There has also bee~ ongoing diS(USsi~n by' th~ Scott-Hennepin Park Advisory Board of obtaining
. the .Metropolitan Council's support to acquire additional re~onarpark1and in scott County. If
lands currentl,-'set aside for regio~al parks ~ Scott County,are voluntarily diminished in size,
I think it will be very difficult to convince the Metropolitan Council and, State Legislature, who
finance such acqUisi~ons to tum'around and, ~d new:,purchases.

Please find enclosed the Policy Statement for the Suburban Hennepin Regional Park District. Policy xn
(page 17) Encroachments/ Adjaant Land Use/Interim Uses/Divestment is applicable to the City ofPrio:r
Lake's request to purchase part of Spring Lake Regional Park in Scott County for municipal recreation
fadlities. In the past as I reported over the telephone, our Board. of CommisBioners has tUmed dawn.
countless requests by cities to use regi~~ parkland for qther purposes including X'eO'eation arneni~ .
- Also enclosed is a copy of the Puk District's Joint Powers Agreement with Scott ~ou.nty relative to
regional parks. The Scott.Hennepin Park Advisory Board..is responsible for the regional park system
in Scott County and makes rean:nmendations to the Park Distriet- and Scott County Board of
Commissioners pW'SUant to the joint p~ agreement. The next meeting of the Scott-Hennepin Park
Advisory Board is scheduled for May 13th, 1998, and if YO\I would like to place Prior Lake's propc&al
.-."m the agenda, contact me by May 4th. -
The Metropolitan Coundl, who OVe1JiCCS fhe acquisition and development of the Regional ParkS System"
has a protective covenant on Spring Lake Re~Cmal Park as a'result of the utiliza~!' of a regional park
grant to pay Prior Lake for assessments fsee attached letter). It's my understanding that the
~etropolitan Council and Parka. Open Space CommisSion "tould not support the sale of regi.cmaJ
parkland that is under their jurisdiction. -

In J'7& and 1'77. the City of Prior lake undertook a
sanitary sewer water main and paving proje~t that. provided
service to the southern portion of Spring Lake Regional Park.
Initially. Prior lake intended to assess the property by apply- ,r-
ing assessment formulas ~$ed for residential dc~elopqents_
However. the HennepIn County Park Reserve District and Scott
County were a~le to negotrate a special assesSffteftt amount based
on anticipated park .enefit. The principal a.oun~ assessed
as a result of these negotiations 'totaled $lO_.50~.'S. This
amount represents approximately one-fifth the ~unt contemplated
by the City of Prior Lake ~t the time of tbe aSSessment. hearing.
SatIsfied that an equitable settleaent based on park benefit
had been reached.. the Scott County Board of eon.isstoners connenc.ect
