HomeMy WebLinkAbout06(B) - Proclamation- Diaper Awareness Week September 15-21, 2025 Report ITEM: 6B CITY COUNCIL AGENDA REPORT MEETING DATE: September 09, 2025 PREPARED BY: Heidi Simon, City Clerk PRESENTED BY: Jason Wedel, City Manager AGENDA ITEM: Proclamation- Diaper Awareness Week September 15-21, 2025 BACKGROUND: Last year, diaper banks in the National Diaper Bank Network secured similar proclamations from the governors or state legislatures in over 25 states as well as from mayors and county officials in more than 80 cities and counties. SCA (primary location is in Holy Trinity United Methodist Church on Arcadia Avenue in Prior Lake) is a member of the National Diaper Bank Network, which has been actively raising awareness and addressing diaper need across the country. The National Diaper Bank supports a network of over 240 active diaper banks which support diaper distribution programs located in nearly every state in the United States. Along with the National Diaper Bank Network, individual diaper banks will hold events and work with their local and state governments to raise awareness of this need and the good work that diaper banks do to help parents obtain this basic necessity for their children. City of Prior Lake | 4646 Dakota Street SE | Prior Lake MN 55372 PROCLAMATION DECLARING SEPTEMBER 15-21, 2025 AS DIAPER AWARENESS WEEK IN PRIOR LAKE WHEREAS, diaper need, the condition of not being able to afford a sufficient supply of clean diapers to keep babies and toddlers clean, dry, and healthy, can adversely affect the health and well-being of children and their families; and WHEREAS, national surveys and research studies report that nearly one in two families struggles with diaper need, and 48 percent of families delay changing a diaper to extend the available supply; and WHEREAS, a daily or weekly supply of diapers is generally an eligibility requirement for babies and toddlers to participate in childcare programs and quality early-education programs that enable children to thrive and parents to work; and WHEREAS, many parents struggling with diaper need report missing an average of five days of work each month due to an insufficient supply of diapers; and WHEREAS, without enough diapers, babies and toddlers risk infections and health problems that may require medical attention resulting in medical costs, and parents may be prevented from accessing childcare needed to go to work or school, thereby destabilizing the family’s economic prospects and well-being; and WHEREAS, the people of Prior Lake in Scott County recognize that diaper need is a public health issue, and addressing diaper need can lead to economic opportunity for the state’s families and communities and improved health for children, thus ensuring all children and families have access to the basic necessities required to thrive and reach their full potential; and WHEREAS, Prior Lake in Scott County is proud to be home to trusted community-based organizations including SCA that recognize the importance of diapers in ensuring health and providing economic stability for families and thus distribute diapers to families through various channels; and WHEREAS, through their important work of addressing diaper need, diaper banks play a critical role in supporting families, improving infant health and wellbeing, and advancing our local and state economic growth. NOW, THEREFORE, I, KIRT BRIGGS, MAYOR OF THE CITY OF PRIOR LAKE do hereby proclaim September 15-21, 2025, as Diaper Awareness week in the City of Prior Lake. ____________________________ Kirt Briggs, Mayor
