RECOMMENDED ACTION:
Adopt a resolution receiving the plans and specifications and authorizing the advertisement for
bids for the Northwood Road Area Phase 1 project (2026-01).
BACKGROUND:
The City uses a Capital Improvement Program to plan for the timing and financing of its
infrastructure improvements. The Northwood Road Area Phase 1 project includes reconstruction,
full-depth reclamation, and mill & overlay to 3.6 miles of roadway in the Northwood Road area, as
well as the addition of a sidewalk on the west side of Fremont Ave NW.
The M.S. Chapter 429 process applies to all projects that will be financed in whole or part through
special assessments or bond proceeds. In accordance with the Chapter 429 process, the City
Council held a Public Hearing on September 23, 2025 and ordered the improvements for the
Northwood Road Area Project, which is a 3-year project that includes 5.1 total miles of roadway
in the Northwood Road / Fremont Ave area on the west side of Upper Prior Lake. The project
plans and specifications for Phase 1 are now complete and on file with the City Engineer.
With the completion of the plans and specifications, this project is now ready for bidding. Staff
recommend that the City Council accept the plans and specifications and authorize the
advertisement for bids.

The Northwood Road Area Phase 1 project is proposed to be funded as shown in the following

RESOLUTION 25-
A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR THE NORTHWOOD ROAD
AREA PHASE 1 PROJECT (2026-01)

WHEREAS, pursuant to Resolution 25-111, adopted on August 26, 2025, the City’s
consultant, Bolton & Menk, Inc. has prepared plans and specifications for the
Northwood Road Area Phase 1 project (2026-01).
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The plans and specifications, a copy of which is attached hereto and incorporated by
reference herein, are hereby approved.
3. The City Engineer shall prepare and cause to be inserted in the official newspaper of the
City and on QuestCDN an advertisement for bids for the making of the improvement
pursuant to the attached plans and specifications. The advertisement shall be published not
less than 21 days prior to the bid opening, shall specify the work to be done, and shall state

that the bids will be received by the City of Prior Lake on Tuesday, January 13, 2026 at
2:00 pm at which time the bids will be publicly read virtually through Microsoft Teams. Bids
will then be tabulated and will be considered by the Council. No bids will be considered
unless filed before the deadline through QuestCDN and accompanied by a cash deposit,
cashier’s check, bid bond, or certified check payable to the City of Prior Lake in the amount
of five (5) percent of the amount of such a bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by
the City Council.
