MINUTES OF THE LAKE ADVISORY COMMITTEE
October 19, 2004
I. CAll TO ORDER
The Lake Advisory Committee (LAC) Meeting was called to order at 6:00
P.M. Members present: Harry Alcorn, Dan O'Keefe and Marv Mirsch.
Members absent: Donna Mankowski, Brad Beneke
Others present: Larry Pop pier; Assistant City Engineer
II. CONSIDER APPROVAL MEETING MINUTES
Marv Mirsch made a motion to approve the September minutes seconded by
Harry Alcorn. The minutes were approved as written.
III. OLD BUSINESS
IV. NEW BUSINESS
a. Review organizations associated with Prior Lake and set up yearly
agenda.
Mirsch stated that the Watershed's Sustainable Lakes Management Plan
identified a healthy number of organizations associated with the lake.
Poppler recited the organizations identified in the Sustainable Lakes
Management Plan:

These associations identified in the plan were organizations associated with
water quality. Other organizations exist which are associated with Prior Lake.
The LAC members brainstormed other organizations associated with Prior
Lake.

Alcorn suggested that the LAC develop three main objectives for 2005 as part
of giving the LAC more of a sense of purpose.
O'Keefe stated that the Watershed District with their Sustainable Lakes
Management Plan is covering the water quality topic. While being a part of
that process, the LAC needs to identify the other issues on the lake which
need to be discussed. O'Keefe asked the LAC which topics and issues the
other members would like to talk about this year.
Alcorn stated that the dock issue is still one issue that will come up.
O'Keefe stated that it would be nice to meet with the Sheriff's Department
again and Watershed District.
Alcorn suggested meeting with the Minnetonka Lake Advisory Committee or
another Lake Advisory Committee to learn from other advisory committees.
Some of these advisory organizations may have issues which we haven't
identified yet or ways in which to deal with certain issues. One of the issues
is lake usage with the number of boats using the lake at the same time along
with the access issues.
O'Keefe stated that a meeting with the DNR would be a good idea to go over
access plans. Meeting with the Sheriff's Department should also be a part of
the LAC agenda this year.
O'Keefe stated that the level of the lake and surface water usage are issues
which the LAC needs to be very knowledgeable.
Alcorn suggested that marketing be part of the yearly topics. A website and
web camera showing Prior Lake would be a possible idea to market the LAC.
The website can have information on monthly sponsors.

O'Keefe added that the LAC is a tool for the City Council for review of issues
and that marketing of the LAC could help make residents aware of the LAC.
The goal of creating a yearly agenda is to keep the LAC meetings informative
for the members and yet stay within the confines of what the City Council
would like the LAC to be reviewing. The lake level issues, dock issues,
surface water regulations are topics which the LAC can be knowledgeable yet
not have a specific recommendations for City Council.

LAC outlined yearly topics to discuss in the upcoming year:

Poppler stated at the joint meeting with the City Council, the LAC can share
this schedule with them as well as discuss the recent dock and boat slip
recommendations to the Council.

RE: Chloride Sampling Update
The sampling results including the mean chloride content are attached on the
following page.
Minnesota State Rule 7050.0222 assigns a quality standard for Class 2A
waters, which would include Prior Lake. The chronic standard for chloride in
Class 2A waters is 230 milligrams per liter. The "chronic standard" is the
highest water concentration of a toxicant to which organisms can be exposed
indefinitely without causing chronic toxicity. If the standard is exceeded, it is
considered indicative of a polluted condition which is actually or potentially
deleterious, harmful, detrimental, or injurious with respect to the designated
use.
A study done by MnDOT in 1994 lists an MPCA chloride standard for surface
waters as such:
High quality recreational waters (2A) = 50 mg/I chloride
High quality industrial waters (3A) = 50 mg/I chloride
Good quality industrial waters (3B) = 100 mg/I chloride
A five-year study conducted my MnDOT, which began in 1982, on 13 metro
area lakes that receive highway runoff resulted in a mean average of 88.3
ppm chloride content.

The Minnesota Pollution Control Agency prepared a report entitled
"Minnesota Lake Water Quality Assessment Data: 2000", published October
1999. Prior Lake is located in the North Central Hardwood Forests eco-
region. The summer average Chloride (mg'l) content for non-urban lakes in
this region is 4-10 ppm.
CONCLUSION
Reviewing the various standards and concentrations that have been
established, the mean for Prior Lake is a good level for a highly used metro
lake.

Subject: Next LAC Meeting
Hello,
As discussed, the City Council is looking to do a joint workshop with the LAC. This meeting will be a chance for
the LAC and the City Council to discuss current and upcoming issues. The workshop is scheduled for December
20th at 5:30 pm at the City Council Chambers.
Our November meeting will be held at our normal date November 16th at 6:00 pm. I will forward an agenda to you
on that meeting. Our meeting December was outlined to discuss marketing ideas for the LAC, organizations and
winter usage. Since the December meeting will be used for the workshop we should swap the agenda for
December for the November meeting. Last meeting we identified organizations affiliated with the lake. We
intended to contact some of these winter organizations for the December meeting. Winter organizations included
the snowmobile association. We need to coordinate inviting the snowmobile association. If anyone knows the
contact person for the snowmobile association or another winter organization, please contact them about coming
to the meeting. As for marketing the LAC, please brainstorm some ideas to bring to the meeting.
