RESOLUTION 25-033 A RESOLUTION OF SUPPORT TO ADVANCE OPTION 2 FOR THE PROPOSED REGIONAL TRAINING FACILITY REPLACEMENT CONSISTENT WITH THE INFORMATION PROVIDED IN THE ANALYSIS BY LEO A. DALY DATED SEPTEMBER 13, 2024. Motion By: Lake Second By: Churchill

the members of the Scott County Association for Leadership and Efficiency (SCALE) opened a Regional Training Facility (RTF) in 2008 for public safety training by converting an existing building that had been constructed in the early 1900’s as a mud bath; and SCALE initiated a study in 2023 to review the capacity and availability of other training facilities in the Twin Cities metropolitan area to determine if additional investment in the maintenance and upkeep of the RTF was financially prudent
as it is getting old and in need of significant repair; and the results of the 2023 study by LHB concluded that there is little capacity at
the other training facilities located within the area and there is a need for a training facility in Scott County both now and into the future; and
SCALE initiated a second study in 2024 to review the current RTF location in Jordan, MN and determine if the property is adequately sized to accommodate a new facility that would be sized to meet the needs for law enforcement and fire department training both now and into the future; and the results of the 2024 study by Leo A. Daly confirmed that there would be sufficient area available to construct a new RTF facility on the existing property and they provided three potential options for the new facility that included varying levels of improvements and the associated cost estimates for each; and
Option 1A includes renovating the existing building and adding some new spaces, Option 1B includes demolition of the existing building and adding a new building on the current site, and Option 2 includes acquiring the adjacent
Scott County Juvenile Alternative Facility (JAF) property, construction of a new building co-located with the existing fire training facility on the south side of the railroad tracks, and selling the existing property on the north side of the
railroad tracks where the current building is located; and the cost estimates for the three alternatives are $41,000,000, $23,600,000,
and $34,600,000 respectively. The annual cost to the City of Prior Lake to cover the construction financing costs as well as ongoing operations is estimated to be $192,629 for Option 1A, $133,024 for Option 1B, and $170,345 for Option 2.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein.
2. The City Council hereby supports the advancement of Option 2 at an estimated cost of $34,600,000 to be split amongst all SCALE partners consistent with the existing cost sharing agreement resulting in an annual Prior Lake contribution of $170,345. 3. The City Manager is hereby authorized to bring forward this recommendation to the RTF Board at their next meeting on April 11, 2025.
