CALL TO ORDER Mayor Briggs called the meeting to order at 7:00 p.m. Present were Councilors Braid, Churchill, Lake and Hellier. Absent: None. Also in attendance were City Manager Wedel, Police Chief Duggen, Attorney David Kendall, and City Clerk Simon. 2. PUBLIC FORUM None. 3. Proclamation – Constitution Week September 17-23, 2025 Manager Wedel presented the item. Mayor Briggs read the constitution. B. Proclamation – Diaper Awareness Week September 15-21, 2025 Manager Wedel presented the item. Council Member Churchill read the constitution. Recess for photos at 7:12 pm. Resolution Approving an Amendment to the Local Intergovernmental Aid Agreement Be- tween the City of Prior Lake and Shakopee Mdewakanton Sioux Community (SMSC) for Years 2025 - 2027 City Manager Wedel presented the item. Briggs: Part of the discussion with the SMSC Business Council. The relation that the city has with the SMSC is very important. The collaboration and communication is able to open up this agree- ment and make so modifications. Thanked the SMSC Braid: Thank you to SMSC for continued partnership and dedication to public safety. Lake: Express gratitude as well for relationship with the SMSC.
