IV. ,~ The Lake Advisory Committee (LAC) Meeting was called to order at 5:00 P.M. Members present: Dan O'Keefe, Donna Mankowski, Marv Mirsch, and Brad Beneke. Members absent: Harry Alcorn Others present: Steve Albrecht, City Engineer, Larry Poppler; Assistant City Engineer CONSIDER APPROVAL MEETING MINUTES Marv Mirsch stated a correction to the minutes be made. On page 4 the first paragraph, second sentence should read "Alcorn will start the process and highlight standards and circulate the plan to the others in the LAC". Mirsch made a motion to approve April minutes with the correction as noted. Brad Beneke seconded the motion. The minutes were approved with the correction as stated. NEW BUSINESS OLD BUSINESS a. Dock Issues Poppler stated that at our last meeting Alcorn was to distribute a draft ordinance for the docks. LAC members were to read the draft for discussion. Mirsch commented that the definitions may not be needed as they may already be in the City ordinance. The Prior Lake Conservation District should be eliminated from the draft and replaced with the Lake Advisory Committee. Spring Lake and other lakes should maybe be added to the language. O'Keefe stated that this is not a ordinance the LAC is submitting this is a tool in which to discuss the topic. www.cityofpriorlake.com Phone 952.447.4236 / Fax 952.447.4245 t. - O'Keefe feels the draft ordinance is more extensive than his expectations. Having licenses for residential docks would not be something he would favor. Beneke mentioned that if we are going to have any ordinances for docks then the ordinance should be written to have some meat to it and cover all topics. Mirsch believes that the City should not be involved in licensing residential docks. Mankowski doesn't think the City has the ability to enforce licensing of docks on the lake. Poppler stated that the draft ordinance, which the LAC is discussing, is a bit more advanced than what he had in mind. Planning is currently taking phone calls from people complaining about dock issues. Poppler spoke with Jane Kansier in the Planning Department and she is receiving numerous phone calls on dock issues. Jane is currently using the old DNR rules in dealing with the phone calls. O'Keefe is unsure if an ordinance is needed on this issue. It seems to be something that the residents need to work out between themselves. ,-' Beneke agrees with O'Keefe that if the ordinance is not necessary then lets not create the ordinance. But if it is decided that an ordinance is necessary then the ordinance should be written with variance processes, funding, and enforcement tools. It is kind of an all or nothing issue. Mirsch feels that guidelines are necessary for lakeshore owners. Mankowski believes at a minimum that the City should follow the DNR guidelines. Beneke stated that there is no need to implement an ordinance unless it is a complete and addresses the difficult situations not just the common sense issues. Albrecht said that it would be difficult to write an ordinance which addresses the many different situations. A variance procedure may be necessary. O'Keefe stated that the majority of people do not have a problem on the lake and if we begin to regulate docks, it opens the door to many other inquiries about different dock situations. Beneke added that the City does not have the staff to enforce an ordinance. This can be resolved by civil procedures. - ( Mirsch mentioned that maybe the people from the different dock installers can inform us on if they have dealt with many issues between neighbors. 2 ,-' Albrecht stated that we should talk with the Planning Department about how many calls they are receiving on this issue. Mankowski stated that we should also find a copy of the previous DNR regulations, but most of the time this is a common sense work it out situation. O'Keefe said that we should table this and get the information we need to make a decision. O'Keefe will talk with the DNR and get a copy of the old regulations. Poppler will talk with the Planning Department to see how many calls they are receiving on this issue. b. Review of the 2000 Comprehensive Lake Management Plan / Sustainable Lakes Management Plan Poppler created a spreadsheet detailing the activities broken down into 6 categories: Information, summer lake tour, boat education, watershed district, milfoil, and water quality monitoring. Mirsch mentioned that other than the summer lake tour none of these activities require action from the LAC. -- O'Keefe stated that we should have enough activities to discuss in the next few meetings. Beneke added that the LAC purpose is to try to influence the Council on decisions on items such as capital expenditures and policy. Mirsch mentioned that LAC should support the actions of the Watershed District. In the past the LAC has endorsed items such as lake-scaping and other items. Mirsch stated that the LAC should make recommendations regarding the items on this list. Beneke suggested that the LAC should not endorse items which are not able to be funded. O'Keefe added that some grass roots efforts on certain issues need to be generated by the LAC. Mirsch stated that even some suggestions regarding funding of certain projects needs to be part of the LAC's role. The Watz's Point and Sand Point Beach projects are the perfect example and these projects were partially funded using grant programs. .,,"-'" Albrecht suggested that the LAC provide input on the budget for water quality. Also give input on the comprehensive plans and proposed projects. 3 -- Mirsch suggested that a LAC member be added to represent Spring Lake. Poppler added that looking at the Sustainable Lakes Management Plan one of the action items is for the LAC to educate it and promote it. Albrecht suggested that the Communications Coordinator can be used to promote LAC related topics. Mirsch will take a look at the Comprehensive Lake Management Plan activities and turn the activities into action items. V. ANNOUNCEMENTS a. DNR Access Informational Meeting -The meeting will be held at the Prior Lake Maintenance Center on Wednesday May 1 ih from 6:30 to 8:00. b. Boat Lift and Boat Track Systems - This topic is going back to Council. Albrecht will e-mail the language to the LAC. c. Pop pier will circulate an e-mail to coordinate a time for the lake tour and the next meeting. O'Keefe stated that the Sheriff should be invited to the lake tour. ,-- VI. Dear Neighbor: I am writing to inform you of a public information meeting on Wednesday, May 12,2004 from 6:30 to 8:00 p.m. The purpose of the public information meeting is to provide an opportunity for the public to 1) consider alternatives for additional public parking spaces at the two existing public boat launch sites on Prior Lake, and 2) provide feedback on these alternatives, The Minnesota Department of Natural Resources will hold the public information meeting at the Prior Lake " 'iaintenance Center, located at 17073 Adelmann Street SE, on Wednesday, May 12,2004 from 6:30 to 8:00 r'.m. Your input on the alternatives is welcome. If you have any comm-ents or questions regarding these.proposals, please plan to attend this public information meeting.
