BACKGROUND: The City operates 41 sanitary lift stations that manage the wastewater conveyance into the Metropolitan Council system for treatment at the Blue Lake wastewater treatment plant in Shakopee. The Watzl’s lift station is located near Watzl’s Beach and servers approximately 45 properties in the area. In August 2025, the Watzl’s lift station control panel sustained damage when a tree fell on the panel (see photos). The panel compartment is dented and no longer water tight, which puts the internal electrical components at risk of further damage or malfunction. Staff acquired quotes from Total Control Systems, Inc. to repair or replace the panel. The League of Minnesota Cities (LMC) has determined that full replacement of the panel will be covered by insurance, after the city pays the $25,000 deductible. There will be some additional charges (estimated to be $5,000 or less) for electrical work once the new panel is installed. Total Control Systems staff have performed a significant amount of work on our sanitary sewer system components in the past and are familiar with the current setup and programming. Using a single-source contractor for this type of work is desirable to maintain consistency, continuity, and efficiency for this critically important function of wastewater management. The LMC has already reviewed the quotes and given approval for the panel replacement to be covered by insurnace. FINANCIAL IMPACT: The project is part of an insurnace claim that will be covered by the LMC, with the $25,000 deductible being paid from the 2025 Sewer Utility Fund. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution awarding the contract for control panel replacement at Watzl’s lift station. 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council authorizes a contract with Total Control Systems, Inc. in the amount of $50,380 for control panel replacement at Watzl’s lift station. 3.
