Traffic Safety Advisory Committee

2. New Business Update
• Duluth Street/Colorado Street Intersection – Cars continue running the four-way stop:
Rudy McBrayer presented his concerns of drivers running the stop signs at the intersection of
Duluth Street and Colorado Street and requested flashing stop signs. Mr. McBrayer indicated
that most traffic offenders are on Duluth Street. The Committee recommended
looking in to making some improvements. The Committee discussed many items regarding this
intersection: sight lines, refreshing paint lines on the road, adding flags to signs. The Committee
will research other City’s policies for flashing stop signs. Changes to CSAH 21 were also
discussed and that traffic patterns at this intersection will change after the project is completed.
The Committee recommends contacting SRF to see if they have any data for the intersection
from when they studied the Downtown streets as part of the 13/21 project. Also, collecting
traffic count and crash data at the Duluth Street/Colorado Street intersection. This information
will be brought back to the committee at a future date for further discussion.
• Hampton Street/Ferndale Avenue – Sight distance issues because of the hill on Ferndale.
The request was presented to the Committee. The Committee discussed adding a “Warning
Sign” which will indicate approaching a “T” intersection at the top of the hill similar to what was
placed prior to the Raspberry Ridge/Jeffers Parkway intersection. Eve St. Mane was present and
participated in the discussion. She mentioned that he “No Parking Signs” are down as well. The
Committee recommended that the advanced warning signage be placed on Ferndale. Public
Works will review the downed “No Parking Signs” as well.
• Wilds Path – Speed Limit Signs off of CSAH 42 and CSAH 83.
The Committee discussed adding 30mph speed limit signs on Wilds Path off CR 83 and CR 42.
Typically speed limit signs are on local roads directly off County Highways to remind drivers of
the local speed limit. Since these signs are absent on Wilds Path the Committee recommended
installing the speed limit signs.
• Colorado Street (Arcadia and Duluth) – Add “No Parking” signs to north side of street.
The request was presented to the Committee. As part of a downtown study of the impacts of
the 13/21 intersection project it was recommended by SRF the City’s traffic consultant that the
North side of Colorado St. between Duluth and Arcadia be signed No Parking. This is to allow
for better traffic movement to the Arcadia/21 roundabout. They Committee discussed the
overall project and recommended to add the recommended signage. City staff is to notify
adjacent residents via mail of the changes.
