1. CALL TO ORDER
Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Churchill, Lake and
Hellier. Absent: Braid. Also in attendance were City Manager Wedel, Police Chief Duggan, Public
Works Director/City Engineer Monserud City Attorney Kendall and City Clerk Simon.

*Finance Director Erickson noted changes to the report for item 5C after the City Council meeting. The dollar amount staff recommended to carry forward should be reflective of $687,210 (not
$717,960), The General fund amount in the table within the report should be $229,710 (not
$260,460) changing the total for the fund-net expenditures/revenue to $687,210 (not $717,960). Additionally, the dollar amounts in the more descriptive table below in the report were slightly
changed. These changes are reflected correctly in the finalized resolution 25-037.

9. NEW BUSINESS
A. Resolution Supporting Retention of City Zoning Authority
City Manage Wedel presented the item.
Briggs: Encourage citizens to contact the capital. Explained how the new bill going through could
limit the right of the first amendment and how that is happening. Discussed the importance of cities
speaking up on this matter. Make sure you reach out to your legislators and make sure everyone’s
voice is heard. I will be completely supporting this resolution.
Lake: Will be supporting this resolution as well. Explained how affordable housing is important and
having a public hearing is equally important. Also wanted to point out that manger Wedel and Mayor
Briggs have been working, representing and leading in assembling other cities to work together.
Hellier: Wanted to echo the other councilor.
