Traffic Safety Advisory Committee Meeting Minutes June 27, 2018 3:30 p.m. – 5:00 p.m. Parkview Conference Room

1. Old Business
• Fish Point & Snell Ct SE/Mt Curve Blvd: Pedestrian Count, crosswalk request (Mike Wagner)
The committee reviewed pedestrian counts from both the summer (4 peds) and during the
school year (8 peds). Crosswalk warrants requires 20 pedestrians an hour to be considered for
a crosswalk. TSAC determined that a crosswalk is not warranted at this intersection.
• Sight Distance Analysis for Raspberry Ridge Road & Jeffers Pass (Michelle Gillette-Lacko)
A sight triangle analysis was performed by WSB. This Memo was presented to the committee.
To meet sight distances a significant amount of vegetation and retaining wall would have to be
removed. This would be cost prohibitive. TSAC discussed “blind intersection” signage on all
legs of the intersection and a potential 3-way stop. The committee decided at this time to send
letters to the affected residents along Jeffers Pass and install “blind intersection” signage.
• Breezy Point Rd: Discuss “No Parking” Signage (Gene Klun)
A summary of the timeline of events that lead to signing “no parking” on both sides of the
street was presented. Gene Klun presented neighborhood concerns on behalf of the affected
residents’ in attendance. TSAC discussion included emergency access, resident’s concerns
regarding not having parking, removing the “no parking” signage from the lake side of the road,
consistency throughout the city with “no parking” on narrow roadways. Ultimately a vote
between TSAC members was taken and the results are shown below:

The vote was 6-2 in favor of removing “no parking” signage on the lake side of the road with
the caveat that the residents present at the meeting (majority) understood that this does affect
emergency management access. The affected residents in the audience (Rixmann, Bossardt,
Klun, Carlson, Farnsworth, and Stiles) acknowledged this. The Spielman’s were not present but
were invited. TSAC also recommended to move the “No Outlet” sign closer to Rutledge St to
deter trucks from entering Breezy Point Road earlier.
• Turner Drive: Speed Hump Research, Speed Study (Missy – Hickory Shores HOA)
Speed study data was presented to the committee. 85th percentile speeds were 23.34mph and
24.58mph. Daily traffic volumes are 226 and 171 trips. Police feedback sign speed data was
presented as well and were lower than the Engineering speed study results. Based on this data
the committee recommended that traffic calming was not necessary. A resident of the area
brought up a fence restricting the line of sight at the intersection of Hickory Circle and Turner
Drive (3598 Hickory Circle). This request was passed on to our code enforcement officer to
review and verify that the fence is installed per City ordinances. TSAC recommended to
continue speed studies and counting traffic in this area. Since this is a State Aid route it is
counted every two years.
2. New Business Update
• 150th St. SE: Traffic Concerns & Safety (Otti Castriotta)
Otti Castriotta presented the TSAC a petition with 39 signatures. The petition had 9 requests.
i. Install one 30 mph sign at the entrance to 150th going West from the TH13/21
intersection. TSAC recommends installing sign.
ii. Install reflective strips on all speed signs, pedestrian crossing signs and hidden entrance
signs. TSAC recommended installing strips.
iii. Two signs, the 30mph sign and “Hidden Entrance” sign, both going East on 150th St. SE,
need to be clearly visible (trees and shrub growth blocking). Public Works will trim trees
and shrubs as necessary to make the signs visible.
iv. Install two “Blind Drive or Hidden Entrance” signs prior to the hill going in both
directions. TSAC discussed this and determined to install an advisory 25mph sign
instead since the vertical curve of the road does not meet a 30mph design.
v. Add permanent electronic Speed Sign. TSAC discussed this and at this time does not
recommend the installation of an electronic speed sign. A speed sign should be looked
at when it comes time to reconstruct 150th St.
vi. Conduct additional speed studies. Engineering speed studies were performed at two
locations on 150th. The studies results were as follows:
West Bound: 36.24mph 532 AADT, 39.05mph 795 AADT
East Bound: 36.17mph 616 AADT, 39.41mph 487 AADT
vii. Install no passing stripes on 150th from TH13 to stop signs at Fairlawn Shores Trail. TSAC
discussed potential issues with this and that sometimes it has the reverse effect and
promotes speeding. TSAC recommended not striping 150th St.
