MEETING MINUTES
Traffic Safety Advisory Committee
October 2, 2018
3:30 p.m. – 5:00 p.m.
Parkview Conference Room

Elliott, Darcy White, Mark Callahan, Mike McGuire, Nick Monserud, Patrick Heaney, Rick Steinhaus,
Steve Pany)
1. Old Business
• Fremont Ave: speeding issues update (Jody Finkenaur)
An update on the speed feedback sign was given to the committee. We have acquired a traffic
feedback sign to place on Fremont. Next steps are to talk to MVEC about providing and electric
service.
• Ridgemont: No Parking Signs – Extend No Parking from top of hill to first parking lot entrance
on park side. (Larry Hafferman)
Since No Parking signs were moved from one to the north side of the road individuals using the
tennis courts have been parking to the first no parking sign on the south side of Ridgemont. This
forces vehicles to cross over the center line at the top of the hill creating near collisions with
vehicles traveling west. The committee recommends moving the existing No Parking sign on the
south side of Ridgemont to the Exit driveway of the parking lot.
2. New Business Update
• Pleasant St. – Speeding concerns between Duluth St. and Main St. (John Diers)
John and Marcia Diers were present at the meeting and spoke to their concerns with speeding
on Pleasant St. Engineering Department speed data was presented. The 85th percentile speeds
are 36.7mph in the east lane and 38.4mph in the west lane. The Diers requested that cars be
ticketed and the addition of speed signage be considered. This led to a discussion by the
committee to develop a policy for permanent speed feedback signage that can be utilized when
requests are received. The committee also discussed human behavior and that there is only so
much engineering can do for speeders. Ultimately the committee recommended that Pleasant
Street be studied when it comes time to re-construct it. Also, traffic feedback signs should be
put out periodically.
• Pike Lake Trail – Speeding concerns near Hummingbird Trail (Ashley Swenson)
Engineering Department speed data was presented. The 85 th percentile speeds are 33 mph in
the north lane and 30 mph in the south lane. The committee discussed Pike Lake Trail and
determined that speed at this intersection is not an issue at this time. Many members feel that
the connection of Carriage Hills Parkway next year will potentially take traffic away from Pike
Lake Trail. At this time the Committee recommends keeping Pike Lake Trail on the speed
feedback trailer rotation schedule each year.
• Natures Way – No Outlet sign request at Natures Way and Trailhead Ln. (Kelly Schwartz)
The committee discussed the request for a No Outlet sign at the intersection of Natures Way
and Trailhead Ln. The committee felt that this is an unwarranted sign for Natures Way because
this is a conforming dead-end street with a standard sized cul-de-sac. Also, you are able to see
the dead end from the Trailhead Ln.
• Fairlawn Shores Trail – Add vertical reflective strips to Deaf Child Signs. (Stacy Riddering)
The request for the vertical reflective strips were presented to the Committee. The committee
discussed creating a policy for when vertical strips are warranted and also recommended that
vertical reflective strips be added to the Deaf Child Signs. The committee requested that the
resident let the City know when they move or the child turns 18 years old so the signs can be
removed.
• 2018 Reconstruction Project – Woodside/Huron Area “No Parking” one side of the road. (Staff)
Staff requested the committee’s opinion on creating No Parking on one side of the street in the
Woodside/Huron reconstruction project. With the project, streets are being narrowed to 28’
back of curb to back of curb. With our current design standards this requires No Parking
signage on one side of the road. The committee is in support of proceeding with No Parking on
one side of the road. It was also recommended that all mailboxes be placed on the No Parking
side of the street as well.
3. Additional Traffic Safety Announcements or Issues
• “Addressing Citizen Requests For Traffic Safety Concerns” manual (Local Road Research Board)
After having time to review this manual the Committee adopted this as its manual.
• November 19 City Council Work Session – Volunteer recognition and presentation.
• Chairman Loney brought up concerns with Jeffers Pond Elementary School pick up. Cars were
backed up into CSAH 21. Scott County was not aware of this being an issue. Chief Elliott said
that the Police have been monitoring the situation, but backups have been minimal since that
time.
