AGENDA ITEM: Ordinance Amending Chapter 6 of the Prior Lake City Code
Relating to Golf Cart Operations
RECOMMENDED ACTION:
Adopt an ordinance amending Prior Lake City Code Chapter 6, Motor Vehicles and Traffic, to
establish age and licensing requirements for the operation of golf carts and similar vehicles on
designated city roadways.
BACKGROUND:
At the City Council work session held on August 12, 2025, staff provided an overview of the City’s
current regulations regarding electric recreational vehicles. As part of that discussion, the Council
reviewed the existing ordinance governing the operation of motorized golf carts, all-terrain
vehicles (ATVs), utility task vehicles (UTVs), and mini trucks within city limits.
Under the current ordinance, these vehicles are permitted to operate on designated roadways
within the City of Prior Lake. However, the ordinance does not specify a minimum age
requirement for operators. Given that these vehicles share the roadway with standard motor
vehicles, it is essential that all operators possess the appropriate level of training, experience,
and licensure to ensure public safety.
To enhance safety and provide clarity, staff recommends amending the ordinance to include the
following provisions related to the age and licensing requirements for golf cart and UTV operation:
2. Age of Operation for all golf carts/UTV.
a. All operators must be 16 years old with a valid driver’s license or 15 years old with a
valid permit and an adult licensed driver in the passenger seat.
ALTERNATIVES:
1. Motion and second to approve an ordinance amending Prior Lake City Code Chapter 6,
Article V section 134 as presented.
2. Motion and second to provide direction to staff to revise.

ORDINANCE NO. 125-
AN ORDINANCE AMENDING CHAPTER 6 ARTICLE V OF PRIOR LAKE CITY CODE
PERTAINING TO GOLF CARTS, UTILITY VEHICLES AND ALL TERRAIN VEHICLES
MOTION BY: SECOND BY:
WHEREAS, the current language of the ordinance does not address age of operators; and
WHEREAS, Prior Lake Police have advised it would be beneficial to add more structured
language around this requirement; and
WHEREAS, the following verbiage is being added to the ordinance
“2. Age of operation for all golf carts/UTV.
a. All operators must be 16 years old with a valid drivers license or 15 years
old with a valid permit and an adult licensed driver in the passenger seat.”
The City Council of the City of Prior Lake does hereby ordain:
1. The above recitals are herein fully incorporated herein as set forth above.
This ordinance shall become effective from and after its passage.
