Hello City of Prior Lake and Shakopee,
It is my understanding the cities met on June 11th to discuss Toll Brothers proposal for the 90 acres
north of Co. Rd. 42 and situated between Pike Lake Trail and Crest (old hwy 18). The purpose of that
meeting I was hoping was for the 2 cities to discuss the possibilities for a joint powers agreement.
Somehow things were lost in translation in regard to information shared between the cities. Thusly, I
am writing today to clarify a few items, which are as follows:
Toll Brothers, Inc. has from day 1 (9 months ago) proposed to pay for a utility extension to our sites. I
am also willing to pave Pike Lake Trail in conjunction with the utility extension. Currently I estimate this
figure to be roughly 1 - 1.5 million dollars.
It was my understanding that the feedback from that June 11th meeting was Prior Lake was not going
to approve this extension because they felt we wanted the City to make that extension & fund the
project. This is inaccurate information, as previously stated I / Toll Brothers expect to fund this project.

Thusly, we will be resubmitting our applications for rezoning & comp guide plan change (Shakopee
only). I humbly request our applications be considered with this new information in mind.

Dear Staff:
Toll Brothers, Inc., America's leading luxury home builder, has entered into an agreement with Ramona
Whipps and we anticipate signing Bohlen very soon (a closing date is all that is left to agree upon). Thusly,
I have enclosed for your review a very preliminary sketch plan for these two parcels, as well as the product
we intend to build, with the City blessing.
Upon my first blush take, I would like to volunteer to extend utilities & upgrade Pike Lake Trail to asphalt
with curb and gutter. This, in my opinion, would be mutually beneficial. Obviously, I would like utilities,
but from a sales standpoint, an asphalt road sells a whole lot better than the Cl.u",,~ roadway. The benefit to
Prior Lake is not only an upgraded road, but the fact you do not have to assess the land owners for said
upgrade. One other item most developers "ignore", in my opinion, is the fact that with an upgraded street,
the near by lake could benefit as the livestock runoff would be now diverted into the system instead of
running off into the lake as it currently does. I also feel with the potential for development on Pike Lake
Trail, the Vierling family might actually consider selling (as Mike Vierling actually called me re: realign
Pike Lake Trail & his family giving land to do so). Personally, the Vierlings can sell to Toll or another
developer, but at least this is getting their attention. I am exploring land opportunities behind these parcels
in Shakopee as well, and would like to explore the chances of sizing the utilities accordingly in hopes that
Prior Lake and Shakopee could come to a Joint Powers Agreement until Shakopee extends it's utilities to
this area (which, by the looks of Southbridge, might be sooner than later).
Toll Brothers, Inc. recognizes Prior Lake as a t.."'....ier Minnesota community and wants very much to be a
part of what is occurring in your fine city. I have obtained the Diamond T ranch in Eagan, and now want to
use that parcel as well as this Prior Lake property to be the "showcase" for Toll Brothers, Inc. product and
development. I look forward to working with all of you and the opportunity to give the City of Prior Lake
something we both can be proud of for many years to come.
