MINUTES
FEBRUARY 9, 1998
The Parks Advisory Committee meeting was called to order by Kathy Smith at 6:35 p.m. on Monday, February 9, 1998. Members
present were Thea Fluhrer, Tom Reddinger, Tom Schutz and Pat Heaney. Ron Ceminsky and Bob Rykken were absent. Staff
members present were Paul Hokeness, Director of Parks and Recreation, Chris Esser, Recreation Supervisor and Lisa Newling, Parks
and Recreation Secretary. Pat Heaney left at 7:30 p.m.
The minutes from the Monday, January 12, 1998 meeting were reviewed.
PAT HEANEY MADE A MOTION TO ACCEPT THE MONDAY, JANUARY 12, 1998 MINUTES. THEA FLUHRER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Kathy asked for the Staff Reports.
Paul - Library/Dance Studio. There have been discussions regarding the site which was proposed by the Building Committee.
TOM REDDINGER MADE A MOTION TO ACCEPT THE SITE RECOMMENDED BY THE LIBRARYIDANCE STUDIO
BUILDING COMMITTEE. THE SITE IN FRONT OF CITY HALL ON COUNTY ROAD 21. PAT HEANEY SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
Tom Reddinger questioned why the Mayor was talking to landowners regarding property they want to sell for a possible site for the
new LibraryIDance Studio, when the site was already chosen by the LibraryIDance Studio Building Committee and approved by the
-Downtown Steering Committee.
Kathy Smith stated that the money needs to be spent in a three year period and that the public is anxious for the referendum items to
be completed. It seems that the Mayor is trying to delay our projects by not trusting the committee and all its hard work.
Kops Farm - Paul met with attorney last week. Tom Reddinger suggested that a date be set for reaching an agreement. Ifno
agreement is reached go to next step, which is to condemn the road way through the property. All other committee members agreed
with this suggestion. No date set at this meeting.
Land Search - Paul is working with Scott County regarding site they have with Hennepin Parks. Seems to be going well.
Chris Esser stated that there were 200 people at the Community Sledding Party. Warming House will close on the 16th of February.
Spring Brochure will be in the mailboxes in 2 weeks.

TOM REDDINGER MADE A MOTION TO ADJOURN THE MEETING. TOM SCHUTZ SECONDED THE MOTION. MOTION
CARRIED UNANIMOUSLY.
The meeting was adjourned at 8:15 p.m.
The next meeting will be held on Monday, March 9, 1998 at 6:30 p.m. at the Maintenance Center.

MINUTES
MARCH 9, 1998
6:30 - 7:00 P.M.
The Public Hearing was called to order at 6:40 p.m. on Monday, March 9, 1998 by Parks Advisory Committee
Chair, Ron Ceminsky. Parks Advisory Committee members present were Ron Ceminsky, Thea Fluhrer, Pat
Heaney, Bob Rykken., Tom Schutz, and Kathy Smith. Tom Reddinger was absent. Staff member present were
Paul Hokeness, Director of Parks and Recreation, Chris Esser, Recreation Supervisor and Nancy McGill, Parks
and Recreation Secretary. Public present included Leanne Schutz, Prior Lake American and one resident from
the Lakefront Park area. .
The purpose of this public hearing was to allow the public to voice their concerns and support for the purchase
of 15.75 acres ofland currently owned by John and Meda Kop located adjacent to Lakefront Park on tQt:( west
side of Main Avenue, at the intersection of Main Avenue and TH 13. The City of Prior Lake plans to apply for
grant monies from the State of Minnesota to assist in the purchase of this property and this public hearing is
held to comply with requirements from the D.N.R. for this application. Steps involved in this process include
notification to the local newspaper (Saturday, February 28 and Saturday, March 7, 1998), a Resolution to the
_City Council for approval at the March 16 meeting, and application due to the D.N.R. March 23, 1998. The
:imary focus of the D.N.R. Grant is the preservation of natural and scenic areas in the park area.
Paul Hokeness reviewed the proposed plans for the property which includes a new access road to Lakefront
Park, preservation of scenic areas, development of wetlands and prairies and the preservation of the 1868 farm
house.
One resident attended the public hearing and supported the idea of the city acquiring the property. The resident
also stated that he was in favor of the proposed park access road and the idea of the city preserving and
maintaining the property.
The Public Hearing was closed at 6:52 p.m.
