AGENDA ITEM: Closed Session - Labor Negotiations Strategy
BACKGROUND:
Per M.S.13D.03, tongihts worksession will be a closed session.
City leadership will seek guidance from the City Council on the parameters for negotiating the
City's upcoming labor agreements. The City has three labor unions, Law Enforcement Labor
Services (Sergeants), Law Enforcement Labor Services (Police Officers), and American
Federation of State, County and Municipal Employees (AFSCME).
The terms and conditions for represented employees are set forth in each union's collective
bargaining agreement. The current agreements for all unions expire on December 1, 2025, and
new agreements for each will be negotiated this fall. The session will be attended by the City
Manager, Assistant City Manager, Interim Finance Director, and the City's labor attorney, Chris
Amundsen of Nilan Johnson Lewis.
