal feet and 6110 lineal feet of bituminous surfaced trail for the Lakefront Park and Franklin Trail areas, res~ectively. Included in the Lakefront Park trail system is a brldge over the pond of approximately 205 lineal feet in span length and a~proximately 3,450 lineal feet of trail which would have llghting installed along the trail. In the proposed 6,110 lineal feet of trail improvement on Franklin Trail, approximately 1070 lineal feet from CSAH 44 north to Trunk Highway 13 has been included in the study. The initial authorization of the feasibility study recommended a trail from CSAH 44 south to Trunk Highway 13. A separate cost has been included for installing a trail from CSAH 44 north to Trunk Highway 13 so as to complete the trail system along Franklin Trail. V. FEASIBILITY From an engineering standpoint, this project is feasible and can be accomplished as proposed and not in conjunction with any other project. VI. The Parks Advisory Committee met on June 19 to review the feasibility report and prepare their recommendation. The Parks Advisory Committee has been meeting for three months in order to plan for prioritized park improvements. (612) 447-4230 / Fax (612) 447-4245 An Equal Opportunity/Affirmative Action Employer The PAC discussed the breakdown of the figures as presented. The discussion focused on getting the greatest length of trails constructed rather than spending money on a bridge or trail lighting. As a result of this discussion, the following motion was passed as the PAC recommendation: THAT THE PARKS ADVISORY COMMITTEE RECOMMEND TO THE CITY COUNCIL OF PRIOR LAKE THAT PLANS AND SPECIFICATIONS BE PREPARED FOR PROJECT 91-14 EXCLUDING TRAIL LIGHTING AND BRIDGE CONSTRUCTION. THIS WOULD BE THE PAVING OF ASPHALT TRAILS FROM C.R. 21 TO LAKE FRONT PARK AND C.R. 39 FROM HIGHWAY 13 SOUTH TO HIGHWAY 13. THE MOTION PASSED 6-0. The Parks Department staff restoration and sodding which enough money to bring the project $150,000 budgeted amount. Staff then met to discuss financing of this project and several items were discussed: would would within do save the 1. How would the City finance the project; 2. What would the construction timeframe be; 3. What can city staff do "in-house" to bring the project within the dollars targeted; After considerable discussion, it is recommended by staff to break the project into two sections-I) Lakefront Park to be done in 1991, and 2) Franklin Trail to be done in 1992. The rational behind this decision is two-fold; First, with the recent budget constraints, staff feels more comfortable spreading the expenditures over two years. The money will come from the General Fund Balance and it would be prudent to be conservative at this time and do the project over two fiscal years, and; Second, Franklin Trail will require a considerable amount of surveying and site preparation work in addition to informational meetings that Staff would recommend conducting. The engineering staff can prepare the plans over the winter rather than rush the project this year and try to beat the frost. .. BUDGET IMPACT: ALTERNATIVES: RECOMMENDATION: ACTION REQUIRED: As a result of this discussion, staff would recommend that plans and specifications be prepared for the Lakefront Park trail segment yet this year and that the Franklin Trail plans and specifications be prepared during the winter months for construction in 1992. Both trail segments would be funded from the General Fund Balance at an estimated cost of $75,000 for each segment. This project in its entirety is be $150,000. The project would of the General Fund with $75,000 1991 and $75,000 allocated Lakefront Park would be completed Franklin Trail (from Highway 13 to would be constructed in 1992. estimated to be funded out allocated for for 1992. in 1991 and Highway 13) The General Fund Balance is currently $1,496,358. This expenditure of $150,000 would leave a balance (without any further adjustments) of $1,346,358 as of December 31, 1992. This balance will still be sufficient to meet our cash flow needs and provide a reserve fund for emergency purposes. Staff will discuss this further at the meeting. The alternatives are as follows: 1. Accept the Parks Advisory Committee recommendation and fund the project over two years as recommended by staff; Advisory Committee do the entire project 2. Accept the Parks recommendation and yet this year; 3. Table the project until an alternative funding source is identified; Staff would recommend Alternative #1, the recommendation of the Parks Committee and staff and proceed with construction in Lakefront Park in Franklin Trail in 1992. accept Advisory the trail 1991 and A motion is in order to direct staff to prepare plans and specifications for Project 91-14, construction of asphalt trails for Lakefront Park and Franklin Trail with the project to be funded from the General Fund with a transfer to the Park Dedication Fund in the amount of $75,000 in 1991 and $75,000 in 1992. E - Dave Unmacht, Manager City Hall 4629 Dakota St SE Prior Lake, MN 55372 RF(;EIVI=D OCT 1: 1991 CITY Of PRIOR l_AKf Gentlemen: This letter is being sent to you in reference to the proposed "Bike/ walking Path" proposed for the east side of Franklin Trail. We just purchased this home in August of this year and surprised when the neighbor came to call explaining the proposal (we did not receive a letter) much to our dismay. We did attend the meeting on October 7 and had some of our questions answered and a good many of them not. Why was this planned for the east side of Franklin Trail when there are many more single family homes on this side of street, all of them with the front yards facing the street, all the fire hydrants are on this side along with the electrical boxes. Childrens safety was an issue that was brought up. If it is to be on east side everyone will have to cross the street to get to the park. is to be an 8 foot wide asphalt path the snowmobilers will use it in winter which I do not consider safe. If we have any accumulation of it will make the path a good spot for kids to play, sliding down the into the street. the If it the snow hills Has there been an alternate route even discussed? What is wrong with the path going along highway 13? As far as traffic goes it is probably safer to walk along 13 than Franklin Trail. Come and sit on a side street some evening and watch the flow of traffic and the speed and safe driving habits they use. We will be attending the next city council meeting and hope you will give us some of your time to address these questions and any others the residents may have.
