ITEM: 5J CITY COUNCIL AGENDA REPORT MEETING DATE: December 09, 2025 PREPARED BY: Stephanie Thulien, Project Engineer – Stormwater PRESENTED BY: Nick Monserud, Public Works Director/City Engineer AGENDA ITEM: Resolution Receiving Bids and Awarding the Contract for the 2025-2026 Stormwater Pond Maintenance Project (2025-14) RECOMMENDED ACTION: Adopt a resolution receiving bids and awarding the contract for the 2025-2026 Stormwater Pond Maintenance Project (2025-14). BACKGROUND: The City has approximately 150 stormwater ponds covered under the Municipal Separate Storm Sewer System (MS4) general permit, with more added each time a new development is constructed. Some of these ponds are nearing the end of their useful life, which is generally up to 50 years if properly maintained. All ponds will eventually need maintenance to ensure they continue to function as designed. In 2020, the City contracted with WSB & Associates, Inc. to develop the Stormwater Asset Management Program (SWAMP). Using SWAMP data, the City and WSB developed a stormwater pond management plan that prioritizes pond maintenance and optimizes the proposed allocation of City funds. SWAMP data identifies Ponds 109, 118, 135, 182 as high priority maintenance ponds for 2025-2026 (noted on the attached location map). A work order with WSB was approved by the City Council on June 24, 2025 to provide engineering services for the 2025-2026 Stormwater Pond Maintenance Project. These services include administering the bidding process. A total of 17 bids were received and publicly opened at 10:00 a.m. on November 24, 2025. The recommended low bidder is Precision Utilities with a base bid of $116,690.44 and a bid alternate of $41,630.10, for a total of $158,320.54. The engineer’s estimate for this work was a base bid of $117,985.00 and a bid alternate of $35,645.00, for a total of $153,630.00. The base bid includes pond maintenance work for Ponds 109, 118, and 134 and the bid alternate includes pond maintenance work for Pond 182. A table of the full bid summary is listed below. FINANCIAL IMPACT: The 2025 Stormwater CIP includes $212,000 for stormwater pond maintenance projects. The bid amount of $158,320.54 will be paid with these funds. ALTERNATIVES: 1. Motion and second as part of the consent agenda to adopt a resolution receiving bids and awarding the contract for the 2025-2026 Stormwater Pond Maintenance Project (2025-14). 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The bids and tabulation worksheet, a copy of which is attached hereto and incorporated by reference herein, are hereby received. 3. The Mayor and City Manager are hereby authorized to execute the city’s standard contract with Precision Utilities in the amount of $158,320.54. 4. The Engineer’s Estimate was $153,630.00. We recommend that the City Council consider these bids and award a contract for the base bid and alternate in the amount of $158,320.54 to Precision Utilities based on the results of the bids received.
