CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill, Lake and Hellier. Absent: none. Also in attendance were City Manager Wedel, Police Chief Duggan, Fire Chief Steinhaus, Community Development Director McCabe, City Attorney Kendall and City Clerk Simon. 2. PUBLIC FORUM Chuck Way, Director Operations from 5832 Industrial Lane: Wanted to discuss the city code in relation to porta potties. The code is a one size that fits everything and doesn’t fit with our facility. To ensure the health and safety of our facility we want to ensure we have a safe and sanitary option for the truck drivers delivering to our facility. Would gladly apply for a permit and provide cleaning and sanitation schedules. Food delivery drivers are not allowed into the facility for safety reason therefore the necessity of a porta potty for them. One of the safety controls is preventing public to get into the facility to ensure the cleanliness of the facility for food production. Happy to have further discussions to help come up with a resolution on this matter. Adam Arola, 14200 Ferndale Ave SE: Last Wednesday city plows damaged the yard by breaking sprinkler heads on my property. I Was informed that they were not responsible for the damage in the right of way. Believe that services paid by citizens damage items should be responsible for replacing them. Bruce Viren, River Valley Veterinary Services: Feel like the Burger King property continues to violate multiple city ordinances to no resolution. Vehicles are getting broken into my business and its appearances are horrible. Would like to see more teeth placed on enforcing the city code on this property. Wedel: Did have a conversation with Mr. Way. This identification of the porta toilet is not something staff identified; this was something the citizen of Prior Lake has brough to the city. Wedel then shared the code with the councilor of porta potties. It would take a Change in City Code for a portable toilet to be use permanently. Braid: Would like to add this code for the next time the councilors go through codes. Briggs: Asking staff on how to look at this for timeline reasons. Would like staff to have that conversation with Mr. Way. Wedel: Brought up the City Policies for the right of way and what is allowed and not allowed. Due to the code stating that irrigation is not allowed in the right of way. Therefore, it is at your own risk 03 11 2025 City Council Meeting Minutes when putting it in. The Policy also stated that the city is not responsible for damage to irrigation systems, Private lighting systems, Underground dog Fences, Etc. We do not want to encourage putting systems out is the right way due to this risk. Will fix what we can which would be the grass as you as a homeowner are responsible for the upkeep of the lawn. We understand the frustration with the burger king lot. We at the City and the Police Department also have our frustrations as well. The code enforcement has been taking proper steps however, it can feel like a long time until changes are made. We are hopefully looking on the bright side as the owners have reached out to the city in regards of what they could maybe do for that lot. 3. Public Hearing to Adopt Prior Lake Police Department Use of Unmanned Aerial Vehicles Policy Commander Englin presented the item. Braid: My Main concern was the expiation of privacy. Asking for explanation of how that will be controlled. Englin: Explained the Policy of how and when drones can be flown. Drones are not allowed to save any recorded videos from the drone unless need in a court of law. Churchill: Give Some Example of how Prior Lake Police Department has used drones in the past Englin: Explained that the Prior Lake Police Department has not used drones and has requested mutual Aid from other departments that have drones. Gave examples of when the drones would be use on a case and why and that it has allowed officers to stay safer on certain cases. Lake: Our law enforcement and first responders should not be something we compromise on and we understand that there is mandates for training be we go above and beyond that and we appre- ciate that.
