Traffic Safety Advisory Committee April 24, 2018 3:30 p.m. – 5:00 p.m. Parkview Conference Room
Introductions: (Committee Attendees: Jake Theisen, Jason Wedel, Mike McGuire, Bruce Loney, Jim
Dellwo, Darcy White, Patrick Heaney, Rick Steinhaus, Steve Paney, Nick Monserud, Tony Winiecki)

1. New Business Update
• Breezy Point Rd: Signage Request to limit large trucks, axel weight limits, narrow road warning
and watch for pedestrians. (John/Betsy Spielman).
Committee recommended looking into “Limited Turnaround” signage to be placed at
Rutledge/Breezy Point intersection. “No Parking signage was recommended as well from the
lift station to the end of Breezy Point. Fire trucks can not fit through with only one side “No
Parking” as it sits today. The City is to send out letters stating that both sides of the road will be
signed “No Parking” to the affected residents.
• Conroy St/Shady Beach Trail: Intersection car right-of-way questions/confusion. (Marybeth
Eiter)
Committee recommends removing vegetation on the southwest corner of the intersection of
CSAH42/Conroy Street to improve visibility. The City will verify with Scott County that the trees
are within County right-of-way. Request permission to remove the trees. Public Works will
remove the trees.
• Stemmer Ridge Rd: Speeding concerns. (Ron Martin)
Sgt White presented speed study data to the Committee that the Police Department collected
with their speed feedback sign. The 85th percentile speed was 29mph. The data was
questioned by the residents in attendance. The Committee recommends speed studies on
Stemmer multiple times throughout the entire City portion of the road with the Engineering
Department Counters. It was also recommended that counts should be taken at Stemmer side
streets to get accurate counts of who is using Stemmer Road primarily. This data will be
brought back to TSAC to discuss further and determine if extra enforcement is necessary.
• Gateway St/Jordan Ave: No Parking request for north and west side of street (Todd
Spratt/Business Owners/Public Works)
Committee recommended “No Parking” signage be installed on the North & West sides of
street. A representative from the Veterinary Clinic expressed concern that he cannot get
deliveries in and out of the parking lot’s North entrance with cars parked on the East side of
Jordan Avenue.
• Pike Lake Trail: No Parking request for both sides of paved portion of Pike Lake Trail north of
CSAH 42. (Mike Vierling)
Committee recommended “No Parking” on both sides of the paved portion of Pike Lake Trail in
order to allow for farm machinery and semi deliveries to get in and out of his property.
• Birchwood Ave NE: No Parking request for the south side of the street. (Lauren Reed)
Committee reviewed the submitted petition and recommends “No Parking” seasonally
Memorial Day through Labor Day on the mailbox side of the road. City staff is to research what
the best approach is for signage with a timeline similar to what is noted above and install signs.
• Turner Drive: Signage request: Additional Speed Limit Signs, School Bus pickup signs at various
locations, Trail Crossing/Pedestrian Stop (Missy – Hickory Shores HOA)
Committee recommends performing a speed study at various locations on Turner. Install
Pedestrian Stop signs at the trail crossing and research a speed “hump” option.
• Village Lake Dr/Panama(CSAH 23): Crosswalk Request (Missy – Hickory Shores HOA)
Committee recommended that Hickory Shores HOA contact Scott County Highway Department.
2. Additional Traffic Safety Announcements or Issues
• Colorado Ave. – Pedestrian/Car collision video and discussion. Committee recommended City
staff to replace the street light with a brighter light and allow Dawn to put the crosswalk sign in
the middle of the street in the winter months. Dawn will monitor the weather and remove sign
if inclement weather is forecasted. The Committee also directed staff to look into installing a
push button blinking sign if there is an easy conversion to what is in place today.
• Local Road Research Board – “Addressing Citizen Requests For Traffic Safety Concerns”
manual. Put on next TSAC Meeting Agenda
• Business Engagement Committee – Review comments/questions gathered from their “Talk of
the Town” event.
