HomeMy WebLinkAbout02 06 2019 Minutes AGENDA/MINUTES Traffic Safety Advisory Committee February 6, 2019 Introductions: (Committee Attendees: Bruce Loney, Jake Theisen, Jason Wedel, Jim Dellwo, Booker Hodges, Darcy White, Mark Callahan, Kevin Burkart, Nick Monserud, Patrick Heaney, Rick Steinhaus, Jeff Petschl) 1. Old Business • Stemmer Ridge Rd: 1 yr speed study. Citizens Engagement Committee recommendation. An update was given to the Traffic Safety Advisory Committee on the recommendation of the Citizens Engagement Committee. The CEC recommended that a letter with the Speed Study results be sent to the residents of Spring Lake Estates. Nick will put together a letter and will send to Chair Loney and Vise Chair Heaney to review prior to sending it out to residents. 2. New Business Update • Maves Trail – Wheelchair warning sign request (Melody Dennison) The Committee discussed the request and concerns of Ms. Dennison. It was discussed that she has a 5 year old child in a motorized wheelchair. The committee recommended the resident purchase a moveable “Child at Play” sign that could be put out when he r son is out. The concern with a permanent sign is that it would work for a little while but people would get complacent with it and get “sign blind.” With the Child at Play sign, it would only be out when the child is out and drivers would see the sign associated with a child outside. Unlike with a permanent sign it would always be there even when your child is not out, this again leads to drivers not paying attention to a sign. Ms. Dennison was not in attendance. • CSAH 82/Bobcat Trail Intersection – Traffic signal request (Joseph Buhain) Mark Callahan presented the issue and his conversations with Mr. Buhain. The request was for a cross walk, not a signal mentioned above. The Committee recommended to take note of the request and see if more requests come in at this location. There are several trails to the south that access Spring Lake Regional Park. The Committee did discuss the process to get a crosswalk and the flow chart that must be followed. Mr. Buhain was not in attendance. Mark Callahan will get back to Mr. Buhain with the findings of the committee. • Timber Trail/Fish Point Rd. – Do not block intersection sign request (Judy) Judy’s request was presented to the committee. It was brought up that it is illegal to block intersections. In approximately 2 years MnDOT has the traffic signal at Fish Point and TH13 scheduled to be replaced. With this replacement a flashing yellow turn arrow will be installed. The committee feels that this will help the situation and get more traffic through the intersection. Also, it was discussed that it would be illegal for someone on Timber Trail to turn onto Fish Point and block the intersection at times of backed up traffic. The committee decided that the “Do not block intersection” sign is not warranted. There is also little room to install the sign on the corner with the proximity of the sidewalk. Judy was not in attendance. • 17490 Mushtown Rd – Snow fence in right-of-way/snowmobiles crossing driveway (Steve Siech) City staff presented the request and concerns of Mr. Siech to the committee. The rul es for snowmobiles were discussed. Any snowmobile within City limits is required to ride on the street at 10mph or on designated snowmobile routes. Snowmobiles crossing Mr. Siech’s driveway are not adhering to the rules and ordinances. Chief Hodges said that he would have officers patrol the area with the upcoming snow events for violators as time allowed. Also, present was Tom Schutz of the Snowmobile Club. Ultimately Mr. Schutz and Mr. Siech will work together to safely address his concerns. Mr. Schutz will provide Mr. Siech more signs and reflective tape after the snowmobile event at Charlies on Prior over the weekend. The committee recommends the removal of anything within public right-of-way that could potentially harm people. Mr. Siech will remove his snow fence and add additional signs. He will tape the posts that are frozen in the ground for this season (2019) with reflective tape provided by the snowmobile club. This work will be completed by February 18. In future winters Mr. Siech is only allowed to install the signs provided by the Snowmobile Club to protect his driveway. Mr. Siech was in attendance and participated in the discussion. 3. Additional Traffic Safety Announcements or Issues • CSAH 12 – MnDOT speed study results and speed zone changes (Mark Callahan) Mark Callahan presented the speed study results for CSAH 12 and the changes in speed zones that will occur. See the figure below. The yellow highlighted areas will be 40mph (currently 35/40mph) and the blue highlighted area will be 35mph (currently 35). 4. Future Meeting • April 16, 2019
