MINUTES
MARCH 9,1998
The Parks Advisory Committee meeting was called to order by Ron Ceminsky at 6:57 p.m. on Monday, March 9, 1998. Members
present were Ron Ceminsky, Thea Fluhrer, Pat Heaney, Bob Rykken, Tom Schutz, and Kathy Smith. Tom Reddinger was absent.
Staff members present were Paul Hokeness, Director of Parks and Recreation, Chris Esser, Recreation Supervisor and Nancy
McGill, Parks and Recreation Secretary.
The minutes from the Monday, February 9, 1998 meeting were reviewed.
KATHY SMITH MADE A MOTION TO ACCEPT THE MONDAY, FEBRUARY 9, 1998 MINUTES. THEA FLUHRER
SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Ron asked for the Staff Reports.
Playground Equipment. Paul stated that the Mayor has signed the Playground Equipment Contacts. The first shipment is in transit
and installation is scheduled prior to June 1st.
Ron Ceminsky suggested that we update the public as we install playground equipment at the various park locations. Coverage could
be through the Prior Lake American and also the Wavelength.
_Lakefront Park Update - Boundary surveys are currently being done. Jeff Schoenbauer will be staking the trails and including that
:lfonnation on the survey. The bidding process will begin shortly. Frank Wicker is doing our third appraisal on the Kop property per
request from the D.N.R.
At this time Paul informed the Committee that Jim Peterson has been appointed to be the liaison to the Parks Advisory Committee.
The Council has decided to appoint Council Members to each of the Cities advisory committees.
Land Search Update - The Menden Farm (located 1/3 mile off of County Road 82) is also another desirable option and the Menden's
have indicated an interest in selling their property. They have 105 acres of land. The next step would be to have an appraisal done.
DNR Grant - Steps involved in the DNR Grant application were indicated during the Public Hearing held earlier this evening. We
should know what the DNR's decision is by mid-May, 1998.
Fishing Dock/Parking at Heritage Park - Paul asked Committee for their opinions on the parking situation (or lack of) at Heritage
Park. At present, there is little parking in the area and No Parking signs have been posted throughout the area. Paul has received a
few calls from area residents wanting to be able to park close to the fishing dock.
Some discussion followed from the committee. The committees consensus was to leave it the way it is. People are still using the
fishing pier and are finding areas to park. Disabled persons can park nearby and children can walk or ride their bikes. If we remove
any no parking signs at this time, we will be upsetting the neighbors. People can still use Sand Point fishing dock where there is
plenty of parking if they choose.

CARRIED UNANIMOUSLY.
Shady Beach Access - The Shady Beach Access is City property and used as a winter access for fish houses. In December, 1997, a
-motion was made and approved by the City Council to close the access altogether after the 1998 winter season. The mayor has
reopened the issue and was looking for comments from Staff and PAC concerning this access.

PAT HEANEY MADE A MOTION THAT THE P.A.C RECOMMENDS THAT DECISIONS REGARDING SHADY BEACH ACCESS
BE REFERRED TO THE LAKE ADVISORY COMMITTEE AND THE CITY COUNCIL, AND THAT THE PARKS DEPARTMENT
SHOULD CONTINUE TO MAINTAIN THE WINTER ACCESS AT SAND POINT PARK WITH NO MODIFICATIONS TO THE
PARK. BOB RYKKEN SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Chris - 4 Your Parks - Chris explained that this program is in its fourth year sponsored by MRPA and Channel 4 in conjunction with
Earth Day to clean up the neighborhood parks. The date for this is Saturday. April 25. A notice will be in the Prior Lake American.
A flyer will be sent to Channel 4 - they profile cities, supply bags and make up posters for this event.
Tom Schutz suggested that we put signage at the parks indicating the date so the public is made more aware of this.
Soccer Club - Barry Stock, President of the Soccer Club, Paul and Chris met to discuss the plans for Lakefront Park and the relocation
of soccer during this interim period. This period will cover Fall, 1998, Spring and Fall, 1999. Cardinal Ridge and the Ponds will be
alternate locations and will look into possibility of using some fields at the High School, Hidden Oaks and Grainwood.
Tom Schutz was appointed as the PAC liaison to the Soccer Club, and Thea Fluhrer as the alternate.
Spring Programs - Registration for Spring Break activities has been excellent; most all of the activities have filled with waiting lists.
Chris also updated the Committee on the Broomball and Basketball leagues.
Old Business
Tom Schutz asked if all the City of Prior Lake Parks and Recreation signs were up at the parks. Paul indicated that they were except
- for Memorial Park. Tom said that he thought our new signs looked really nice.
Capital Improvement Plan - The Committee reviewed the 1998 Capital Budget. The only change that may occur, according to Paul,
would be to include Raspberry Ridge as a location for new playground equipment.
It was noted that current bidding practices are currently being reviewed by the State to incorporate a statewide system for all cities.
KATHY SMITH MADE A MOTION TO ADJOURN THE MEETING. THEA FLUHRER SECONDED THE MOTION. MOTION
CARRIED UNANIMOUSLY.
The meeting was adjourned at 8:40 p.m.
The next meeting will be held on Monday, April 13, 1998 at 6:30 p.m. at the Prior Lake Maintenance Center.