viii. Add “No Parking” signs to the south side of 150th St. TSAC felt that allowing parking on
both sides of the road provided additional traffic calming and did not recommend
signing “No Parking” at this time.
ix. Increase Police presence during times of excessive traffic speeds noted between 5-8am
and 4-7pm, as drivers head to school and return to their residence. Chief Elliott stated
that the Police would provide enforcement when time allows.
• Trailhead Ln: Trail Crosswalk and crosswalk signage request (Eric Spieler)
Mr. Spieler presented concerns that the HOA has regarding speeding and crosswalks along
Trailhead Ln. TSAC presented speed study data. 85th percentile speeds were 34.70mph and
35.15mph. AADT were 227 and 302. Based on the number of trips it was discussed that the
speeding is a product of the residents of the neighborhood. Talking to the neighborhood was
recommended and holding neighbors accountable with their peers. Crosswalk signage and
striping was also requested. The crosswalk criteria was discussed, specifically the 20
pedestrians per hour requirement. Mr. Spieler requested a copy of the pedestrian crosswalk
criteria and stated that they would likely not meet this requirement.
• Sunset Trail: Speed Concerns (Robert Daniel)
Mr. Daniel presented concerns with speeding on Sunset Trail. The speed wagon was out to
provide traffic calming. A speed study was performed showing 85th percentile speeds of
34.75mph and 33.85mph. Speeds are slightly elevated, but no traffic calming
recommendations were provided by TSAC.
• West Ave: requests that parking variances not be given at all (Mark Coffman)
Mr. Coffman presented that he does not want the Police to be allowed to issue parking
variances to his neighbor because the cars park on his side of the street in front of his house.
TSAC discussed this and will continue to support the Police Department issuing parking
variances as they are allowed per the City Code. West Street has a very low traffic count of 70
trips per day.
• Freemont Ave: crosswalk request, speed concerns, warning signage (Jody Finkenaur)
TSAC discussed this item and the requests. It was brought up that the committee has discussed
this item several times in the last three years. A crosswalk is not warranted in this area, as
there are no sidewalks or trails to connect. It would not meet our requirements for a
crosswalk. Speed studies were presented. The 85th percentile speeds were 34.47mph and
31.64mph. These speeds are elevated but do not warrant additional traffic calming measures.
TSAC also recommended that the applicant contact the School District to discuss concerns with
bus pickup.
• Franklin Trail & CSAH 21: Add stop bars to signals. Cars blocking crosswalk (Nick Modders)
TSAC discussed this item and agrees that stop bars would be warranted. Since the stoplights
are maintained by Scott County, TSAC will pass on the request to the County to evaluate.
• Wilds Ridge: Speeding concerns, signage requests. (Alyssa Girard)
TSAC reviewed speed study data. The 85th percentile speeds are 33.76mph and 32.10mph.
These speeds do not warrant additional traffic calming measures. A speed limit sign was
installed on McKenna road at the CSAH 42 intersection at the entrance to the residential
neighborhood.
• Ridgemont Street: Move “No Parking” to the other side of street (Mike McGuire)
Councilor McGuire presented his request to move “No Parking” signage from the Park side of
Ridgemont to the residential side of Ridgemont. This will allow for additional parking along the
park and will help prevent mailboxes from being blocked. TSAC recommended sending letters
to the residents to notify them of the switch prior to moving the signs.
3. Additional Traffic Safety Announcements or Issues – did not get to.
• “Addressing Citizen Requests For Traffic Safety Concerns” manual (Local Road Research Board)
• “Talk of the Town” results regarding traffic safety (Business Engagement Committee)
4. Future Meeting
• September or October 2018 (actual date TBD)
Due to the number of traffic requests being received, TSAC decided it would be appropriate to
schedule meetings every other month. These should be scheduled during the 1st or 3rd week of
the month to align with City Council meetings.
