Old Business  Raspberry Ridge: Blind intersection update. An update to the previously recommended “Hidden Entrance” intersection signage was presented to the committee. An intersection sign with an advisory speed of 10mph was recommended by WSB. The committee recommends proceeding with the newly recommended signage.  Stemmer Ridge Rd: 1 yr speed study. Results from the Stemmer Ridge speed study were presented. This study was previously recommended by the Traffic Safety Committee at an earlier meeting. Speed data was collected at three locations on Stemmer Ridge Rd and the results were presented to the committee. The data indicated that 85th percentile speeds range from 33mph to 40mph. The highest 85th percentile speeds were along the section of Stemmer Ridge Rd between 165th and Belmont. Daily traffic numbers ranged from 390 to 495 cars per day depending on location. These numbers indicate that traffic utilizing the road is primarily local. The City estimates that the Stemmer Ridge neighborhood would generate approximately 870 trips per day based on industry standard assumptions of 10 trips per day per residence (87 residences x 10trips/residence = 870 trips). This does not include Belmont Estates or Autumn Acres. Therefore, it is safe to conclude that Stemmer Ridge Rd is primarily being utilized by the residents of Spring Lake Estates. The Traffic Safety Committee recommends that residents of Spring Lake Estates utilize a grass roots approach to hold neighbors accountable for speeding, send out email reminders, mention something at association meetings and national night out. The police will also provide speed enforcement as time allows. The committee also recommends that this information be discussed with representatives of the Citizens Engagement Committee to better get these results out to the City and shared with the City Council. 2. New Business Update  CSAH 12/Willows Park – Crosswalk Request (Cathy Bobbit) You created this PDF from an application that is not licensed to print to novaPDF printer (http://www.novapdf.com) The Committee discussed Ms. Bobbit’s crosswalk request, went over criteria that the City looks for when adding new crosswalks and if the request meets the requirements of the MnDOT flow chart for crosswalks. Ms. Bobbit was present and participated in the discussion. Mark Callahan the Scott County Traffic Engineer said that they will refresh the current park warning sign and install a new one on the eastbound side of the road. Mark will be in contact with Ms. Bobbit to keep her up to date.  Dakota St. – No Parking Request from Edward Jones recessed parking to City Hall recessed parking. (Mike McGuire) Councilor McGuire requested that there be “No Parking” from Rotary Park to City Hall during the CSAH 21 project construction in 2019. The committee felt that this request should be kept as a possible remedy if detour traffic becomes an issue on Dakota Street with the construction of the TH12/CSAH21 intersection in 2019.  Orchard Circle – No Outlet sign request. (Logan) The Committee felt that since there is not currently a public turnaround such as a cul-de-sac or hammerhead that this request was warranted. Traffic currently uses residents’ driveways to turnaround. 3. Additional Traffic Safety Announcements or Issues  2019 Meeting Schedule (3:30-5pm) i. Wednesday February 6 ii. Tuesday April 16 iii. Tuesday June 4 iv. Tuesday August 6 v. Tuesday October 1 vi. Tuesday December 3 The Committee adopted this schedule for 2019.  Arcadia/Dakota, Colorado/Arcadia - Stop Signs update Director Wedel gave the committee an update on how the decision was made to make Colorado/Arcadia and the Dakota/Arcadia intersections a stop condition in all directions. As part of the TH13/CSAH21 intersection design process the City has a traffic study done on how the new intersection would affect downtown traffic. As part of that study it was recommended that these intersections have a stop condition in all directions. 4.
