City of Prior Lake to be constructed at a slope exceeding ten (10) percent. Ten percent is
the maximum slope dictated by Ordinance 1107.205.
This statement serves as an administrative variance to Item 3 of Ordinance 1107.205. If

Dear Mr. Heitzman:
On September 21, 2001. we visited the referenced site as you requested to observe the basement
area excavation. The construction in progress wiII be a single family residence with a full
basement. We understand that the basement walls win be damproofed, and the construction will
include a perimeter drain tile system. The site topography generally slopes down from the north
to the south. A large hill slopes upwards to the north at the rear of the planned construction. To
our knowledge no preliminary soil test borings have been performed in conjunction with the
construction in progress, therefore, our comments and opinions are based only upon the surface
conditions observed at the time of our site visit.
At the time of our visit, most of the excavation for the planned basement bad been completed.
You informed us that the excavation bottom at the rear of the structure was still about l' above
planned footing grade. We observed that the soils in the bottom and sides of the excavation
consisted primarily of sandy lean clay and clayey sand glacial till. However, layers of coarse
alluvial sands and sands with silt were interlayered in the till at various depths. both above tbe
basement grade in the sides of the excavation and in the bottom of the excavation. Some of these
sands were waterbearing and some water had entered the excavation.
The water likely represents a perched condition, with the water present in the sands interlayered
in the slower draining clays. Some of the sands exposed in the sides of the excavation, at
elevations above the presently waterbearing sands, were mottled brown. Mottling often indicates
that water has previously been present. The total recent precipitation has been relatively low. It
is likely that greater quantities of water may at times be present within the sands. It is not feasible
at this time to estimate the quantities of water which may be present.

In our opinion, a normal basement perimeter drain-tile system may not be sufficient to handle the
perched subsurface water and maintain a dry basement condition. Even if the normal system did
maintain a dry basement, it is likely the sump pump may have to operate on a very frequent basis.
In order to intercept some of the perched water and to aid in maintaining a dry basement, we
recommend that an additional cut-off draintile line be installed at least along the rear part of the
structure. The draintile should be installed as far north of the actual basement foundations as
possible, and be placed below the foundation grades. This tile should also extend into the
basement areas where waterbearing sands are present. Positive discharge of the tile to the storm
sewer system should be provided.. if allowed by City ordinances. The tile should be placed within
a coarse filter aggregate which is encased in geotextile fabric. In addition to the cut-off tile, a
separate normal draintile system should be installed around the basement perimeter and be
discharged into a sump basket. The wall backfill above the aggregate should consist of a free
drairung sand or fme filter aggregate. The top of the backfill should consist of a more impervious
clay layer about J'h' to 2' thick to reduce infiltration of surface runoff water, The surface should
be sloped to provide positive surface drainage away from the building foundation walls. A typical
installation, as well as typical specified materials, is indicated in the attached sketch.
We recommend that a structural engineer be cOIlBulted to determine if the rear basement wall
should be strucNrally designed for potentially higher lateral pressures because of the proximity
of the hillside to the north of the planned residence.

METHODS:
The investigation consisted of exploratory soil borings to aid in
identifvinll soil and water conditions. We have indicated the

approximate locations of the borings on an attached site plan sketch.
Elevations are very approximate.
Borings were taken with a truck mounted CME 45 drill rig using
solid stem continuous-night augers. Soils encountered in the
borings were visually and manually examined in the tield by the
soils engineer. The soils are classitied on the basis of texture and
plasticity in accordance with ASTM D2487 "Unified Soil
Classification System" and a chart explaining that system is attached.

The above table is a summary of the soil bori'ng results. The "SB#" column
indicates the soil boring number which corresponds to the attached site plan. The
"TOP" column indicates the assumed elevation at the top of the soil boring (these
elevations are quite approximate being the soil technicians estimate by eye of the
relative ground height with reference to the assumed benchmark, if it is important
to get a more accurate elevation or boring location, we can, for an additional fee,
send a survey crew to locate the borings and determine their top elevation more
precisely). The "WATER" column lists the elevation at which water was
encountered in the borings immediately after the completion of the boring. The
"FIRM" column indicates the elevation at which suitable soils were first
encountered in the boring and the "DESCRIPTION" column describes these
suitable soils. It is our opinion that these suitable soils are capable of supporting
footings proportioned to exert a bearing pressure of no more than 2000 pounds per
square foot. The soils encountered in the borings above the elevation listed in the
"FIRM" column are not suitable for the support of structures.
On this site, the clay and sandy clay soils, encountered after 2 feet of soft material
in Borings 2 & 3, are suitable for the support of a dwelling, but these clay soils
may contain sand layers that can convey storm water downhill into the basement
excavation area. We recommend that a drain tile system be carefully installed
around both the house and garage. The drain tile system should now to an outside
outlet rather than to as ump and pump, since considerable quantities 0 f storm
water could be conveyed by these sand layers to the basement area.

STANDARD CAUTIONS & LIMITATIONS:
We measure the depth of any ground water that may have accumulated in the
borings immediately at completion of the borings. We do not monitor the borings
over a period of time. Borings left open are a hazard to pedestrians, leave an
opening for pollutants, and quickly cave in rendering any measurements of little
value. The water levels we observe are thus only an indication of an immediate
and rapid now of water into the borings indicating that drain tile system might be
over tmeed in such soils. Slow intlows may not be detected and variations in
rainfall can atTect ground water levels.
While it is our opinion that a properly designed and installed drain tile system and
submersible sump pump will keep most below grade spaces dry, and should be a
standard part of all new construction, we make no guarantees in this regard.
Of necessity, the area of the borings in relation to the area of the site and the depth
of the borings are limited. Suggestions and recommendations of this report are
opinions based on data obtained trom the borings.
If upon excavation. conditions that are not consistent with the borings are revealed.
it is agreed that you will notify us so that we may gather turther information and
modity our opinion or indicate that no moditication is necessary in a written
addendum to this report; or failing to engage our services to prepare such '.'iTitten

Apparently, 8 clay soil was encountered at basement level, which is consistent with our
borings. But even thought the contractor spread 8 thin layer of crushed rock to try to
keep the work area ftoll\ getting uwddy. the IICtivity of \\~.:.............. in the eXl:...,,";';~_ and
water bas turned the top filw inches of the soiIB into mud. We reeollm'JlOnd re.movittg one
foot of the mud, down to solid clay and replacing it with one foot of Class 5 crushed
liml:stone. This thid<_ will better spread the loads of construction activity and provide
a solid. surfiIce on whi!:h to pblce tbotings. It would. be a good idea to place dllIin tile at
the level of the cleaned excavation before pJacing rock to get it further below the
