1997 PARKS BOND REFERENDUM ITEMS
LAKE FRONT PARK DEVELOPMENT
This park development would coincide with the Lakefront Park Master Plan which was
developed by the community and the Parks Advisory Committee and approved by the City
Council. The plan includes improved access and parking, a large playground, and multi-purpose
building. This building would serve as a warming house, concessions, restrooms, and natural
resources education center. Trails would be expanded and improved. Baseball and Soccer fields
would be upgraded. Also included in the plan are Tennis Courts, Sand Volleyball, Scenic
Overlooks, and the Kop's Historical Farm. The plan also includes the preservation and
management of the natural resources within the park. Copies of the plan are available at the
Library and City Hall. A Community Bandstand/Amphitheater is also included in the plan.
KOP FARM ACQUISITION
Acquisition of the Kop Farm is critical to the ultimate design of Lakefront Park. The Farm
would be maintained as an historical farm which would be programmed by the Parks and
Recreation Department. Potential programming would include Holiday Events, Historical
Education Programs, Heritage Festivals, and Community Events. The property is also necessary
to provide improved access to the park.
COMMUNITY PARK LAND ACQUISITION AND DEVELOPMENT
Approximately 80 - 100 acres of land is necessary to construct the community park. This cost
would include the construction of adult and youth athletic fields. Four adult softball fields, two
combination youth/adult ballfields, two youth baseball fields, one youth/adult baseball field, and
four soccer fields. Athletic fields would include lights and irrigation and the softball and baseball
fields would include fencing. With the development of the adult softball fields at a new
community park the fields at The Pond's would be turned over to the youth program. The
development of this community park would serve the community needs for the next 15-20 years.
This would also relieve the pressure on the neighborhood parks, which are currently being used
for organized games. This park would also include space for a future picnic facility, playground,
and trails.
LmRARY AND RESOURCE CENTER
The Prior Lake Library needs to expand in order to meet the needs of the community. The
current Library building is a retrofitted bank building and does not meet A.D.A. standards
(Americans With Disabilities Act). Also included in the design of this building would be a
dance studio and community room. Prior Lake conducts a very popular dance program at the
Priordale Mall. With uncertainty of the future of the Mall it would be beneficial to construct a
dance studio space. Revenues which are now being used for rent at the Mall could help offset
the operating costs of the Library and Resource Center. Space would also be included in this
facility to conduct community events and meetings. This community space would be jointly
used by the City and the Library.
NEIGHBORHOOD AND COMMUNITY PARK IMPROVEMENTS
Older style playground equipment would be replaced with playground equipment which is
accessible and meets current safety standards. Old ballfield backstops would be replaced and
athletic fields would be improved. Trails would be upgraded and improved. Lights would be
added to The Ponds Park so that the community could get optimum use of this facility. Security
and parking lot lighting would be added for safety and the reduction of vandalism.

SOCCER
Over the past years, Prior Lake Soccer Club participant numbers have continued to increase. As the
community grows and the number of soccer participants increase, there will not be enough fields to
accommodate this growth and some children will unfortunately not be able to play.
Currently the City has no regulation size soccer fields. Should a referendum pass, the small soccer fields
at Lakefront Park would be converted to 3 full size fields. There would also be four full size fields
constructed within a new community park.
LIBRARY
The current library on Main Street in Prior Lake cannot accommodate the present day needs of the
residents in our community. It is also in need of improvements to bring it up to today's standards.
With Prior Lake continuing to grow, it is important that the residents of Prior Lake have a library to use
for a resource center for both youth and adults.
There has been a tremendous amount of growth in the number of participants who
are playing in Adult Softball Leagues in Prior Lake. Currently there is no park land available to
construct new fields to accommodate this additional growth.
As the community grows and the number of participants increase, more fields need to be built or there
will not be enough fields to accommodate this growth. In fact, if no fields are added, some Adult
Leagues may not be able to play in Prior Lake.
Over the past 10 years, P .L.A. Y.' s Baseball and Softball program has increased from 800 to 1,300
participants. During that same time period, the City of Prior Lake has not been able to construct new
fields to accommodate this growth.
Due to the high amount of participants and lack of adequate fields space, some P .L.A. Y games and
practices will have to take place on Fridays and Saturdays this year and possibly Sundays in the future.
As the community grows and the number of participants increased, there will not be enough fields to
accommodate this growth and some children will unfortunately not be able to play.
One way in which to provide for these need would be for the City to offer a
bond referendum to provide for current needs as well as future growth.

