BACKGROUND: The City is facing an increased need to address aging sanitary sewer infrastructure to reduce the risk of potential failure of the system, and to evaluate and address inflow and infiltration issues (I&I). The City has more than 140 miles of sanitary sewer pipe, which includes approximately 30 miles of vitrified clay pipe that is 40 years or older. Approximately 12% of this pipe (3.5 miles) is in lakeside backyards and only accessible via easements, so traditional pipe replacement is not practical or feasible. In September 2024, the City Council awarded a contract to J.C. Dillon, Inc. to begin the backyard sewer lining using the cured-in-place pipe (CIPP) method. CIPP is a less invasive process that eliminates the need for excavation and produces a result similar to a new pipe with a life expectancy of 50+ years. J.C. Dillon, Inc. was able to complete approximately 2.3 miles of pipe lining in 2025 and will complete the remainder of their contract in 2026. The J.C. Dillon contract covers the areas highlighted in green in the attached diagram. Staff solicited a proposal from Bolton & Menk, Inc. (BMI), a member of the City’s consultant pool, to develop a systematic evaluation and replacement plan for the remaining pipe in the purple and orange sections of the attached diagram. BMI has provided a proposal in the amount of $39,710 that will cover the following items: • Review existing GIS, televising and infrastructure data • Conduct site investigations to establish quantities and cost estimates • Prepare a technical memorandum with cost and phasing recommendations Staff recommend approving this work order with BMI to continue the necessary progress of lining the lakeside (backyard) sewer mains. FINANCIAL IMPACT: The 2026 CIP includes $468,000 for the I&I program in fund 604-49450.00-55530.00 (Sewer Utility Fund - Infrastructure). (BMI), a member of the City’s consultant pool, has provided a proposal to conduct an assessment of the pipes and provide recommendations for future costs and phasing; and WHEREAS, funds have been budgeted in the 2026 Sewer Utility Fund to cover the anticipated expenditure of this proposal. Based on the mutual promises and covenants set forth herein, the sufficiency of which are hereby acknowledged, the City and Consultant agree as follows: 1. Scope of Work Order. Consultant agrees to provide, perform and complete all the services requested by the City in this Work Order and attached Exhibit 1 (“Work”), which Work shall be subject to the terms and conditions of this Work Order and the Contract. 2. Term of Work Order. All Work requested by this Work Order shall be completed by December 31, 2027. 3. Compensation for Work Order. Rear yard utilities present unique challenges due to limited access and construction constraints, and our trenchless team brings extensive experience in helping communities identify the most feasible and cost-effective rehabilitation solutions. This proposal outlines our understanding of the project, scope of services, approach, and updated fee based on the City’s request and revised labor rates. PROJECT UNDERSTANDING The City maintains several rear-yard sanitary sewer segments that require evaluation to determine rehabilitation feasibility, preferred methods (e.g., CIPP lining, MH rehabilitation), and long-term investment planning.
