The Lake Advisory Committee (LAC) Meeting was called to order at 6:00 P.M.
Members present: Harry Alcorn, Marv Mirsch, Donna Mankowski, and Dan
O'Keefe. Members absent: Brad Beneke
Others present: Shannon Lotthammer, Watershed District Administrator; Larry
Poppler, Assistant City Engineer
CONSIDER APPROVAL MEETING MINUTES
Mirsch made a motion to approve the September 20th meeting minutes,
Mankowski seconded that motion. The motion was approved.
NEW BUSINESS
A. Water Quality
Poppler distributed a water quality package (attached) and introduced
Shannon Lotthammer from the Watershed District.
i. 2005 Monitoring Results
Poppler stated that the City of Prior Lake performs water quality
monitoring of chloride, cyanide, and e-coli.
Poppler stated that the chloride levels have increased over the past
four years. The average levels are currently at 43 mg/l
Lotthammer explained that the state of Minnesota has established
chemical standards for waters of the state. These standards are
used to evaluate whether lakes are meeting their designated uses.
If monitoring shows that a chemical is above the standards for the
water, the state would list the lake as an impaired water for that
particular chemical. Once on the list as an impaired water the
state must complete a study to determine what the source is for the
impairment and how the impairment can be reduced. This study is
called a total maximum daily load (TMDL) study. Upper Prior Lake,
Spring Lake, Pike Lake, and Fish Lake are all on the state's
impaired waters list for excess nutrients. The Watershed District

just received some funding to do a TMDL study for Spring Lake and
Upper Prior Lake.
O'Keefe asked if the salt used on the roadways is the number one
source of chloride to the lakes.
Lotthammer answered the in the metro area, it normally is the
number one source of chlorides in lakes.
Poppler stated that the cyanide is also being tested and since 2001
the levels of cyanide have been undetectable. Since 2003, e-coli is
being tested. The levels of e-coli have been low.
Lotthammer introduced her data of the phosphorus levels for Prior
Lake and Spring Lake from the water quality packet. The data
shows that the phosphorus levels for Lower Prior Lake are less than
for Upper Prior Lake or Spring Lake. This is because the drainage
from the watershed flows through Spring Lake and Upper Prior Lake
and bypasses Lower Prior Lake.
Alcorn asked if the phosphorus levels are heading in the right
direction.

Lotthammer answered that she believes that the phosphorus levels
are heading in the right direction.
ii. Grant for TMDL
Lotthammer stated that the Watershed District applied and received
a grant for a TMDL study.
iii. Aquatic Plant Monitoring
Lotthammer mentioned that the Watershed District has been doing
aquatic plant monitoring for Upper and Lower Prior Lake.
Lotthammer went over the results of the aquatic plant monitoring.

B. Shoreland Restoration
Lotthammer stated that the Watershed District has been providing
technical assistance and partial funding of private shoreland restoration
projects. Lotthammer showed some pictures of example projects. The
pictures show the progression of the some of the shoreland restoration
projects. Shoreland grant funds are available to residents within the
Watershed District for shoreline restoration.

OLD BUSINESS
V. ANNOUNCEMENTS
At the next meeting, the LAC will be discussing docks. A representative from the
Lake Minnetonka Conservation District will be invited to the meeting.
There has been some discussion on a scuba dive clean up in Prior Lake. More
information on this will be discussed at our next meeting.