OF SPECIAL ELECTION
ON PARK AND LIBRARY REFERENDUM
NOTICE IS HEREBY GIVEN that a special election will be held
in and for the City of Prior Lake, Scott County, Minnesota, on
February 25, 1997, between the hours of seven o'clock a.m. and
eight o'clock p.m., at which time the following question will be
submitted:
"Shall the City of Prior Lake, Minnesota, be authorized to
issue its fully registered general obligation bonds in an
amount not to exceed $7,800,000 to defray the expense of the
acquisition and betterment of a library and resource center
and various parks and recreational facilities for the City:
which may include but is not limited to implementation of
the park improvements contained in the Lakefront Park Master
Plan, acquisition of Kop Farm, construction of a library and
a resource center, and the acquisition, development and
improvement of other neighborhood parks and community parks
and trails?"
The polling places for said election will be the Holy
Trinity Church located at 16150 Arcadia Avenue Southeast for
Precinct No.1, the Minnesota Valley Community Church located at
5995 Timber Trail Southeast for Precinct No.2, the St. Michaels
Church located at 16311 Duluth Avenue Southeast for Precinct No.
3, the Shakopee Mdewakanton Dakota Community Center located at
2330 Sioux Trail Northwest for Precinct No.4, and the Assembly
of God Church located at 6880 Boudin Street Northeast for
Precinct No.5, in the City of Prior Lake, Minnesota, at which
places all of the qualified electors of the City residing within
the Precinct with respect to which the polling place has been
established may cast their ballots.

4. Said election shall be held and conducted in accordance
with the statutes of the State of Minnesota applicable, and the
Council shall meet as required by law for the purpose of
canvassing said election and declaring the results thereof.
The motion for the adoption of the foregoing resolution was
duly seconded by Council member Kedrowski and, after full
discussion thereof and upon a vote being taken thereon, the
following voted in favor thereof: All members present;
and the following voted against the same: None.
Whereupon said resolution was declared duly passed and
adopted on the 21st day of January, 1997.

RESOLUTION OF SUPPORT FOR A PARKS AND LIBRARY
REFERENDUM TO FUND IMPROVEMENTS TO OUR
PARKS AND LIBRARY
WHEREAS the Prior Lake - Savage Area School Board has heard the presentation by
the Prior Lake Parks Advisory Committee and the Friends of the Library on their plans for
improved and expanded parks, athletics, and library facilities; and
WHEREAS these ideas and plans include: implementation of the Lakefront Park
Master Plan, a new library with community meeting space, additional athletic fields and
amenities to our community parks, and attention to our neighborhood parks; and
WHEREAS the ideas were generated by the community through public meetings and
public input through the Parks Advisory Council and the Friends of the Library; and
WHEREAS the most equitable way to fund such improvements is for the City of Prior
Lake to offer a parks and library referendum to the voters of Prior Lake; and
WHEREAS the Prior Lake - Savage Area School Board supports well planned and cost
effective programs and plans that benefit the businesses, residents, and students of the City of
Prior Lake, and feels the above mentioned items would benefit everyone involved in the
community of Prior Lake.
THEREFORE be it hereby resolved by the Prior Lake - Savage Area School Board that
we are in support of the plans for a parks and library referendum to fund the improvements and
additions to the Prior Lake park system and the Prior Lake Library.
Passed and adopted this 16th day of December, 1996.
